# Nexus Standards

Nexus Standards: the open standards body of the programme, its Global Standards Council, technical committees and national councils, GCRI Canada as Secretariat and publisher of record, its licences an

**Where this fits.** Institution and pillar home: Nexus Standards, governed by the Global Standards Council, with GCRI Canada as Secretariat and publisher of record. Pillar: the Standards pillar (codify, correct and apply). Phases: change proposals from Correction (F06) and Docket review (F07); composed mission profiles to the Foundry at Readiness preparation (F08); conformance evidence from the Controlled build (F13); course modules at Renewal (F09). Level: the National Standards Council of each country. Kind: institutional reference.

## In brief

Nexus Standards develops, corrects and applies the programme's open standards, in the open, with adoption decided by each jurisdiction. The text, status and versions of every standard are published on [nexustandards.com](https://nexustandards.com/standards/), which governs; this documentation explains and links, and never restates a standard. Councils decide the reserved matters, working groups draft, and everything else is open to any person without membership or fee ([Governance of the Nexus Standards](https://nexustandards.com/governance/)). Every standard is at present a proposal, under legal review. A UNI identifies; it never certifies. A validator report is evidence for review, not a conformance claim, and no global body holds a veto over national adoption.

Source: [Governance of the Nexus Standards](https://nexustandards.com/governance/). The NSC is "the standards function of the [National Nexus Consortium](/organization/governance-in-operation/nnc.md)", separate from personal [National Leadership Council](/organization/governance-in-operation/nlc.md) seats and from the [National Working Groups](/organization/governance-in-operation/nwg.md); membership of one confers no seat in another (Reference, ruling R3). It is constituted only with written terms of reference adopted nationally, a named national host or anchor institution, a conflict-of-interest declaration, accession to the Participation Instrument, and a contact for sovereign and legal notices; no seat is sold or tied to a contribution.

## How a country uses a standard

| Mode                 | Meaning                                                                                                                  |
| -------------------- | ------------------------------------------------------------------------------------------------------------------------ |
| Adopt as is | The national council adopts the published text |
| Adopt with a profile | The national council adopts it with a national application profile ([NS-16](https://nexustandards.com/standards/ns-16/)) |
| Adapt | The national council adapts it to national law and practice |
| Reference only | The national council refers to it without adopting it |

"The GSC has no veto over a national decision"; national law and language prevail ([Adopt and implement](https://nexustandards.com/adopt-and-implement/)). The modes follow established practice in national adoption of international standards, in which a national body decides adoption under its own law.

## Licences and contribution

Text, registries, schemas and data are published under CC BY 4.0, code under Apache-2.0, and contributions are made under the Developer Certificate of Origin. Public material is distributed through the public repository [Adopt and implement the Nexus Standards](https://nexustandards.com/adopt-and-implement/) ([Adopt and implement](https://nexustandards.com/adopt-and-implement/); [Standards IP and participation policy](https://nexustandards.com/standards-ip-policy/)). The [Nexus systems](/organization/systems.md) are proprietary infrastructure, supported by an external provider at arm's length. No standard depends on them, and the provider holds no vote, chair or Secretariat role in the governance of the standards.

## The Standards pillar in the programme

What each institution contributes to the Standards pillar:

| Institution | Contribution                                                                                                                          |
| ----------- | ------------------------------------------------------------------------------------------------------------------------------------- |
| GCRI | GCRI Canada is publisher of record and secretariat; GCRI stewards the evidence, methods, data and open research behind the standards. |
| GRF | Convenes participation and keeps the public record of recognition and standing. |
| GRA | Makes the standards readable to finance and insurance. |

The pillar's role, records, handoffs and work through the year are in [Nexus Standards, the pillar](/organization/programme/standards.md). The catalogue of standards, generated from the canonical URL registry, is in the [Standards catalogue](/organization/standards/catalogue.md).

## Boundary

A validator report is evidence for review, not a conformance claim; adoption is final for each jurisdiction and no global body holds a veto. Attestation records an evaluation under a mandate; the words certified, accredited, approved or compliant are not used without a decision of a competent authority. External standards are named in text only, without logos, and their text is not reproduced.

## Status today

Every standard is a proposal under legal review. The standards site places the programme in its founding phase, from October 2026 to March 2027 ([Roadmap](https://nexustandards.com/roadmap/)). The counts of standards differ between pages of the standards site; the site's own index governs.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/institutions/nexus-standards.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
