# Status and service levels

How the state of every part of the Nexus programme is recorded: the seven programme states, the service levels R0 to R5, the nine evidence labels, the separations that keep one state from passing for

**Where this fits.** Governance in operation › all levels · all six pillars · GCRI (Secretariat publishes states), GRF (programme state register), GRA (claims register) · every phase · canonical page.

## In brief

"Every programme carries one explicit state, taken from a record, never from ambition" ([Programme status](https://therisk.global/consortium/programme-status/)). The Nexus Consortium model, as published on [How Nexus Consortium works](https://therisk.global/consortium/), defines:

* seven programme states;
* six service levels;
* nine evidence labels;
* a list of separations, things that are never the next state.

Today all six regions are in formation, no programme is recorded as active, and the service level is **R0: Information and enquiries**.

**Boundary.** A state is never upgraded for publicity. "States move only when the record behind them changes." The accountable structure records a change with its evidence, and the Secretariat publishes it.

## Seven programme states

| State             | Meaning                                                                                                                           |
| ----------------- | --------------------------------------------------------------------------------------------------------------------------------- |
| Exploration | Questions, interest and research coverage, with no formation work under way. |
| In formation | A formation dossier is being prepared: ownership model, host options, first questions, safeguards, resources and exit conditions. |
| Constituted | Accountable structures and instruments are in place on record. |
| Active programme | Scoped work is under way under the constituted structures. |
| Paused | Work is suspended, with the reason recorded. |
| Closed | The programme has ended, with its closeout recorded. |
| Historical record | Kept for reference; no current activity. |

A programme can move backwards. A constituted or active programme can be paused or closed, with the reason recorded, and a closed programme stays visible as a historical record. The same states are used for National Standards Councils; see [National Standards Council](/organization/governance-in-operation/national-standards-council.md).

**On record today.** All six programme regions are in formation. The East Asia, Eurasia and Canada Nexus Consortiums are in formation, with public programme pages published by GRA. The fifteen planned hubs are planned coordination roles, and none is operating. No national programme is recorded as constituted or active.

## Service levels

| Level | Name           | What it means                                                                               |
| ----- | -------------- | ------------------------------------------------------------------------------------------- |
| R0 | Information | Visitors can understand the architecture and current programme state. |
| R1 | Enquiry | Visitors can submit a relevant question and receive a durable receipt from a staffed queue. |
| R2 | Application | Formal candidates can apply for a defined pathway with current terms and an appeal route. |
| R3 | Commitment | An accepted participant enters a specific agreement with the correct parties and scope. |
| R4 | Operation | Authorised users undertake the scoped service, workload or exercise. |
| R5 | Public release | Evidence or public status is released and maintained with independent release authority. |

**Current service level: R0, Information and enquiries.** "Enquiries go to the regional and country desks through the enquiry form, which gives each one a reference, or by email. Online applications, contribution payments, computing allocations and event registration open only when their service team, terms and review capacity are in place."

## Things that are not the next state

| This                        | is not                                      |
| --------------------------- | ------------------------------------------- |
| A submitted application     | membership                                  |
| A claimed identity          | representative authority                    |
| A payment | an appointment or access to restricted data |
| An infrastructure offer | an allocation |
| A report candidate          | a released publication                      |
| A research coverage profile | a constituted consortium or local office |
| A planned hub               | an operational site                         |
| Readiness evidence | a financing or underwriting decision |

## Nine evidence labels

Every finding carries one of nine evidence labels: **observed, published statistics, institution-reported, estimated, modelled, forecast, scenario, expert judgement or unknown** ([Programme status](https://therisk.global/consortium/programme-status/)). The label "published statistics" names a source type, data reported by an authority. It is not an endorsement of a finding by that authority. Missing data is shown as missing, never as zero. Simulated results are never reported as observed impact.

## Ten readiness dimensions

Before any service moves from one level to the next, the model checks ten dimensions:

1. Mandate and correct parties
2. Useful offer and acceptance
3. People and operating capacity
4. Participant standing and competence
5. Data and IP permissions
6. Funding and resource limits
7. Security and safety
8. Accessibility and usability
9. Evidence and quality
10. Support, correction and exit

## Ten programme offerings

The programme offers ten kinds of work. Each states the question it answers, what it delivers, how to enter it and its boundary. They are the applied catalogue for governments, UN entities, development banks, central banks and supervisors, operators and researchers. They are designed, and none is operating at the current service level.

| Id  | Offering                                                | Question                                                                                                                                   | Deliverables                                                                                                                                                                               | Entry                                                                                                                                                                                                                                    | Boundary                                                                                                                                        |

| O01 | National Risk, Innovation and Portfolio Baseline | What systems matter most, where are material dependencies and evidence gaps, and which capabilities or interventions deserve further work? | Baseline country profile; National systems model; Risk and capability portfolios; Innovation posture; Evidence-gap register; Priority mission candidates; Initial publication plan | A national technical-assistance or research-scoping enquiry. | National adoption is a separate decision of the competent authority. A country profile never implies a government commission where none exists. |
| O02 | Sector and Critical-Infrastructure Resilience | How could a shock propagate through essential services, and which changes warrant testing? | Sector dependency atlas; Risk scenarios; Service-continuity options; Engineering evidence; Residual uncertainties; Reviewed handoff dossier | An operator or institutional mission proposal with an authorised information scope. | Participation gives Nexus no control of operational technology. Exercises carry no live actuation, incident command or warning authority. |
| O03 | Sovereign Data, Compute and AI Capability | What technical environment can support national work without unnecessary dependency or loss of control? | Estate assessment; Data and compute architecture; Approved workload plan; Implementation options; Workforce plan; Portability package; Measured pilot evidence where a pilot is authorised | A technical-assistance request or a contributed-infrastructure proposal. | A blueprint is not an installed environment, and requested capacity is not allocated capacity. |
| O04 | Responsible Innovation and Interoperability Testbeds | Does a candidate technology solve the intended problem under representative operating conditions? | Test protocol; Versioned candidate; Measured evaluation; Failure cases; Interoperability findings; Transition recommendation | A research, technology or implementation-team proposal, or a response to an open testbed call. | Sponsorship never influences a result. Testbed participation is not a regulatory sandbox, a certification or a procurement status. |
| O05 | Multi-Hazard and Anticipatory-Action Preparedness | Can evidence, warnings, institutions and preparedness actions work together under pressure? | Preparedness gap analysis; Scenario package; Warning and trigger verification; Exercise observations; Improvement plan; Competent-authority handoffs | An enquiry from a relevant authority, operator, humanitarian organisation or technical programme. | Public-safety exercises carry clear simulation marking and stop-work controls. Nexus is not an emergency-dispatch service. |
| O06 | Cross-Border and Shared-System Missions | Which interdependencies cross borders, mandates or organisations, and how can compatible evidence improve decisions? | Shared-system profile; Compatible data and method interface; Cross-border scenario; Joint evidence brief; Separate recipient decisions | A regional programme proposal or a multi-party technical enquiry. | Federation creates no treaty, customs arrangement, sovereignty transfer or right to move data. |
| O07 | Finance, Insurance and Development Readiness | What evidence does a competent financial institution need to evaluate resilience needs and possible interventions? | Exposure and protection-gap notes; Scenario evidence; Readiness dossier; Diligence-question register; Receiving-institution map | A research or readiness programme governed through GRA and the Financial Institutions and Regulators pathway. | No promise of funding, underwriting, a bankability rating, capital or a transaction. Readiness evidence is not a financing decision. |
| O08 | Leadership, Academy and Workforce Formation | What human capability must improve for the programme to last? | Capability baseline; Learning plan; Contribution record; Supervised work products; Reviewed next-stage recommendation | Selection to the [National Leadership Council](/organization/governance-in-operation/nlc.md), a [National Working Group](/organization/governance-in-operation/nwg.md) or Academy contribution, or an institutional workforce programme. | A learning record is not a professional licence or a promise of employment. |
| O09 | Annual Universe Missions and Contributed Infrastructure | Which of the year's missions need temporary technical intensity and a controlled proving environment? | Mission contract; Resource allocation; Core Build evidence; Exercise evidence; Technical closeout; Improvement backlog | A mission call, host proposal, resource contribution or evaluation role. | Neither membership nor sponsorship guarantees a compute allocation. |
| O10 | Research, Publications and Evidence Services | What can responsibly be concluded and shared from the accumulated work? | Quarterly country reports; Annual flagships; Regional, sector and technology series; Methods papers; Data, model and software cards; Corrections | A research contribution, a review invitation or a commissioned scope through a competent publisher. | No paid favourable editorial position and no guaranteed publication outcome. |

## Entry routes by participant

The model gives each kind of participant one action, one first outcome and one boundary. The pages under **Use by** explain each route for its audience.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/governance-in-operation/status-and-service-levels.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
