# Nexus Agile Framework (NAF)

### Overview

Nexus Agile Framework (NAF) is the operating framework for public-good systems delivery. It organizes governance, standards, lifecycle management, portfolios, people, software, data, AI, compute, intelligence, and lawful handoff across Nexus.

NAF helps teams move from signal to record, from record to evidence, and from evidence to controlled release. It keeps work traceable, reviewable, nationally grounded, and correctionable.

### What NAF does

* Defines the rules, roles, and boundaries for Nexus delivery.
* Connects research, production, reporting, intelligence, and readiness into one operating model.
* Prepares lawful handoff without implying approval, procurement, finance, or execution.

### Core themes

* **Governed delivery** - Every output moves through records, review, status, and correction.
* **Public-good discipline** - NAF separates learning, evidence, readiness, and handoff from execution.
* **National-to-global coordination** - NAF supports national ownership with regional and global interoperability.

### Explore NAF

* [I. FOUNDATIONS](/organization/operations/frameworks/nexus-agile-framework-naf/i.-foundations.md) - Defines the identity, doctrine, and constitutional rules of NAF. It sets non-execution, validity by record, correctionability, and public-good boundaries.
* [II. SYSTEMS](/organization/operations/frameworks/nexus-agile-framework-naf/ii.-systems.md) - Maps the Nexus system, institutions, layers, and interfaces. It clarifies how the public-good stack and enterprise stack stay separate.
* [III. STANDARDS](/organization/operations/frameworks/nexus-agile-framework-naf/iii.-standards.md) - Explains how NAF stays standards-aware without claiming standards authority. It covers interoperability, controlled mappings, and conformance questions.
* [IV. LIFECYCLE](/organization/operations/frameworks/nexus-agile-framework-naf/iv.-lifecycle.md) - Shows how work moves from signal to archive through intake, triage, routing, release, correction, and retention.
* [V. PORTFOLIOS](/organization/operations/frameworks/nexus-agile-framework-naf/v.-portfolios.md) - Organizes work across global, regional, national, thematic, sector, and technology portfolios. It links priorities to national ownership and readiness.
* [VI. PEOPLE](/organization/operations/frameworks/nexus-agile-framework-naf/vi.-people.md) - Defines contributors, teams, cells, guilds, and participation roles. It sets labor boundaries and collaboration rules.
* [VII. FOUNDRY](/organization/operations/frameworks/nexus-agile-framework-naf/vii.-foundry.md) - Covers quests, bounties, builds, maintainers, and quality gates. It is the production engine for reusable public-good outputs.
* [VIII. R\&D](/organization/operations/frameworks/nexus-agile-framework-naf/viii.-r-and-d.md) - Connects research, testbeds, and frontier methods to delivery. It turns discovery into builds, reports, and handoff context.
* [IX. SOFTWARE](/organization/operations/frameworks/nexus-agile-framework-naf/ix.-software.md) - Governs public-good software, repositories, APIs, release discipline, and support classes. It keeps software reusable without implying deployment or warranty.
* [X. DATA](/organization/operations/frameworks/nexus-agile-framework-naf/x.-data.md) - Defines DICE, data commons, metadata, lineage, rights, and secure data workflows. It sets the rules for governed data operations.
* [XI. AI](/organization/operations/frameworks/nexus-agile-framework-naf/xi.-ai.md) - Governs AI systems, model cards, agentic workflows, human oversight, and AI safety controls. It keeps AI useful, bounded, and reviewable.
* [XII. COMPUTE](/organization/operations/frameworks/nexus-agile-framework-naf/xii.-compute.md) - Covers cloud, edge, HPC, sovereign compute, networking, and resilience. It explains infrastructure readiness without implying operational authority.
* [XIII. INTELLIGENCE](/organization/operations/frameworks/nexus-agile-framework-naf/xiii.-intelligence.md) - Structures risk meaning through GRIx, DRI, and the Nexus Observatory. It turns signals into governed intelligence without becoming warnings or ratings.
* [XIV. STUDIO](/organization/operations/frameworks/nexus-agile-framework-naf/xiv.-studio.md) - Provides controlled runtime for dashboards, simulations, digital twins, AI review, and secure workflows. It supports learning and demonstrations without becoming deployment.
* [XV. GRID](/organization/operations/frameworks/nexus-agile-framework-naf/xv.-grid.md) - Defines readiness, TRL 1–10, review routing, and assurance without certification. It records bounded maturity and support status.
* [XVI. REGISTRY](/organization/operations/frameworks/nexus-agile-framework-naf/xvi.-registry.md) - Governs Marketplace discovery and Registry status truth. It preserves lifecycle records, support status, correction, and archive.
* [XVII. REPORTS](/organization/operations/frameworks/nexus-agile-framework-naf/xvii.-reports.md) - Turns evidence into publications, public-safe reporting, and repository-ready knowledge products. It supports open science without creating authority by publication.
* [XVIII. ACADEMY](/organization/operations/frameworks/nexus-agile-framework-naf/xviii.-academy.md) - Builds capability through learning pathways, WILPs, micro-credentials, and workforce resilience. It links learning to contribution without implying professional licensing.
* [XIX. CAMPAIGNS](/organization/operations/frameworks/nexus-agile-framework-naf/xix.-campaigns.md) - Mobilizes signatures, pledges, volunteers, support, and public-safe storytelling. It activates participation without creating mandate or consent.
* [XX. UNIVERSE](/organization/operations/frameworks/nexus-agile-framework-naf/xx.-universe.md) - Concentrates the annual surge across arenas, rooms, builds, and national portfolios. It links year-round work to lawful handoff preparation.
* [XXI. AGENCY](/organization/operations/frameworks/nexus-agile-framework-naf/xxi.-agency.md) - Routes expertise through advisory support, risk translation, and bounded client interfaces. It supports decisions without becoming execution.
* [XXII. HANDOFF](/organization/operations/frameworks/nexus-agile-framework-naf/xxii.-handoff.md) - Defines lawful handoff, recipient responsibilities, procurement neutrality, and finance-readiness without finance. It transfers context, not authority.
* [XXIII. CONTROLS](/organization/operations/frameworks/nexus-agile-framework-naf/xxiii.-controls.md) - Establishes governance, safeguards, AI, security, privacy, incident response, correction, and archive discipline. It is the trust layer of NAF.
* [XXIV. DECLARATION](/organization/operations/frameworks/nexus-agile-framework-naf/xxiv.-declaration.md) - Sets the adoption model, templates, standard notices, and final no-conversion rule. It defines the final operating formula of NAF.

### Why it matters

NAF gives Nexus one operating language for complex public-good delivery. It keeps outputs traceable, interoperable, nationally grounded, and ready for lawful downstream use without collapsing into execution.
