16.9.10 Civic Feedback Loops and Participatory Governance Interfaces
16.9.10.1 All replay platforms must enable public submission of:
Scenario feedback and impact observations;
Clause improvement proposals;
Trust metric scoring for institutional simulation outputs.
16.9.10.2 Track V must annually publish:
A Civic Replay Impact Report;
ClauseCommons Feedback Digest;
Policy recommendations derived from civic trust analytics, tagged by scenario domain and jurisdiction.
16.10 Platform Retirement, Versioning, and Transfer Protocols
16.10.1 Strategic Function and Governance Scope
16.10.1.1 This subsection establishes the governance, legal, and technical frameworks through which simulation infrastructure under the Global Risks Alliance (GRA)—including digital platforms, simulation engines, replay portals, and clause player APIs—may be retired, versioned, or transferred between institutions, sovereign nodes, or custodial actors. All operations must align with ClauseCommons lifecycle governance protocols, Nexus Sovereignty Foundation (NSF) credential requirements, and the simulation continuity safeguards established in Sections I, IV, and XV.
16.10.1.2 Platform transitions must preserve:
Clause-executed continuity guarantees (§15.4),
Scenario replayability under public trust protocols (§16.9),
Institutional and sovereign role integrity during hosting transitions (§14.7).
16.10.2 Platform Lifecycle Milestones and Retirement Triggers
16.10.2.1 A platform shall enter retirement only upon the fulfillment of at least one of the following conditions:
Clause version obsolescence (e.g., incompatibility with current simulation protocols);
Infrastructure-level security or performance risk classification (§8.8);
Transfer of custodianship under sovereign or multilateral agreement;
Formal platform succession notice by the GRA Simulation Council.
16.10.2.2 A ClauseCommons Platform Retirement Notice (CPRN) must be issued and include:

Clause and SID mappings for affected scenarios;

16.10.4 Platform Versioning Standards and Metadata Governance
16.10.4.1 All platform version transitions must:
Be indexed by a GRA Platform Version ID (GPVID);

Maintain backward compatibility with all M3–M5 clause maturity levels unless a deprecation clause is ratified.

16.10.5 Deprecation of Clause Runtimes and Simulation Engines

16.10.5.2 Deprecation notices must reference:

16.10.6 Inter-Institutional Transfer Mechanisms
16.10.6.1 When a platform is transferred between institutions, the receiving entity must:
Undergo credential verification by NSF (§14.2);
Sign a ClauseCustody Transfer Agreement (CCTA) specifying jurisdictional data residency terms, public-good license inheritance, and simulation compliance obligations;
Be registered in the Institutional Continuity Ledger and approved by the Simulation Council (§2.5, §14.10).
16.10.6.2 Cross-jurisdictional transfers must undergo legal compatibility screening under Section XII and simulation compliance verification under §12.4.6.
16.10.7 Clause and SID Continuity Guarantees
16.10.7.1 No clause or SID may be made unavailable due to platform retirement. The retiring platform must ensure:
All active clauses remain callable via successor infrastructure;
All SID-linked scenario datasets are encrypted, replicated, and custodially signed prior to retirement;
Civic access remains uninterrupted unless suspended under an override clause (§5.4).
16.10.7.2 If continuity cannot be guaranteed, the clause shall be reissued with a backward-compatible fork, documented and replayable via NSF SimLedger.
16.10.8 Termination Clauses and Override Protocols
16.10.8.1 Platforms may not self-terminate operations without:
A clause-governed override approved by Track IV fiduciary panels and the GRA Simulation Council;
A fallback simulation capability certified under emergency hosting protocols (§5.4, §15.4);
A clause-signed public termination notification, with redacted elements traceable via ClauseCommons metadata flags.
16.10.8.2 In the case of forced decommissioning (e.g., cyber breach, sovereign expulsion), NSF must activate Zero-Day Transition Protocols with:
Civic alert protocols;
Clause quarantine environments;
Emergency migration infrastructure across federation nodes (§16.3.2).
16.10.9 Civic Rights Preservation During Platform Succession
16.10.9.1 Track V must be notified of any civic-impacting platform transition no less than 30 days prior to scheduled retirement. This must include:
Reissue of public replay links;
Mapping of affected scenarios and clauses;
Guidance for civil society on how to access mirrored or successor portals.

16.10.10.2 This report must be:

Indexed in the Public Scenario Archive;
