# Nexus Reports

Nexus Reports, the publication pillar of the Nexus programme: one governed publication programme of quarterly country editions, an annual flagship and specialist series, each with sources, limits and

*Where this fits: applied response. Pillar: Nexus Reports. Institutions: GCRI (publisher), GRF (authorises publication at G6), GRA (finance and insurance chapter). Phases: one edition each quarter. Kind: pillar page.*

**In brief.** Nexus Reports is where the programme publishes. It is one governed publication programme: quarterly country editions, an annual flagship and specialist series, each with its sources, limits and correction history ([Nexus Reports programme](https://therisk.global/publications/nexus-reports/)). An edition is published after review, not to a calendar, and is never a government risk register or a sovereign rating; countries are never ranked. At the time of writing there are no approved releases: "Current approved releases: None" ([Reports gateway](https://therisk.global/ecosystem/reports/)).

> **Boundary.** "An edition is published after review, not to a calendar, and is never an official government risk register or a sovereign rating."

## How Nexus Reports works

**Four editions a year.** Each quarter has its edition: Q1 State and Agenda, Q2 Evidence and Build, Q3 Stress Test and Readiness, and Q4 Annual Synthesis and Renewal, the flagship. The country family is titled the Nexus Country Systems Risk and Resilience Report; the programme describes seventeen series in all. Each country agrees the scope of its profile before Q1, and regional profiles never override a country's own findings. The streams and the eight technology streams are generated below from the programme spine.

| Stream | Cadence |
| ------------------------------ | ------------------------------------------------------------------ |
| Country profiles | Updated each quarter; the Q4 flagship is the annual country report |
| Regional profiles | Semi-annual (Q2 and Q4) |
| Exponential technology streams | Each quarter, one stream at a time in rotation |

| Code | Technology stream |
| ---- | ----------------------------------- |
| AIS | AI and foundation models |
| CMP | Advanced and sovereign compute |
| GSP | Earth observation and space |
| DTW | Digital twins and simulation |
| ZTA | Digital identity and trust |
| SNS | Sensing, timing and positioning |
| ENE | Energy transition technologies |
| SFW | Software and supply-chain integrity |

Editions released to date: 0.

**Records of an edition.** Every edition carries a persistent identifier from [DataCite](https://schema.datacite.org/) together with a UNI under [NS-1](https://nexustandards.com/standards/ns-1/), contributor roles under the CRediT taxonomy ([ANSI/NISO Z39.104-2022](https://credit.niso.org/)), data published under the FAIR principles ([Wilkinson et al., 2016](https://doi.org/10.1038/sdata.2016.18)), and the publication-ethics practice of the [Committee on Publication Ethics](https://publicationethics.org/). Every finding carries one of nine evidence labels: Observed, Officially reported, Institution-reported, Estimated, Modelled, Forecast, Scenario, Expert judgement or Unknown.

**Who does what.** GCRI publishes. GRF authorises publication of the year's results at gate G6. GRA's reading of what the findings mean for finance and insurance feeds the finance and insurance chapter of the annual flagship ([GRA in the Consortium](https://globalriskalliance.com/about/consortium-role/)). Reports sends method and correction findings to [Nexus Standards](/organization/institutions/nexus-standards.md) as change proposals (F06) and its Q4 synthesis to Nexus Universe, where it informs the next year's mandate (F12).

**Corrections.** A correction produces a new version of an edition; the earlier version stays on record with the correction history, so that a reader can always see what changed and why.

## The pillar in the model

The tables in this section are generated from the sites' pillar model, so they match the GCRI, GRF and GRA home pages.

### Handoffs

The handoffs this pillar sends and receives. Recorded handoffs (F01 to F14) happen in a named phase; ring handoffs (R1 to R4) run continuously.

### Through the year

What the pillar does in each quarter and in each phase of the programme year.

| Quarter | Edition | What this pillar does |
| ------- | ---------------------------- | --------------------------------- |
| Q1 | State and Agenda | State and Agenda edition |
| Q2 | Evidence and Build | Evidence and Build edition |
| Q3 | Stress Test and Readiness | Stress Test and Readiness edition |
| Q4 | Annual Synthesis and Renewal | Annual Synthesis, the flagship |

| Phase | Quarter | Gate | Work in this phase |
| --------------------- | ------- | ---- | ----------------------------------------------------------------------------------------------- |
| Planning | Q1 | G0 | Records each country's profile scope agreement, then publishes the Q1 State and Agenda edition. |
| Readiness preparation | Q2 | G2 | Collects source updates and method notes for the Q2 Evidence and Build edition. |
| Controlled build | Q2 | G3 | Publishes the Q2 edition: new evidence and capability, labelled configured, not validated. |
| Action Week | Q3 | G4 | Observes; nothing simulated is reported as observed impact. |
| Stand-down | Q3 | – | Freezes the evidence manifest it will draw on. |
| Closeout | Q3 | G5 | Receives the sealed evidence for the Q3 edition. |
| After-action review | Q3 | – | Publishes the Q3 Stress Test and Readiness edition. |
| Reporting | Q4 | G6 | Publishes the Q4 Annual Synthesis: country and regional profiles and technology streams. |
| Correction | Q4 | – | Publishes a new version with the correction and its reason. |
| Docket review | Q4 | – | Lists open questions for the next Q1 edition. |
| Network review | Q4 | – | Draws on measured results only; device counts are not results. |
| Renewal | Q4 | G7 | Closes the year's edition series; the next Q1 starts from the Q4 synthesis. |

### At each scale

What the pillar does locally, nationally, regionally and at planetary scale.

| Scale | What this pillar does at that scale |
| --------- | -------------------------------------------------------------------------------------------------------- |
| Local | Local evidence enters a profile only within the scope its country agreed. |
| National | Country profiles are updated each quarter, within the scope each country agreed before Q1. |
| Regional | Regional profiles are published twice a year, in Q2 and Q4, and never override a country's own findings. |
| Planetary | The Q4 Annual Synthesis reads country, regional and technology work together, without ranking countries. |

### In each operating area

The fourteen operating areas the programme answers for, as this pillar answers them.

| Area | Question | For this pillar |
| ---------------------- | --------------------------------------------------- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ |
| Leadership | Who leads, and on what record. | Series editors lead each edition under the series method; no funder, sponsor or member can buy or block a finding. |
| Strategy | How the year's priorities are set. | Each country programme agrees the scope of its profile before Q1, and nothing outside that scope is published. |
| Cadence | When the work happens in the year. | Quarterly: Q1 State and Agenda, Q2 Evidence and Build, Q3 Stress Test and Readiness, and the Q4 Annual Synthesis as the flagship; an edition is published after review, not to a calendar. |
| Ownership | Which records each pillar owns. | Owns editions and their evidence cutoff, country and regional profiles, technology stream briefs and the correction history. |
| Process | How work moves, step by step. | Contribution, editorial review, publication with version history, then challenge and correction as a new version. |
| Development | What is developed, and how capacity grows. | Develops country profiles each quarter, regional profiles twice a year and one exponential technology stream at a time. |
| Simulations | How scenarios and exercises are run and read. | Publishes scenario findings labelled as modelled, with their uncertainty. |
| Reporting | How results reach the public record. | Publishes every output in every format across its five sites, each edition with sources, limits and corrections. |
| Governance | Who decides, and what a decision is not. | Publication is not authority: an edition is never a government risk register or a sovereign rating, and countries are never ranked. |
| Data and evidence | Where the evidence comes from and how it is kept. | Observed, modelled and estimated evidence stay apart, and each edition states its evidence cutoff. |
| Finance and resourcing | How work is resourced and made readable to finance. | The Finance and Insurance Readiness and the Portfolio and Readiness series make the evidence readable to finance. |
| Risk and assurance | How errors are caught and limits are stated. | Each finding states its method, uncertainty and limits, and reproducible concerns go to the owner of the finding. |
| Participation | Who takes part, and how. | Researchers and practitioners contribute reviewed findings, and any reader can challenge a finding. |
| Communication | How each pillar speaks in public. | Every output is published in accessible formats with its version history. |

### Applied to the eight contexts

How the pillar would apply to each teaching context of the model, and the measure it would answer for. These are illustrative applications, not delivered projects.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/programme/reports.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
