# Development banks and IFIs

How multilateral and bilateral development banks and development finance institutions can use the Nexus programme: country and shared-system evidence, controlled stress tests and finance-readiness dos

**Where this fits.** Audience: multilateral development banks, bilateral development institutions and development finance institutions. Sectors: infrastructure, water and energy first, with all six in scope. Pillars: Foundry (National Portfolio), Reports (country profiles, the finance and insurance chapter), Universe (stress tests). Institutions: GRA (finance readiness), GCRI (evidence). Offerings: O01, O06, O07. Kind: audience guide.

## In brief

Development banks are asked to lend more for resilience and to lend it well: to put infrastructure where it will keep working, to pre-arrange financial protection before disasters strike, and to stretch their balance sheets without raising their risk. They need evidence they can put into their own diligence. The programme offers national baselines and portfolios of risk and capability, controlled stress tests of essential services, shared-system evidence across borders and basins, and finance-readiness dossiers prepared through [The Global Risks Alliance](/organization/institutions/gra.md) (GRA). The bank reviews all of it under its own policies and decides alone. A readiness record is not loan approval, a grant award or procurement qualification.

The National Portfolio has four views: risk, capability, projects and research, and readiness and handoffs. On the GCRI site's terms, "readiness is fitness for a stated next step… not approval, bankability or certification" ([National Portfolio](https://therisk.global/consortium/national/portfolio/)). The [Foundry pillar](/organization/programme/foundry.md)'s boundary applies to every entry: a National Portfolio entry is not an investment decision.

The first outcome of a scoping enquiry is "a results framework, scope, delivery plan and diligence evidence".

## Routes that apply

The Nexus Consortium model sets a route for each kind of participant: the action that opens it, the first outcome, the offerings that apply, and a boundary, quoted here as published ([How Nexus Consortium works](https://therisk.global/consortium/)).

| Participant                                              | Action                                               | First outcome                                                       | Offerings                                                                                                                                           | Boundary                                                                               |

## Entry route

* [Consortium finance interface](https://globalriskalliance.com/engagement/consortium/) and [National portfolio interface](https://globalriskalliance.com/engagement/national-portfolios/) on the GRA site
* [Lawful handoffs](https://globalriskalliance.com/finance-readiness/handoff/): a readiness dossier is released one-to-one, on the programme owner's written direction, to a receiving institution that owner chooses
* [National Nexus](https://therisk.global/consortium/national/) on the GCRI site

## What the programme does not do

A readiness record is not loan approval, a grant award or procurement qualification. The programme does not lend, underwrite, rate, invest, advise on or arrange transactions, introduce counterparties, take transaction-based pay, or hold or move money. It never forms, owns or arranges a project vehicle or a fund. Any such structure is formed by competent, lawful actors outside the programme, under their own law and licences. Published benchmarks are cited as international evidence, never as a forecast for a project or a place.

## Status today

The programme is in formation, at service level R0: information and enquiries. No National Portfolio is recorded as constituted, and no edition of Nexus Reports has been released ([Programme status](https://therisk.global/consortium/programme-status/); [Nexus Reports programme](https://therisk.global/publications/nexus-reports/)).

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/use-by/development-banks.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
