# The Nexus Consortium

The Nexus Consortium and the Nexus Consortiums: an organizing architecture of national, regional and global cooperation led by GCRI, GRF and GRA, not one legal person; its levels, stewardship and anti

**Where this fits.** Institutions: GCRI, GRF and GRA as stewards; National Nexus programmes, regions and the global programme as levels. Pillars: every pillar is led by the Nexus Consortium. Phases: the whole programme year. Kind: institutional reference.

## In brief

The Nexus Consortiums turn institutions, leaders, experts and national priorities into one accountable programme. They are "an organizing architecture, not one legal person or one membership club" ([How Nexus Consortium works](https://therisk.global/consortium/)). Three pillar not-for-profit institutions lead them, each with its own public-good mandate, legal identity and website, and none is the parent, agent or regulator of another: GCRI, with GCRI Canada as Lead Institution, Consortium Secretariat and lead contracting organization; The Global Risks Forum (GRF); and The Global Risks Alliance (GRA). In this documentation "the Nexus Consortium" names the programme as a whole and "Nexus Consortiums" names the national, regional and global consortiums within it. **Nexortium** is the technology protocol of the Nexus Consortium that powers its public sites, and nothing more: it is not the consortium, an institution or a company. The Nexus Consortium is not a government body. Sovereign, regulatory, fiduciary and operational decisions remain with the competent authorities.

## Stewardship

The programme is described in four lines, in the PPP V5 public wording recorded by the owner on 2026-10-11: it is backed by technology providers at arm's length, who are described by role only; stewarded by three independent not-for-profit institutions, GCRI Canada, GRF and GRA; led and contracted by GCRI Canada as Lead Institution, Consortium Secretariat and lead contracting organization; and owned nationally, with named national hosts and anchor institutions running national programmes and national counterparts owning the agenda, data and decisions. Counsel review of that wording is pending, and title, corporate relationships and grants remain subject to verification and to the applicable instruments, all of which are drafts.

## Technology providers

The Nexus Consortium model states that technology, infrastructure and service providers, including those of the [Nexus systems](/organization/systems.md), work with the Nexus Consortium at arm's length under written agreements, like every other external party in the public-private-planet model. They hold no role in its stewardship and no control over programme, scientific or editorial decisions, national priorities or data. GCRI Canada remains the lead contracting organization and is responsible for personal data in the service ([How Nexus Consortium works](https://therisk.global/consortium/)). This documentation describes each provider only as an external provider at arm's length.

## What passes between the three institutions

Each handoff between the institutions is a document a reader can inspect, and no institution relabels another's output: a GCRI model run stays a model run in a GRF record, and a GRA financial reading stays a reading in a GRF options paper ([Nexus Consortium relationship](https://globalriskforum.com/global-cooperation/consortium/)). The separation follows a principle familiar from science advice and financial regulation: those who produce evidence, those who deliberate on it and those who allocate money should be distinguishable, so that each can be questioned on its own terms.

## Three levels, separate authority

The [National Standards Council](/organization/governance-in-operation/national-standards-council.md) (NSC) is "the standards function of the National Nexus Consortium". It is separate from personal National Leadership Council seats and from the National Working Groups, membership of one confers no seat in another, and it decides whether and how the [Nexus Standards](/organization/institutions/nexus-standards.md) are adopted or adapted in its jurisdiction (Reference, ruling R3; [Governance of the Nexus Standards](https://nexustandards.com/governance/)).

## Five functions in one loop

The GCRI site describes the consortium's work as five functions that work as one loop ([How Nexus Consortium works](https://therisk.global/consortium/)):

| Function | What it does | What remains after each year |
| --------------------------- | -------------------------------------------------------------------------------------------------------------------------------------------- | ---------------------------------------------------------------------------- |
| Institutional cooperation | The Nexus Consortiums organise institutions, leaders, experts, national priorities and cooperation into an accountable agenda | Relationships, mandates, capability maps, programme ownership and continuity |
| Operating platform | The [Nexus systems](/organization/systems.md) sustain projects, data, models, maps, analysis and evidence throughout the year | Reusable working environments and governed records in twenty systems |
| Annual resilience programme | [Nexus Universe](/organization/programme/universe.md) concentrates the year through preparation, integration, controlled action and learning | Tested findings, improvement requirements and renewed priorities |
| Shared computing | The annual [NXS-NET](/organization/systems/nxs-net.md) Network brings qualified computing, networks and technical teams together each year | Federated capability, trained teams, methods and retained evidence |
| Reports and evidence | [Nexus Reports](/organization/programme/reports.md) publishes quarterly, annual and specialist analysis from versioned evidence | Citable, inspectable and correctable knowledge |

The six pillars through which this work moves (Labs, Foundry, Universe, Standards, Reports and Academy), and the eighteen handoffs between them, are set out in the [Programme](/organization/programme.md) part. Each pillar is led by the Nexus Consortium.

## Public, private and planet, without capture

The Nexus Consortiums rest on a public-private-planet partnership: public institutions acting under their own mandates; operators and enterprises that run or finance essential systems; and the people and ecosystems that have no seat by default. "Planet" means ecological stewardship and applicable rights, not a fictitious universal legal person. "No one can buy a conclusion" ([Public–Private–Planet](https://therisk.global/consortium/public-private-planet/)). The safeguards no contribution can override:

* No support buys appointments, findings, consent or procurement advantage.
* Institutional membership does not create a council seat, and no contribution decides a technical conclusion or public authority.
* Precompetitive work never shares competitors' confidential information.
* Protected community knowledge never enters public examples or model training, and no fee is charged to raise a harm.
* Dissent and adverse findings are preserved in the record.

These rules follow the OECD's recommendation that the governance of critical risks rest on whole-of-society participation with transparent responsibilities ([OECD, 2014](https://legalinstruments.oecd.org/en/instruments/OECD-LEGAL-0405)).

## Nexortium, the technology protocol

Nexortium is the technology protocol of the Nexus Consortium that powers all its public sites (owner ruling, 2026-10-21). It names the shared technical layer, nothing else. This documentation never uses it for the consortium, an institution, a programme, a pillar or a company, and never as an operator of [Risk Academy](/organization/programme/academy.md). The build work of the programme is the [Foundry pillar](/organization/programme/foundry.md); the technology is the [Nexus systems](/organization/systems.md), the twenty systems known by their NXS codes.

## Status today

Every region is in formation, the current service level is **R0: information and enquiries**, and no national programme is recorded as constituted or active. A programme moves through seven recorded states: Exploration, In formation, Constituted, Active, Paused, Closed and Historical. A country page is a research profile, not a constituted consortium ([Programme status](https://therisk.global/consortium/programme-status/); [Countries and research profiles](https://therisk.global/consortium/countries/)).

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/institutions/nexus-consortium.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
