# USE BY

Use by: how UN agencies, development banks, central banks and supervisors, finance and planning ministries, disaster agencies, cities and utilities, researchers and providers can use the Nexus program

**Where this fits.** All sectors, all six pillars, all institutions. This part is written for the institutions the programme exists to serve: it says, for each kind of institution, what the programme can give it, how to enter, and where the programme stops. Kind: audience guide.

## In brief

The programme prepares evidence, methods, standards, exercises, publications and learning about coupled risks. The institutions that use them keep every decision. A UN agency uses the programme within its own authorised instruments; a development bank, a central bank or a ministry of finance reads the evidence under its own mandate; a city or a utility tests its services in a controlled exercise and decides what to change. Nothing in the programme is an endorsement, an approval, a rating, a certification, a loan, an insurance cover or a warning service. Each page below states the institution's own task in its own frameworks, the offerings that fit it, the entry route on the sites, the boundary, and what exists today.

## Ten offerings, one boundary each

The programme describes its work as ten offerings. Each states the question it answers, the work, the deliverables, the entry and the boundary.

| Id  | Offering                                                | The question it answers                                                                                                                    | Boundary                                                                                       |
| --- | ------------------------------------------------------- | ------------------------------------------------------------------------------------------------------------------------------------------ | ---------------------------------------------------------------------------------------------- |
| O01 | National Risk, Innovation and Portfolio Baseline | What systems matter most, where are material dependencies and evidence gaps, and which capabilities or interventions deserve further work? | National adoption is a separate decision of the competent authority |
| O02 | Sector and Critical-Infrastructure Resilience | How could a shock propagate through essential services, and which changes warrant testing? | No control of operational technology; no live actuation, incident command or warning authority |
| O03 | Data, Compute and AI Capability | What technical environment can support national work without unnecessary dependency or loss of control? | A blueprint is not an installed environment; requested capacity is not allocated capacity |
| O04 | Responsible Innovation and Interoperability Testbeds | Does a candidate technology solve the intended problem under representative conditions? | Not a regulatory sandbox, a certification or a procurement status |
| O05 | Multi-Hazard and Anticipatory-Action Preparedness | Can evidence, warnings, institutions and preparedness actions work together under pressure? | Not an emergency-dispatch service; warning candidates stay separate from official issuance |
| O06 | Cross-Border and Shared-System Missions | Which interdependencies cross borders, mandates or organisations, and how can compatible evidence improve decisions? | Federation creates no treaty, sovereignty transfer or right to move data |
| O07 | Finance, Insurance and Development Readiness | What evidence does a competent financial institution need to evaluate resilience needs and possible interventions? | No promise of funding, underwriting, a bankability rating, capital or a transaction |
| O08 | Leadership, Academy and Workforce Formation | What human capability must improve for the programme to last? | A learning record is not a professional licence or a promise of employment |
| O09 | Annual Universe Missions and Contributed Infrastructure | Which of the year's missions need temporary technical intensity and a controlled proving environment? | Neither membership nor sponsorship guarantees an allocation |
| O10 | Research, Publications and Evidence Services | What can responsibly be concluded and shared from the accumulated work? | No paid favourable editorial position and no guaranteed publication outcome |

The model titles O03 with "sovereign" as an attribute; this documentation uses "sovereign" only for the powers of public authorities, so it writes "Data, Compute and AI Capability".

## What every page holds to

* The programme is **in formation**. The service level across the sites is **R0: information and enquiries**, and no national programme is recorded as constituted or active ([Programme status](https://therisk.global/consortium/programme-status/)).
* An enquiry is the only entry route open today. In the model's words: "Enquiries go to the regional and country desks through the enquiry form, which gives each one a reference, or by email. Online applications, contribution payments, computing allocations and event registration open only when their service team, terms and review capacity are in place."
* The programme's service levels run from R0 (information) through R1 enquiry, R2 application, R3 commitment and R4 operation to R5 public release. Each opens only when its service team, terms and review capacity are in place.
* Official cooperation never depends on a membership tier, and no contribution buys an appointment, a finding, consent or procurement advantage.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/use-by.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
