## **18.1 Marketplace and Registry Doctrine**

### **18.1.1 Marketplace as Competency Discovery Surface.**

18.1.1.1 **SCF shall treat the Marketplace as the controlled discovery surface for competency-related opportunities, learning objects, micro-credentials, WILPs, Foundry Quests, Bounties, Builds, mentor profiles, reviewer profiles, Competence Cell opportunities, National Skills opportunities, public-good contribution opportunities, and handoff literacy objects.** The Marketplace shall enable learners, workers, educators, employers, public authority learning participants, National Nodes, National Working Groups, Competence Cells, sponsors, providers, labor organizations, communities, and lawful downstream actors to discover SCF objects without converting discovery into endorsement, certification, procurement, employment, finance, public authority approval, or execution.

18.1.1.2 The Marketplace shall support skills-based visibility, public-good contribution visibility, learning pathway discovery, WILP host discovery, national capacity formation, Nexus Universe preparation, and lawful handoff literacy, but shall remain a governed listing environment rather than a job board by default, procurement platform, credentialing authority, employer verification system, public authority registry, finance platform, or execution marketplace.

18.1.1.3 Marketplace discovery shall be subject to metadata review, public-safe display controls, privacy controls, youth safeguards, accessibility review, sponsor and provider neutrality, conflict disclosure, correctionability, and archive discipline. Listings shall clearly identify scope, steward, evidence basis where applicable, support class, access class, public-safe status, boundary notices, correction pathway, and display limitations.

18.1.1.4 Marketplace visibility shall not imply that a listed object is superior, endorsed, approved, validated, certified, procurement-ready, employment-ready, financeable, insurable, deployable, or authorized for implementation. Marketplace ranking, featured placement, search placement, tagging, recommendation, bundling, or thematic grouping shall be governed to prevent hidden preference, sponsor capture, provider capture, employer capture, public authority overclaim, or learner profiling misuse.

### **18.1.2 Registry as Competency Status Truth.**

18.1.2.1 **SCF shall treat the Registry as the status-truth surface for competency objects, credential objects, learning objects, WILP records, contributor records, mentor records, reviewer records, Competence Cell records, National Capacity records, correction records, withdrawal records, suspension records, renewal records, and archive records.** The Registry shall preserve the current recorded status of SCF objects and shall distinguish draft, active, under review, public-safe, controlled, supported, unsupported, suspended, withdrawn, superseded, archived, and non-continuing states.

18.1.2.2 Registry status truth shall mean recorded lifecycle status within SCF, not universal truth, legal status, professional license, public authority approval, employer validation, procurement qualification, credential equivalence, immigration recognition, hiring decision, deployment approval, or execution authorization. Registry records shall be evidence-bearing and correctable, but shall remain bounded by their scope, source, review level, data-use label, AI-use label, access class, support class, jurisdictional context, and boundary notices.

18.1.2.3 The Registry shall provide institutional memory for SCF by preserving provenance, versioning, issuer identity where applicable, steward identity, review status, evidence links, expiry or renewal dates, correction history, withdrawal notices, archive rules, and public-safe display conditions.

18.1.2.4 Registry records shall support trust by making status visible, not by creating certification overclaim. Any downstream actor relying on a Registry record shall remain responsible for independent diligence, legal compliance, employment decisions, licensing determinations, procurement decisions, public authority actions, finance decisions, insurance decisions, deployment decisions, or implementation actions.

### **18.1.3 Reports as Competency Publication Layer.**

18.1.3.1 **SCF shall treat Reports as the public-safe publication layer for competency knowledge, labor-market intelligence, National Skills Maps, National Portfolio competency needs, Academy outputs, Risk Academy outputs, WILP learnings, micro-credential summaries, Foundry competence outputs, Nexus Universe learning outputs, correction notices, archive summaries, and public-good capability formation.**

18.1.3.2 Reports shall translate SCF records into usable knowledge for learners, educators, employers, worker organizations, public authorities, communities, sponsors, providers, National Nodes, National Working Groups, Competence Cells, Nexus Universe participants, and lawful handoff recipients. Reports shall make competency information legible while preserving privacy, youth protection, sensitive profile controls, public-safe language, no-ranking discipline, and no-conversion boundaries.

18.1.3.3 Reports may include aggregate skill signals, competency taxonomies, labor-market learning, transition insights, pathway summaries, public-good contribution patterns, WILP quality learnings, National Portfolio needs, and correction histories, provided they do not disclose restricted data, personally sensitive records, confidential employer data, protected knowledge, Indigenous protocol-sensitive knowledge, youth data, or identifiable worker information without lawful basis and recorded permission.

18.1.3.4 Report publication shall not create credential authority, official labor-market statistics, employment guarantee, wage promise, public authority decision, procurement framework, professional licensing, financeability, insurability, country ranking, institutional ranking, individual ranking, endorsement, or execution authority.

### **18.1.4 Nexus Universe as Annual Competence Convergence.**

18.1.4.1 **SCF shall treat Nexus Universe as the annual competence convergence environment where learning, workforce capability, National Skills Maps, Competence Cells, WILP hosts, Foundry talent, micro-credentials, public authority learning, National Portfolio competency needs, transition pathways, and lawful handoff literacy can be displayed, reviewed, corrected, renewed, and routed.**

18.1.4.2 Nexus Universe shall enable SCF outputs to converge through National Competency Arenas, Skills Summit records, public authority learning rooms, Academy and Risk Academy showcases, Foundry talent records, Competence Cell showcases, WILP host records, credential display records, career transition records, and continuation pathways.

18.1.4.3 Nexus Universe SCF participation shall remain bounded. Attendance, display, presentation, showcase, panel participation, public authority presence, employer presence, sponsor presence, provider demonstration, mentor participation, reviewer participation, credential display, or Competence Cell visibility shall not create endorsement, hiring commitment, credential recognition, public authority approval, procurement status, financeability, insurability, community consent, Indigenous consent, deployment authorization, or execution.

18.1.4.4 Nexus Universe shall function as a public-good annual surge and convergence surface for capability formation, not as a career fair by default, regulated credentialing event, official labor-market authority, public procurement event, investment forum, public authority decision forum, certification body, or execution platform.

### **18.1.5 National Portfolios as Country-Level Capability Display.**

18.1.5.1 **SCF shall treat National Portfolios as country-level capability display environments for national competency needs, National Skills Maps, workforce gaps, WILP host capacity, Competence Cell capacity, Academy and Risk Academy pathways, public authority learning needs, sector skill compacts, Foundry talent, transition pathways, and lawful handoff literacy.**

18.1.5.2 National Portfolio competency display shall support national ownership before local delivery by helping country-level stakeholders understand capability needs, workforce readiness, education and training gaps, public-good contribution capacity, sector priorities, WFEH-B skill needs, DRR / DRF / DRI skill needs, digital trust needs, AI-era work needs, green and resilience skills, and national lawful handoff dependencies.

18.1.5.3 National Portfolio display shall not become a country ranking, labor-force ranking, institutional ranking, employer ranking, worker ranking, credential ranking, procurement priority, public authority decision, public finance allocation, or official national skills statistic unless separately issued by a competent authority through lawful processes.

18.1.5.4 National Portfolio display shall preserve national data sovereignty, public authority boundaries, worker and learner privacy, community safeguards, Indigenous protocols where applicable, sensitive profile controls, public-safe publication rules, correctionability, and archive discipline.

### **18.1.6 Display Without Certification.**

18.1.6.1 **SCF shall permit controlled display of learning, competence, contribution, WILP, micro-credential, mentor, reviewer, Competence Cell, National Capacity, and Nexus Universe records without converting display into certification.** Display shall communicate recorded status, evidence basis, scope, review level, steward identity, support status, expiry or renewal status, and correction pathway, but shall not create a professional license, degree, regulated credential, public authority approval, employer validation, procurement qualification, deployment approval, or execution authority.

18.1.6.2 Display shall be governed by public-safe language, privacy permissions, youth safeguards, accessibility requirements, role-based access, sensitive profile controls, non-ranking defaults, no social scoring, no unauthorized employer scraping, and correction or withdrawal pathways.

18.1.6.3 Where a displayed object is only draft, under review, controlled, time-limited, unsupported, suspended, withdrawn, superseded, archived, non-continuing, or restricted, that status shall be made clear to prevent reliance, overclaim, misuse, or downstream conversion.

### **18.1.7 Listing Without Procurement.**

18.1.7.1 **SCF shall permit Marketplace listing without procurement implication.** A listed learning object, micro-credential, WILP, mentor profile, reviewer profile, Competence Cell, Foundry Quest, Bounty, Build, National Skills opportunity, public-good contribution opportunity, or handoff literacy object shall not be treated as an approved supplier, preferred vendor, procurement-ready object, tender requirement, employer-approved program, public authority-approved pathway, or purchasing recommendation.

18.1.7.2 Listing shall not create vendor validation, sponsor validation, provider validation, host validation, credential approval, public authority endorsement, financeability, insurability, employment commitment, or execution authority.

18.1.7.3 Procurement, where applicable, shall occur outside SCF default posture through competent actors, lawful procurement processes, independent diligence, conflict management, and applicable legal requirements.

### **18.1.8 Publication Without Authority.**

18.1.8.1 **SCF shall permit publication of competency knowledge, labor-market intelligence, National Skills Reports, Academy Reports, Risk Academy Reports, WILP Reports, micro-credential Reports, Foundry competence Reports, and Nexus Universe learning Reports without creating authority by publication.**

18.1.8.2 Publication shall make information accessible, useful, reviewable, and correctable, but shall not create official statistics, public authority policy, legal classification, credential recognition, employment eligibility, hiring decision, wage signal guarantee, country ranking, institutional ranking, procurement framework, financeability, insurability, public warning, or execution authorization.

18.1.8.3 Published SCF materials shall include appropriate boundary notices, evidence limitations, data limitations, public-safe language, correction pathway, archive status, and non-reliance where necessary.

## **18.2 Marketplace Objects**

### **18.2.1 Learning Objects.**

18.2.1.1 SCF Marketplace may list learning objects, including courses, modules, units, lessons, labs, scenarios, simulations, Studio exercises, field exercises, review exercises, public-safe reporting exercises, contribution tasks, Quests, Bounties, Builds, capstones, and portfolio artifacts.

18.2.1.2 Each learning object listing shall identify the learning purpose, competency alignment, level, prerequisites where applicable, delivery mode, evidence requirements, assessment status, accessibility status, language availability, sponsor or provider role where applicable, data and AI-use conditions, public-safe status, correction pathway, and archive rule.

18.2.1.3 A learning object listing shall not create certification, degree credit, employment eligibility, professional license, public authority approval, procurement qualification, or deployment authority unless separately and lawfully recorded by a competent body.

### **18.2.2 Micro-Credentials.**

18.2.2.1 SCF Marketplace may list micro-credentials that are bounded, evidence-based, reviewable, time-aware, correctable, and linked to ILA, iCRS, Registry, or relevant competency records where applicable.

18.2.2.2 Each micro-credential listing shall identify the credential scope, issuer or steward, competency basis, evidence requirements, assessment method, review level, expiry or renewal rule, badge metadata, portability conditions, public display limits, suspension or withdrawal pathway, and boundary notices.

18.2.2.3 A micro-credential listing shall not create professional license, degree equivalence, regulated qualification, employment guarantee, procurement qualification, public authority approval, immigration recognition, deployment authorization, or community consent.

### **18.2.3 WILPs.**

18.2.3.1 SCF Marketplace may list Work-Integrated Learning Paths, including apprenticeships, internships, cooperative education, field practice, Studio-based practice, Foundry-based contribution, campaign-based mobilization work, National Working Group practice, Competence Cell practice, public authority learning placements, Risk Agency shadowing, supervised practice, and remote or distributed WILPs.

18.2.3.2 Each WILP listing shall identify the host role, learning scope, workplan, supervision level, mentor role, expected artifacts, health and safety controls, data and confidentiality controls, AI and tool-use controls, fair work and anti-exploitation controls, accessibility provisions, support status, correction pathway, grievance channel, and archive rule.

18.2.3.3 A WILP listing shall not create employment, hiring commitment, wage promise, visa or immigration status, procurement qualification, professional license, public authority approval, deployment authorization, or execution authority.

### **18.2.4 Competence Cells.**

18.2.4.1 SCF Marketplace may list Competence Cell opportunities, profiles, workplans, capability areas, contribution needs, mentor needs, reviewer needs, National Portfolio links, Foundry links, Academy links, DICE / GRIx / DRI / Observatory links, Nexus Universe preparation routes, and lawful handoff literacy needs.

18.2.4.2 Competence Cell listings shall identify cell identity, scope, national or regional context, competency focus, participation requirements, output classes, evidence expectations, safeguard conditions, public-safe status, support class, steward, correction pathway, and archive rule.

18.2.4.3 Competence Cell listing shall not create employment, public authority role, professional license, certification, procurement qualification, endorsement, community consent, National Portfolio approval, or execution authority.

### **18.2.5 Mentor Profiles.**

18.2.5.1 SCF Marketplace may list mentor profiles where the mentor has a recorded role, scope, competence basis, sector relevance, language capacity, availability, supervision limitations, conflict disclosures, safeguard obligations, youth protection status where applicable, and correction pathway.

18.2.5.2 Mentor profiles may support learners, workers, WILP participants, Foundry contributors, Competence Cells, National Working Groups, Academy pathways, Risk Academy pathways, and Nexus Universe preparation.

18.2.5.3 A mentor profile listing shall not create employment agency status, professional license, official endorsement, credential authority, hiring authority, public authority role, procurement qualification, or execution authority.

### **18.2.6 Reviewer Profiles.**

18.2.6.1 SCF Marketplace may list reviewer profiles for competency review, technical review, data review, AI-use review, public-safe review, safeguard review, National Pathway review, handoff-context review, WILP review, micro-credential review, Foundry review, and Reports review.

18.2.6.2 Reviewer profiles shall identify reviewer scope, evidence basis, review level, conflict rules, confidentiality obligations, data access conditions, public-safe obligations, safeguard duties, correction history where appropriate, and review limitations.

18.2.6.3 A reviewer profile shall not create certification authority, professional licensing authority, public authority approval, procurement authority, employer validation, provider validation, deployment authority, or execution authority.

### **18.2.7 Foundry Quests.**

18.2.7.1 SCF Marketplace may list Foundry Quests as scoped competence challenges designed to convert learning and contribution into evidence-bearing public-good outputs.

18.2.7.2 Quest listings shall identify the challenge, competency target, task scope, evidence requirements, review requirements, data and AI-use rules, safeguard requirements, public-safe output expectations, support or reward status, sponsor or provider role where applicable, correction pathway, and archive rule.

18.2.7.3 Quest participation or completion shall not create employment, procurement qualification, professional license, certification, provider validation, deployment authorization, public authority approval, or execution authority.

### **18.2.8 Bounties.**

18.2.8.1 SCF Marketplace may list Bounties as scoped contribution opportunities linked to learning, public-good output, evidence, recognition, iCRS, Foundry Builds, Reports, Studio workflows, Marketplace objects, Registry records, or National Portfolio needs.

18.2.8.2 Bounty listings shall identify scope, deliverable, evidence requirements, review level, support class, reward or recognition status, labor boundary, intellectual property condition, sponsor or provider role where applicable, correction pathway, and archive rule.

18.2.8.3 Bounty listing or completion shall not create employment, wage entitlement, equity, token, finance claim, procurement qualification, credential issuance by default, public authority approval, deployment authorization, or execution authority.

### **18.2.9 Builds.**

18.2.9.1 SCF Marketplace may list Builds as evidence-producing work objects, including research builds, data builds, software builds, dashboard builds, ontology builds, public-safe reporting builds, Studio workflow builds, National Portfolio builds, Marketplace and Registry builds, and handoff-context builds.

18.2.9.2 Build listings shall identify output class, competency targets, contribution roles, review gates, evidence requirements, data and AI labels, cyber and privacy controls, public-safe status, safeguard requirements, support class, release class, correction pathway, and archive rule.

18.2.9.3 Build listing, contribution, or completion shall not create product certification, deployment approval, procurement status, employment status, provider validation, public authority approval, financeability, insurability, or execution authority.

### **18.2.10 National Skills Opportunities.**

18.2.10.1 SCF Marketplace may list National Skills opportunities arising from National Skills Maps, National Portfolios, National Working Groups, Competence Cells, public authority learning needs, WFEH-B priorities, DRR / DRF / DRI priorities, digital trust needs, AI-era work needs, green and resilience skills, and lawful handoff literacy needs.

18.2.10.2 National Skills opportunity listings shall identify national context, competency need, participation route, responsible steward, access class, evidence requirements, public-safe status, language and localization status, safeguard conditions, public authority boundary notice, correction pathway, and archive rule.

18.2.10.3 National Skills opportunity listing shall not create country ranking, public authority approval, employment guarantee, immigration status, public finance allocation, procurement status, certification, or execution authority.

### **18.2.11 Public-Good Contribution Opportunities.**

18.2.11.1 SCF Marketplace may list public-good contribution opportunities for learners, workers, experts, mentors, reviewers, maintainers, translators, accessibility contributors, data stewards, software contributors, public-safe reporting contributors, campaign contributors, and correction contributors.

18.2.11.2 Public-good contribution listings shall identify contribution class, expected output, required competence, support or recognition status, labor boundary, data and confidentiality requirements, public-safe status, sponsor or provider involvement where applicable, correction pathway, and archive rule.

18.2.11.3 Public-good contribution listing or participation shall not create employment, compensation entitlement by default, credential issuance by default, procurement qualification, public authority role, provider validation, endorsement, or execution.

### **18.2.12 Handoff Literacy Objects.**

18.2.12.1 SCF Marketplace may list handoff literacy objects that help learners, workers, employers, public authority learning participants, National Nodes, National Consortium Companies, Project SPVs, donors, insurers, capital readers, providers, and lawful downstream actors understand lawful handoff boundaries.

18.2.12.2 Handoff literacy objects may include guides, modules, checklists, templates, scenario exercises, readiness-room literacy objects, public authority learning objects, finance-readiness literacy objects, insurance-readiness literacy objects, procurement-neutrality literacy objects, and recipient-responsibility summaries.

18.2.12.3 Handoff literacy object listing shall not create handoff authorization, financeability, insurability, procurement status, public authority approval, deployment authorization, legal advice, investment advice, insurance advice, or execution authority.

## **18.3 Registry Records**

### **18.3.1 Competency Record.**

18.3.1.1 A Competency Record shall preserve the recorded identity, definition, scope, level, domain, evidence types, mapping relationships, review status, public-safe status, steward, version, localization status, correction history, and archive rule for a competency.

18.3.1.2 Competency Records may support learning design, micro-credential design, WILP design, Foundry Quests, Bounties, Builds, National Skills Maps, Marketplace listings, Reports, Nexus Universe outputs, and lawful handoff literacy.

18.3.1.3 A Competency Record shall not create professional license, credential recognition, employment qualification, procurement qualification, public authority approval, deployment authority, or legal equivalence.

### **18.3.2 Credential Record.**

18.3.2.1 A Credential Record shall preserve the recorded identity, issuer or steward, competency basis, evidence requirements, assessment method, review level, expiry or renewal status, display status, Registry status, suspension or withdrawal history, correction pathway, and archive rule for a micro-credential, badge, or related credential object.

18.3.2.2 Credential Records shall distinguish between SCF-bounded recognition and any separate legal, institutional, professional, regulated, academic, or public authority recognition.

18.3.2.3 A Credential Record shall not create degree status, professional license, regulated qualification, accreditation, employment guarantee, immigration recognition, procurement qualification, deployment authorization, or public authority approval unless separately and lawfully recorded by competent authority.

### **18.3.3 Learning Object Record.**

18.3.3.1 A Learning Object Record shall preserve the identity, purpose, scope, competency alignment, learning level, delivery mode, evidence requirements, assessment status, accessibility status, language status, public-safe status, data and AI-use conditions, steward, version, correction history, and archive rule for a learning object.

18.3.3.2 Learning Object Records shall support Nexus Academy, Risk Academy, Marketplace discovery, Reports, ILA, WILPs, Foundry, Campaigns, Competence Cells, National Portfolios, and Nexus Universe preparation.

18.3.3.3 A Learning Object Record shall not create certification, academic credit, professional license, employer validation, procurement qualification, public authority approval, or execution authority.

### **18.3.4 WILP Record.**

18.3.4.1 A WILP Record shall preserve the identity, host role, learner or participant status where lawfully recorded, learning objectives, workplan, supervision model, mentor identity or role, artifact expectations, safety controls, data and confidentiality controls, AI and tool-use controls, fair work controls, accessibility provisions, grievance pathway, correction history, and archive rule for a WILP.

18.3.4.2 WILP Records may support learner portfolios, ILA, micro-credential evidence, National Skills Maps, Reports, Marketplace listings, Nexus Universe outputs, and lawful handoff literacy.

18.3.4.3 A WILP Record shall not create employment, hiring commitment, wage entitlement, visa or immigration status, professional license, public authority approval, procurement qualification, deployment authorization, or execution authority.

### **18.3.5 Contributor Record.**

18.3.5.1 A Contributor Record shall preserve the identity or permitted display identity, contribution type, contribution scope, evidence basis, review status, iCRS relationship, public display permission, privacy restrictions, correction history, and archive rule for a learner, worker, public-good contributor, Foundry contributor, campaign contributor, data contributor, software contributor, research contributor, reviewer, mentor, translator, accessibility contributor, or correction contributor.

18.3.5.2 Contributor Records shall be governed by consent, privacy, sensitive profile controls, youth safeguards, worker data protections, no-ranking defaults, correction rights, withdrawal rights, and archive discipline.

18.3.5.3 A Contributor Record shall not create employment, compensation entitlement by default, professional license, credential by default, procurement qualification, employer endorsement, public authority approval, or execution authority.

### **18.3.6 Mentor Record.**

18.3.6.1 A Mentor Record shall preserve mentor identity or display identity, role, scope, competence basis, availability, supervision limits, conflict disclosures, safeguard obligations, youth protection status where applicable, mentorship history where appropriate, correction history, and archive rule.

18.3.6.2 Mentor Records may support WILPs, Academy pathways, Risk Academy pathways, Foundry contributions, Competence Cells, National Working Groups, Nexus Universe preparation, and Marketplace discovery.

18.3.6.3 A Mentor Record shall not create professional license, employment agency role, hiring authority, credential authority, public authority role, procurement qualification, endorsement, or execution authority.

### **18.3.7 Reviewer Record.**

18.3.7.1 A Reviewer Record shall preserve reviewer identity or display identity, review scope, competence basis, review level, conflict disclosures, confidentiality obligations, data access conditions, public-safe obligations, safeguard duties, review history where appropriate, correction history, and archive rule.

18.3.7.2 Reviewer Records may support competency review, credential review, WILP review, technical review, data review, AI-use review, public-safe review, safeguard review, National Pathway review, and handoff-context review.

18.3.7.3 A Reviewer Record shall not create certification authority, professional licensing authority, public authority approval, procurement authority, employer validation, provider validation, deployment authority, or execution authority.

### **18.3.8 Competence Cell Record.**

18.3.8.1 A Competence Cell Record shall preserve cell identity, scope, national or regional context, competency focus, workplan, membership or participation status where lawfully recorded, output classes, evidence expectations, National Portfolio links, Foundry links, Academy links, DICE / GRIx / DRI / Observatory links, Nexus Universe routing, safeguard requirements, correction history, and archive rule.

18.3.8.2 Competence Cell Records shall support national capability formation, public-good production, applied learning, workforce resilience, Nexus Universe preparation, and lawful handoff literacy.

18.3.8.3 A Competence Cell Record shall not create public authority status, employment status, professional license, procurement qualification, certification, endorsement, community consent, or execution authority.

### **18.3.9 National Capacity Record.**

18.3.9.1 A National Capacity Record shall preserve country-level or national-context competency needs, capability gaps, learning pathways, WILP host capacity, Competence Cell capacity, National Skills Map inputs, public authority learning needs, Academy and Risk Academy outputs, Foundry talent records, sector skill compacts, Nexus Universe outputs, and lawful handoff literacy needs.

18.3.9.2 National Capacity Records shall be governed by national ownership, public authority boundaries, data sovereignty, public-safe display, no-ranking defaults, sensitive profile controls, community safeguards, Indigenous protocols where applicable, correctionability, and archive discipline.

18.3.9.3 A National Capacity Record shall not create country ranking, public authority decision, public finance allocation, procurement priority, employer commitment, financeability, insurability, credential recognition, or execution authority.

### **18.3.10 Correction and Archive Record.**

18.3.10.1 A Correction and Archive Record shall preserve corrections, addenda, supersessions, suspensions, withdrawals, revocations where applicable, public repair, display restrictions, archive status, successor links, historical use notes, and non-continuation status for SCF objects.

18.8.5 Nexus Universe shall serve as the annual convergence surface for SCF, bringing together National Competency Arena records, Skills Summit records, public authority learning records, Competence Cell showcases, Academy and Risk Academy outputs, Foundry talent records, WILP host records, credential display records, career transition records, continuation records, and archive records, without creating endorsement, approval, hiring commitment, credential recognition, procurement status, financeability, insurability, consent, deployment authorization, or execution.

18.8.6 National Portfolios shall display country-level competency needs and capability formation without ranking countries, institutions, workers, learners, employers, communities, or credentials. National Portfolio competency display shall support national ownership, public authority learning, workforce resilience, WILP planning, Academy pathway formation, Competence Cell formation, Nexus Universe preparation, and lawful handoff literacy.

18.8.7 Public-safe display controls shall protect learner privacy, youth participants, sensitive profiles, worker data, community data, Indigenous protocol-sensitive information where applicable, and protected knowledge. SCF shall prohibit ranking by default, social scoring, employer scraping without permission, public authority overclaim, and display without correction or withdrawal rights.

18.8.8 The final rule of Part XVIII is that SCF may make competence visible, discoverable, recordable, publishable, and convergent only when visibility remains bounded by privacy, public-safe language, evidence scope, status truth, correctionability, no-conversion discipline, national ownership, worker protection, learner protection, and the continuing rule that lawful actors execute separately.
