95.1 Regional Anchor Confirmation
95.1.1 Regional Anchor Confirmation is the first operational stage of a Regional Build Roadmap. It establishes which institution, country pathway, consortium, observatory node, university, public-good body, secretariat surface, technical host, or regional support structure may serve as an anchor for a defined regional function within one of the six Regional Constitutional Regions: APAC, MENA, Africa, Europe, North America, or South America.
95.1.2 A Regional Anchor is not a regional ruler. It is a support function. It may provide continuity, convening, technical assistance, records support, observatory capacity, training, public-safe reporting support, regional learning, dashboard support, or corridor and basin coordination assistance. It does not command countries, determine national priorities, approve projects, control public authorities, own regional records, allocate finance, procure infrastructure, or represent the region as sovereign authority.
95.1.3 Regional Anchor Confirmation must be based on functional suitability rather than prestige. A body may be suitable as an anchor because it has records discipline, technical capacity, public-good mandate, regional trust, data-governance capacity, language capacity, safeguards capacity, observatory infrastructure, convening legitimacy, or continuity. It must not be selected merely because it is wealthy, politically visible, donor-favoured, technologically advanced, or located in a powerful country.
95.1.4 Regional Anchor Confirmation records should identify: (a) the Regional Constitutional Region; (b) the proposed anchor; (c) the anchor function; (d) lawful or institutional basis; (e) host and seat distinctions; (f) public authority capacity, if any; (g) data custody role; (h) records custody role; (i) safeguards capacity; (j) conflicts and non-control terms; (k) sponsor, donor, funder, or vendor involvement; (l) permitted public claims; (m) prohibited public claims; and (n) correction route.
95.1.5 Regional Anchor Confirmation must preserve the distinction among anchor, reference seat, host, corridor, and regional authority. A Regional Anchor may support a regional function. A Reference Seat may maintain or demonstrate a method. A Host may provide infrastructure. A Corridor may describe a system pathway. None of these roles creates regional supremacy.
95.1.6 A region may have multiple anchors for different functions. One anchor may support observatory clustering, another regional safeguards, another training, another public-good software, another corridor records, another finance-readiness readability. Functional plurality prevents host supremacy and single-point capture.
95.1.7 Regional Anchor status must be reviewable. If the anchor overclaims, fails records discipline, suppresses correction, permits sponsor control, lacks safeguards capacity, mishandles data, excludes countries, or converts support into supremacy, its role may be narrowed, paused, transferred, or revoked.
95.1.8 The doctrine is direct:
Regional Anchor Confirmation establishes support capacity, not regional command. An anchor earns trust by serving the Rail, preserving country sovereignty, protecting local dignity, and accepting correction.
95.2 Regional Secretariat
95.2.1 The Regional Secretariat is the regional records-validity, docketing, coordination, publication-class, dashboard-support, escalation, deconfliction, and correction function of a Regional Build Roadmap. It is the administrative spine through which regional work becomes record-valid rather than informal coordination.
95.2.2 The Regional Secretariat may be hosted, distributed, or federated across institutions. It may begin as a Hosted-Secretariat and mature into a standing regional function. Its form must match regional capacity, language needs, data sensitivity, corridor complexity, country-wave activity, and safeguards burden. It must be strong enough to preserve records but not so heavy that it becomes regional bureaucracy.
95.2.3 The Regional Secretariat should maintain regional Case IDs, regional pathway dockets, country-wave records, regional meeting records, attendance and capacity records, conflict records, anchor records, host records, corridor records, basin records, Regional Stewardship Board records, Regional Helix Council records, observatory cluster records, regional dashboard records, escalation records, deconfliction records, public-safe publication records, and correction trails.
95.2.4 The Regional Secretariat must not become executive authority. It administers records and coordination. It does not approve national pathways, determine public authority status, certify projects, select vendors, allocate finance, procure infrastructure, regulate corridors, command observatory nodes, or decide country maturity beyond the records and mandates assigned to it.
95.2.5 Regional Secretariat records should identify: (a) host or distributed hosting arrangement; (b) regional mandate; (c) records custodian; (d) docketing method; (e) platform or low-tech system used; (f) publication classes; (g) access roles; (h) language and translation capacity; (i) safeguards liaison; (j) public authority-sensitive handling; (k) data-zone interaction rules; (l) correction procedure; and (m) continuity plan.
95.2.6 The Regional Secretariat must preserve country-stage truth. Regional records must distinguish countries that are oriented, supported-only, hosted-desk, hosted-secretariat, forming, active, comparable, regionalized, federated, paused, narrowed, reset, downgraded, or mature within defined domains. A regional record must not inflate national maturity.
95.2.7 The Regional Secretariat must support correction propagation. A national correction may alter regional dashboard status. A local protected knowledge restriction may alter corridor records. A public authority clarification may alter regional comparability. A regional correction may alter global learning. The Secretariat must keep dependencies visible.
95.2.8 The doctrine is direct:
The Regional Secretariat is the regional validity spine. It makes regional coordination durable, public-safe, source-aware, stage-truthful, and correctionable without becoming regional government or executive command.
95.3 Regional Stewardship Board
95.3.1 The Regional Stewardship Board is the regional governance surface responsible for preserving the common Rail, regional doctrine, regional comparability, safeguards discipline, country-wave integrity, regional dashboard truth, escalation, deconfliction, and no-drift review within a Regional Constitutional Region. It is a stewardship body, not a supranational authority.
95.3.2 The Regional Stewardship Board should be constituted through a recorded mandate. The mandate should identify purpose, scope, membership or participant classes, appointment or confirmation method, conflict rules, meeting cadence, public authority capacity rules, relationship to the Regional Secretariat, relationship to the Global Stewardship Board, relationship to national pathways, publication classes, and correction powers.
95.3.3 The Regional Stewardship Board may review regional workplans, regional dashboards, country-wave sequencing, regional observatory cluster status, corridor and basin pathways, regional safeguards patterns, regional technical assistance, regional escalation, public-safe reporting, regional finance-readiness readiness, and regional no-drift concerns. It may issue stewardship findings within mandate.
95.3.4 The Regional Stewardship Board must not substitute for national authority. It cannot approve a country pathway, bind a public authority, override national law, determine public finance, select vendors, authorize procurement, approve projects, issue public warnings, or impose regional policy. It may identify record conditions, comparability limits, escalation needs, and correction requirements.
95.3.5 Regional Stewardship Board records should identify: (a) Board mandate; (b) members and capacities; (c) countries or functions represented; (d) conflicts; (e) meeting dockets; (f) matters reviewed; (g) dissent; (h) conditions; (i) public authority relevance; (j) safeguards relevance; (k) decisions or recommendations; (l) public-safe summaries; and (m) correction actions.
95.3.6 The Regional Stewardship Board must include anti-capture protections. No anchor, host, donor, sponsor, capital actor, public authority bloc, platform operator, expert group, or country pathway may dominate the Board’s records, dashboard language, country-wave sequencing, or comparability findings.
95.3.7 The Regional Stewardship Board must preserve regional specialization without doctrinal drift. APAC may emphasize scale and lanes; MENA corridor and neutrality; Africa distributed continuity; Europe comparability and multilateral; North America anchor and replication; South America nature and safeguards. Regional specialization cannot override role separation, safeguards, sovereignty, accessibility, finance discipline, or correction.
95.3.8 The doctrine is direct:
The Regional Stewardship Board guards regional coherence without regional supremacy. It stewards the Rail across countries, corridors, basins, risks, and records while remaining bounded, non-sovereign, and correctionable.
95.4 Regional Observatory Cluster
95.4.1 The Regional Observatory Cluster is the regional observability architecture through which national sovereign cores, local observatories, community nodes, host nodes, edge sensors, satellite and geospatial systems, public authority records, university networks, utility records, WEFHB signals, disaster risk intelligence, cyber-resilience indicators, and protected public-safe summaries may be connected for regional learning and public-safe visibility.
95.4.2 A Regional Observatory Cluster is not a centralized surveillance system. It must observe risk, resilience, and public-value conditions without extracting data, exposing protected knowledge, bypassing sovereign data zones, or creating platform control. Observability must remain public-good, role-keyed, and correctionable.
95.4.3 Regional Observatory Cluster records should identify: (a) cluster scope; (b) participating national, local, community, institutional, and host nodes; (c) data classes; (d) custody rules; (e) public-safe transformation rules; (f) sensor and evidence lineage; (g) satellite, geospatial, IoT, telemetry, or AI systems used; (h) protected knowledge restrictions; (i) public authority-sensitive restrictions; (j) access roles; (k) dashboard outputs; (l) correction routes; and (m) degraded-mode continuity.
95.4.4 Regional Observatory Clusters must respect Sovereign Data Zones. Countries and communities may retain custody over data while contributing public-safe indicators, aggregates, metadata, proof receipts, controlled-room outputs, or compute-to-data results. Regional intelligence must not require raw-data extraction.
95.4.5 Regional Observatory Clusters must support domain-specific pathways. They may support flood, drought, heat, wildfire, coastal risk, cyclone, earthquake, landslide, water security, biodiversity, disease ecology, public health, cyber resilience, infrastructure continuity, data-centre stress, energy systems, ports, logistics, corridors, basins, and community resilience. Each domain requires appropriate evidence and safeguards.
95.4.6 Regional Observatory Clusters must integrate local truth. Satellite imagery, AI models, sensor telemetry, and digital twins must be corrected by community reports, local validation, public authority records, field observation, Indigenous and local knowledge where permitted, and living-system signals. Observatory intelligence without local correction is abstraction.
95.4.7 Regional Observatory Clusters must be public-safe. Public dashboards should not expose sensitive infrastructure, protected species, sacred sites, vulnerable communities, security-sensitive corridors, cyber vulnerabilities, health-sensitive information, or public authority-sensitive records. Controlled and public-safe views must remain distinct.
95.4.8 The doctrine is direct:
A Regional Observatory Cluster makes regional risk visible without turning observation into surveillance, extraction, or central control. It connects signals through custody, safeguards, public-safe transformation, and correction.
95.5 Regional Helix Councils
95.5.1 Regional Helix Councils are the regional legitimacy and intelligence surfaces through which public authorities, universities, research bodies, industry and operators, civil society, media, communities, Indigenous or local knowledge representatives where applicable, youth, workers, accessibility actors, technical experts, donors, and capital readers may contribute to regional learning, safeguards, public-safe communication, and routeability discipline within bounded roles.
95.5.2 Regional Helix Councils must be role-separated. GCRI-aligned regional Helix Councils may support evidence, observability, safeguards, public-good technical capacity, and public authority learning. GRF-aligned regional Leadership Council functions may support regional standing, maturity, claims discipline, public-safe legitimacy, and registry discipline. GRA-aligned regional Investor Councils or capital-reader surfaces may support routeability readability without investment advice, procurement, finance execution, or public authority substitution.
95.5.3 Regional Helix Council records should identify: (a) council type; (b) regional function; (c) participant classes; (d) capacity of each participant; (e) country or institutional relationship; (f) conflicts; (g) meeting cadence; (h) accessibility and language needs; (i) safeguards duties; (j) publication classes; (k) outputs; (l) dissent; and (m) correction route.
95.5.4 Regional Helix Councils must not convert participation into regional consensus. A capital reader’s presence is not finance endorsement. A public authority’s presence is not regional approval. A community representative’s presence is not regional consent. A university’s presence is not technical verification. Each contribution must retain its capacity.
95.5.5 Regional Helix Councils must protect smaller and lower-capacity countries, local actors, vulnerable groups, and community voices from being overshadowed by powerful states, donors, sponsors, operators, experts, or capital actors. Regional participation must include protected and supported pathways where needed.
95.5.6 Regional Helix Councils must influence records. Their outputs should feed regional dashboards, country-wave sequencing, observatory priorities, safeguards findings, corridor and basin records, public-safe summaries, regional learning briefs, routeability gap registers, and correction logs. Participation without record consequence is theatre.
95.5.7 Regional Helix Councils must include dissent and minority positions. Regional comparability often hides disagreement. The councils must preserve unresolved concerns, alternative evidence, non-consent, safeguards objections, technical disagreements, and public authority uncertainty.
95.5.8 The doctrine is direct:
Regional Helix Councils make regional governance plural, but not centralized. They bring many forms of intelligence into regional records while preserving capacity, dissent, safeguards, and role separation.
95.6 Country-Wave Sequencing
95.6.1 Country-Wave Sequencing is the regional method for organizing the staged inclusion, support, comparison, federation, pause, narrowing, reset, or maturity review of countries within a Regional Constitutional Region. It prevents regional buildout from being driven by donor preference, political visibility, sponsor footprint, capital interest, or platform convenience.
95.6.2 Country-Wave Sequencing must be based on public-value need, risk evidence, lawful basis, host sufficiency, public authority capacity, safeguards readiness, data-zone viability, language and accessibility capacity, resource availability, regional balance, local demand, and correction readiness. Funding availability may be relevant, but it cannot be the governing criterion.
95.6.3 Country-wave states may include Orientation, Supported-Only, Hosted-Desk, Hosted-Secretariat, Forming, Active, Comparable, Regionalized, Federated, Mature, Paused, Narrowed, Reset, Hold, Downgrade, or Closed, with domain-specific scope. A country may be Wave 1 for disaster-risk evidence and not yet included for finance-readiness.
95.6.4 Country-Wave Sequencing records should identify: (a) country pathway; (b) region; (c) wave status; (d) domain scope; (e) launch level; (f) lawful basis; (g) host sufficiency; (h) public authority capacity; (i) safeguards status; (j) data-zone status; (k) evidence status; (l) resource support; (m) regional relevance; (n) claims limits; and (o) correction route.
95.6.5 Country-Wave Sequencing must avoid reputational ranking. A later wave does not mean a country is less worthy. It may mean safeguards require more time, public authority capacity is under review, data-zone setup is pending, or local readiness requires support. Wave status is sequencing, not status hierarchy.
95.6.6 Country-Wave Sequencing must include pause, narrow, reset, and downgrade routes. A country pathway may move backward or sideways if records require it. Wave discipline protects integrity by making non-linear movement legitimate.
95.6.7 Country-Wave Sequencing must support regional learning. Early-wave countries should generate templates, lessons, failures, correction practices, language models, and safeguards patterns for later waves without becoming regional rulers or universal templates.
95.6.8 The doctrine is direct:
Country-Wave Sequencing builds regions through stage truth. Countries enter, advance, pause, narrow, reset, or federate according to records, safeguards, authority, capacity, and correction—not prestige, funding, politics, or capital pressure.
95.7 Regional Risk Pathways
95.7.1 Regional Risk Pathways are the corridors, basins, ecological systems, infrastructure systems, hazard systems, technological systems, public health systems, finance-readiness pathways, and cross-border dependencies that require regional governance attention because they exceed the scale of a single locality or country. They are the substantive workstreams of the Regional Build Roadmap.
95.7.2 Regional Risk Pathways may include river basins, watersheds, aquifers, food corridors, energy corridors, power pools, ports, logistics routes, undersea cables, telecom corridors, data-centre regions, AI compute clusters, migration routes, disease ecology zones, wildfire landscapes, drought zones, coastal systems, biodiversity corridors, industrial corridors, critical minerals pathways, nuclear and radiological pathways, cyber dependencies, and disaster-risk pathways.
95.7.3 Regional Risk Pathway records should identify: (a) pathway type; (b) geography; (c) countries and localities involved; (d) public authorities implicated; (e) affected communities; (f) ecological systems; (g) infrastructure dependencies; (h) hazards and chronic risks; (i) data and observability sources; (j) safeguards and protected knowledge concerns; (k) public-safe communication limits; (l) routeability relevance; (m) finance-readiness relevance; and (n) correction route.
95.7.4 Regional Risk Pathways must preserve lawful authority. A corridor record does not approve a corridor. A basin dashboard does not allocate water. A power-pool review does not authorize grid decisions. A logistics pathway does not procure infrastructure. A regional risk pathway structures evidence, not public command.
95.7.5 Regional Risk Pathways must apply all-hazards and systems analysis. Acute hazards, chronic risk, slow-onset risk, cascading risk, compound hazards, cyber-physical dependencies, financial exposure, ecological thresholds, public health implications, and social trust must be considered together where relevant.
95.7.6 Regional Risk Pathways must apply public-safe sensitivity. Corridors, basins, cyber dependencies, energy systems, ports, data centres, health systems, protected knowledge, cultural heritage, and vulnerable communities may require controlled records and public-safe summaries.
95.7.7 Regional Risk Pathways must include routeability restraint. A pathway may be regionally important without being finance-readable, implementation-ready, public authority-approved, or procurement-ready. Strategic relevance must not become routeability overclaim.
95.7.8 The doctrine is direct:
Regional Risk Pathways make cross-border and cross-system risk governable through evidence, safeguards, public authority boundaries, public-safe communication, routeability restraint, and correction—not regional command.
95.8 Regional Dashboard
95.8.1 The Regional Dashboard is the regional visibility surface through which the Regional Build Roadmap may display country-wave status, regional anchor functions, Secretariat status, Stewardship Board status, Observatory Cluster status, Helix Council status, regional risk pathways, corridor and basin records, regional safeguards, comparability states, escalation status, correction notices, and regional no-drift review outcomes.
95.8.2 The Regional Dashboard must be source-derived and stage-truthful. It may display what is oriented, supported, hosted, forming, active, comparable, regionalized, federated, paused, narrowed, reset, or mature within defined domains. It must not show regional readiness, national adoption, country maturity, routeability, or public authority approval beyond the records.
95.8.3 The Regional Dashboard should have multiple views. A public-safe regional view may show high-level country-wave and regional pathway status. A controlled governance view may show detailed records, safeguards issues, public authority-sensitive matters, routeability gaps, and deconfliction items. A technical view may show observatory and evidence lineage. A capital-reader view, if permitted, must remain bounded and non-advisory.
95.8.4 Regional Dashboard records should identify: (a) dashboard purpose; (b) audience; (c) source records; (d) display logic; (e) colour and label rules; (f) publication classes; (g) access roles; (h) update cadence; (i) public authority boundary language; (j) no-ranking language; (k) correction status; and (l) dashboard custodian.
95.8.5 The Regional Dashboard must avoid regional ranking and shaming. It should not convert country-wave sequencing into league tables, donor scoring, investor screening, public embarrassment, or geopolitical hierarchy. Comparability must be bounded and constructive.
95.8.6 The Regional Dashboard must protect sensitive regional information. Public-safe views must not expose security-sensitive corridors, cyber vulnerabilities, protected knowledge, public authority-sensitive gaps, sensitive infrastructure, community grievances, health-sensitive data, finance-sensitive routeability gaps, or protected ecological locations.
95.8.7 The Regional Dashboard must be correction-forward. It should display under-review, corrected, superseded, paused, narrowed, downgraded, or reset states where relevant. Dashboard correction must propagate to reports, regional learning, country-wave records, and public-safe summaries.
95.8.8 The doctrine is direct:
The Regional Dashboard makes regional buildout visible without creating regional authority. It must show lineage, stage, sensitivity, limits, and correction rather than ranking countries or manufacturing maturity.
95.9 Regional Escalation and Deconfliction
95.9.1 Regional Escalation and Deconfliction is the stage through which cross-country issues, corridor disputes, basin conflicts, data conflicts, public authority ambiguities, safeguards concerns, observatory inconsistencies, dashboard errors, routeability overclaims, protected knowledge restrictions, donor or sponsor pressures, and maturity disputes are raised to the appropriate regional function for review, coordination, correction, or referral.
95.9.2 Regional Escalation is necessary where a matter exceeds one national pathway or where regional records depend on multiple country, local, or technical sources. Deconfliction is necessary where records, claims, public authority positions, data sources, dashboard states, or pathway priorities conflict.
95.9.3 Regional Escalation and Deconfliction records should identify: (a) triggering issue; (b) originating country, node, or actor; (c) countries or pathways affected; (d) matter class; (e) urgency; (f) public authority relevance; (g) safeguards relevance; (h) protected knowledge relevance; (i) records in conflict; (j) interim hold or public-safe action; (k) responsible regional function; (l) outcome; and (m) correction propagation.
95.9.4 Escalation must not become regional command. The regional function may clarify records, convene review, recommend correction, refer to public authorities, issue public-safe clarification within mandate, or pause regional dashboard display. It may not override lawful national decisions or impose substantive outcomes beyond its mandate.
95.9.5 Deconfliction must preserve source authority. If a local record conflicts with a national summary, the local record may require national correction. If a public authority clarifies capacity, dashboards must update. If protected knowledge limits disclosure, the regional record must respect restriction. Deconfliction is not averaging; it is disciplined source review.
95.9.6 Escalation must protect sensitive sources. A country, community, worker, public authority participant, expert, or safeguards actor may raise concerns that require protected handling. Regional escalation must not expose sources to retaliation, political pressure, or public embarrassment.
95.9.7 Regional Escalation and Deconfliction must close the loop. Outcomes must return to originating actors and affected records in accessible, public-safe, and publication-class appropriate form. Escalation without feedback weakens trust.
95.9.8 The doctrine is direct:
Regional Escalation and Deconfliction give the region a way to handle cross-border complexity without becoming a command authority. The purpose is source-aware correction, not regional control.
95.10 Regional Build Records
95.10.1 Regional Build Records are the official records through which the Regional Build Roadmap becomes visible, reviewable, public-safe, interoperable, and correctionable. They document anchor confirmation, Regional Secretariat formation, Regional Stewardship Board constitution, Observatory Cluster setup, Helix Council activation, Country-Wave Sequencing, Regional Risk Pathways, Regional Dashboard, escalation, deconfliction, no-drift review, and comparability proof.
95.10.2 Regional Build Records may include regional anchor records, host records, reference seat records, Secretariat records, Stewardship Board records, Observatory Cluster records, Helix Council records, country-wave records, regional workplan records, corridor records, basin records, public authority capacity records, safeguards records, dashboard records, escalation records, deconfliction records, RNFD records, regional public-safe reporting records, no-drift records, and correction trails.
95.10.3 Regional Build Records should identify: (a) Regional Constitutional Region; (b) build stage; (c) regional functions active; (d) regional functions forming; (e) participating country pathways; (f) country-wave statuses; (g) regional anchors and hosts; (h) public authority-sensitive matters; (i) data-zone constraints; (j) safeguards status; (k) protected knowledge restrictions; (l) dashboard status; (m) comparability status; (n) claims limits; and (o) correction route.
95.10.4 Regional Build Records must distinguish plan from achieved state. A proposed Regional Stewardship Board is not a constituted Board. A planned Observatory Cluster is not active observability. A regional dashboard mock-up is not a dashboard. A proposed corridor pathway is not routeability. A regional workplan is not federation.
95.10.5 Regional Build Records must include negative and limiting records. “No regional authority created,” “country adoption not implied,” “public authority approval not issued,” “finance-readiness not available,” “dashboard public release pending,” “comparability not confirmed,” “protected knowledge restricted,” and “routeability paused” are validity records.
95.10.6 Regional Build Records must preserve publication classes. Some regional records may be public-safe; others may be controlled, restricted, public authority-sensitive, finance-sensitive, security-sensitive, cyber-sensitive, community-sensitive, protected knowledge, or legal-sensitive. Regional transparency must not become exposure.
95.10.7 Regional Build Records must support audit. The Global Stewardship Board, Regional Stewardship Board, Central Bureau, Stewardship Committee, safeguards function, or equivalent review body should be able to inspect whether regional build claims match records before public regional statements are made.
95.10.8 The doctrine is direct:
Regional Build Records are the memory and validity spine of regional formation. They prove what exists, what is forming, what is limited, what may be claimed, and what must be corrected.
95.11 Regional No-Drift Review
95.11.1 Regional No-Drift Review is the formal review through which a Regional Constitutional Region tests whether its buildout remains faithful to the common Rail and has not drifted into regional supremacy, public authority substitution, finance capture, donor geography, sponsor control, platform control, expert capture, cultural extraction, dashboard overclaim, or safeguards weakening.
95.11.2 Regional No-Drift Review should occur before major regional public announcements, regional dashboard release, country-wave expansion, regional finance-docket activation, regional observatory federation, regional corridor publication, regional comparability claims, or regional maturity claims. It should also occur after incidents, corrections, public authority clarifications, data-zone failures, or capture concerns.
95.11.3 Regional No-Drift Review records should identify: (a) regional claim or function under review; (b) applicable doctrine; (c) role separation status; (d) sovereignty boundary; (e) public authority capacity treatment; (f) safeguards status; (g) protected knowledge controls; (h) finance-readiness limits; (i) donor, sponsor, host, and platform influence; (j) dashboard lineage; (k) accessibility and language status; (l) correction performance; and (m) required corrective actions.
95.11.4 No-Drift Review must test regional specialization. APAC scale must not become platform centralization. MENA neutrality must not become opacity. Africa distributed continuity must not become under-resourced minimalism. Europe comparability must not become technocratic ranking. North America anchor status must not become global control. 95.11.5 No-Drift Review must test claims language. Regional materials must not imply that the region governs countries, that countries are uniformly mature, that regional inclusion equals federation, that corridor records equal approval, that regional dashboards equal public authority, or that regional finance-readiness equals investment opportunity.
95.11.6 No-Drift Review must test dashboard and platform power. Regional dashboards, forms, schemas, role keys, and AI-assisted systems must be subordinate to records and correction. No colour without lineage. No score without authority. No platform rule without review.
95.11.7 No-Drift Review must have corrective power. It may require public-safe clarification, dashboard revision, claims correction, maturity downgrade, routeability pause, country-wave narrowing, anchor review, Secretariat review, platform change, safeguards escalation, or regional reset within mandate.

Regional No-Drift Review protects the six-region architecture from becoming regional power. Each region may specialize, but none may drift away from sovereignty, safeguards, public-good discipline, role separation, and correction.
95.12 Regional Comparability Proof
95.12.1 Regional Comparability Proof is the final stage of the Regional Build Roadmap. It is the evidence package through which a region demonstrates that its countries, pathways, records, dashboards, observatory clusters, safeguards, maturity states, risk pathways, and correction processes are comparable enough for defined regional learning, public-safe reporting, country-wave sequencing, regional support, and planetary interoperability without creating regional supremacy or false equivalence.
95.12.2 Regional Comparability Proof is not a regional ranking, certification, approval, or maturity award. It is a bounded proof that the regional build can compare defined objects for defined purposes using common Rail logic while preserving country sovereignty, local difference, legal diversity, public authority boundaries, protected knowledge, and correction.
95.12.3 Regional Comparability Proof records should include: (a) comparison purpose; (b) domains compared; (c) countries or pathways included; (d) countries or pathways excluded; (e) evidence sources; (f) shared definitions; (g) differences and local adaptations; (h) evidence quality; (i) safeguards status; (j) data-zone constraints; (k) protected knowledge restrictions; (l) dashboard lineage; (m) public authority capacity treatment; (n) correction propagation method; and (o) claims limits.
95.12.4 Regional Comparability Proof must prove difference as well as similarity. It should show not only that countries use compatible records, but also how their laws, languages, data regimes, public authority capacities, cultural contexts, local safeguards, and maturity states differ. Comparability that hides difference is not proof.
95.12.5 Regional Comparability Proof must include negative proof. It should identify what is not comparable, what is not public-safe, what is not mature, what is not routeable, what is not finance-readable, what is not regionally federated, and what remains under review. Negative proof protects trust.
95.12.6 Regional Comparability Proof must include correction performance. A region is not comparable merely because it uses shared templates. It must show that corrections from local, national, regional, public authority, safeguards, data, dashboard, and protected knowledge sources can propagate across dependent records.
95.12.7 Regional Comparability Proof must be public-safe. Public versions may summarize regional comparability without exposing sensitive country gaps, security-sensitive infrastructure, public authority-sensitive matters, protected knowledge, finance-sensitive gaps, or vulnerable communities. Controlled annexes may support authorized review.
95.12.8 The final doctrine is direct:
A Regional Build Roadmap succeeds only when a region can prove bounded comparability without claiming supremacy. Regional Anchor, Secretariat, Stewardship Board, Observatory Cluster, Helix Councils, Country-Wave Sequencing, Risk Pathways, Dashboard, Escalation, No-Drift Review, and Comparability Proof must work together as public-good regional infrastructure: useful for learning, disciplined by records, respectful of sovereignty, protective of local difference, and always correctionable.
