17.10.1.1 This clause establishes the scoring systems, rating protocols, and institutional responsibilities for evaluating the transparency, explainability, and civic accessibility of clause-governed simulations across all Tracks of the Global Risks Forum (GRF).

17.10.1.2 Transparency Ratings and Public Accessibility Scorecards (TRPAS) ensure that:

  • All clause-driven simulations are publicly interpretable, ethically governed, and civically navigable;

  • Sovereign and Track-level institutions meet public accountability thresholds in communicating foresight logic and clause implementation outcomes;

  • Trust in simulation-governed foresight systems is reinforced through continuous participatory access and disclosure.


17.10.2 Definitions and Scope

17.10.2.1 Transparency refers to the degree to which a clause or simulation’s logic, data lineage, output assumptions, and operational triggers are open, documented, and verifiable by both institutional and public audiences.

17.10.2.2 Public accessibility refers to the availability, clarity, and civic interface design of clause outputs, enabling all individuals—regardless of technical background or jurisdiction—to engage, understand, and provide feedback on simulation scenarios and governance decisions.

17.10.2.3 This clause applies to all simulations and clauses at Maturity Level M2 and above, particularly those that: (a) influence public finance, legal policy, or risk communication, (b) are executed in sovereign or regional dashboards, (c) enter participatory cycles under Track V.


17.10.3 Transparency Rating Metrics

17.10.3.1 Each clause shall be assigned a Transparency Rating derived from:

  • Forecast Explainability Index (FEI): Percentage of outputs with public-facing narratives tied to SID input assumptions.

  • Model Provenance Disclosure Score (MPDS): Completeness of data source declarations, model authorship logs, and replay reproducibility records.

  • Simulation Decision Traceability Ratio (SDTR): Number of publicly documented decision steps from simulation output to clause-triggered policy action.

  • Redaction Justification Transparency Score (RJTS): Disclosure quality of clause redactions under national security or sovereign privilege protocols.


17.10.4 Public Accessibility Scorecard Indicators

17.10.4.1 Each clause simulation shall be scored on:

  • Public Clause Interface Availability (PCIA): Existence of a live, interactive simulation interface accessible to the public.

  • Multilingual Simulation Access Ratio (MSAR): Number of official languages supported by the clause dashboard and documentation.

  • Participatory Navigation Design Score (PNDS): Accessibility of civic walkthroughs, replay controls, and clause feedback portals.

  • Data Sovereignty and Privacy Disclosure (DSPD): Quality and completeness of public explanations on data handling and civic consent.


17.10.5 Civic Input Integration and Feedback Loop Index

17.10.5.1 Public feedback loops shall be assessed via:

  • Clause Responsiveness to Civic Input (CRCI): % of public feedback incorporated into clause evolution.

  • Deliberation Summary Accessibility Score (DSAS): Availability and clarity of public deliberation transcripts and outcomes.

  • Objection Tracking and Appeal Success Rate (OTASR): Efficacy of Track V civic redress and objection handling.


17.10.6 Real-Time Simulation Access and Public Replay Records

17.10.6.1 Each sovereign or GRF-hosted dashboard must provide:

  • Public replay interfaces for all non-redacted simulations at M3 or higher;

  • Simulation timestamps, clause trigger logs, and output lineage charts;

  • Real-time scenario labels including ethical warnings, confidence bands, and impact disclaimers.


17.10.7 Minimum Public Disclosure Protocols by Track

17.10.7.1 Each Track must publish:

  • Track I: Scenario logic, epistemic frameworks, and data caveats.

  • Track II: SID configuration files, clause forecast versions, and reproducibility controls.

  • Track III: Policy brief traceability maps and fiscal clause outputs.

  • Track IV: Clause-to-law conversion records and legal interface audits.

  • Track V: Civic voting rates, foresight summaries, and scenario interpretation archives.


17.10.8 Transparency Failures and Clause Suspension Risk Flags

17.10.8.1 Any clause scoring below baseline thresholds in transparency or accessibility must be flagged with a Clause Transparency Warning (CTW) and subjected to:

  • Public explanation hearings;

  • Participatory walkthroughs for revision;

  • Suspension of SID deployment until remediation.

17.10.8.2 CTWs shall be recorded in the ClauseCommons Risk Ethics and Transparency Archive (CRETA).


17.10.9 International Norms and Foresight Disclosure Alignment

17.10.9.1 GRF shall align TRPAS criteria with:

  • The Aarhus Convention on Access to Environmental Information;

  • UN Human Rights frameworks on digital transparency and algorithmic governance;

  • OECD AI transparency principles and ISO foresight governance standards.


17.10.10 Governance and Reporting

17.10.10.1 The GRF Transparency and Civic Access Authority (TCAA) shall:

  • Maintain the Global Public Access and Transparency Dashboard (GPATD);

  • Certify simulation transparency across clause maturity milestones;

  • Publish the Annual Transparency and Accessibility Scorecard Report (ATASR) for public, sovereign, and multilateral review.

17.10.10.2 All transparency ratings shall be cited in clause maturity advancement records, SPA renewals (§16.2), and civic trust reports (§17.6).
