The world lacks a trustworthy governance rail capable of making those forces interoperable without allowing them to dominate one another. PNG provides that rail: a common grammar of records, roles, safeguards, evidence, maturity states, dashboards, data zones, proof packs, public authority capacity, routeability, assurance, lawful handoff, and correction.

100.1.3 The model begins from a simple proposition: complex risk cannot be governed by fragmented authority, sectoral administration, private platforms, donor programs, expert committees, capital markets, public institutions, communities, or AI systems acting alone. Planetary Nexus Governance does not itself build, procure, finance, lend, insure, underwrite, rate, broker, regulate, permit, certify, command, operate, or adjudicate. It supports lawful action by making evidence trustworthy, public value legible, safeguards visible, maturity truthful, public authority capacity precise, routeability bounded, and handoffs lawful. 100.12.2 Planetary Nexus Governance is the governance model for that civilization because it is built around interdependence. It does not ask each system to become the same. It gives each system a way to relate: records for truth, roles for power, safeguards for dignity, dashboards for visibility, data zones for custody, proof packs for evidence, maturity states for stage truth, public authority records for sovereignty, routeability for lawful pathways, assurance for trust, and correction for legitimacy.
