# National Nexus Consortium (NNC)

The National Nexus Consortium (NNC), the institutional pillar of a National Nexus programme: institutions take part through constituency councils, and membership never decides a technical conclusion o

**Where this fits.** Governance in operation › national level › participation · Universe (missions), Standards (national adoption, with the National Standards Council) · institutions, supported by GCRI and GRF · quarterly NNC and NLC alignment · canonical page.

{% hint style="info" %}
**Status.** No national consortium is constituted. No national programme is recorded as constituted or active, and the current service level is R0, information and enquiries ([Institutional participation](https://therisk.global/consortium/national/nnc/)).
{% endhint %}

## In brief

"The [National Nexus](/organization/governance-in-operation/national-nexus.md) Consortium (NNC) is the institutional pillar of a National Nexus programme. Its members are institutions. They bring authorized representatives, a contribution plan and capability through constituency councils." GCRI supports the programmes as Consortium Secretariat. "Membership never decides a technical conclusion or a public authority" ([Institutional participation](https://therisk.global/consortium/national/nnc/)).

**Boundary.** Institutional membership does not create a council seat. No contribution decides a technical conclusion, a public authority or a procurement treatment. Cooperation with public bodies never depends on buying a membership tier.

## The six Helix constituency councils

Institutions bring "authorised representatives, a contribution plan and capability to the national programme through one of five Helix pathways or the Financial Institutions and Regulators pathway" (Nexus Consortium model, as published on [How Nexus Consortium works](https://therisk.global/consortium/)). Each institution takes part through the council that fits it:

| Code | Helix council | Who takes part |
| ---- | ------------------------------------- | ---------------------------------------------------------------- |
| SPC | State and Public Authorities | Ministries, agencies, subnational and municipal government |
| IOC | Industry and Operators | Enterprises, utilities, infrastructure and service operators |
| ARC | Academia and Research | Universities, institutes, laboratories and research networks |
| CMC | Civil Society and Media | Civil society, labour, professional bodies and independent media |
| CIC | Community and Indigenous | Communities, Indigenous and place-based institutions |
| FIR | Financial Institutions and Regulators | A cross-cutting pathway for finance, insurance and supervision |

The GRF site describes the same councils for its readers in its own words ([Leadership and councils](https://globalriskforum.com/leadership/)). There, financial institutions and regulators form "a cross-cutting NNC pathway, led with GRA".

A company and a ministry never sit in the same council. The FIR pathway cuts across the other five, so that finance, insurance and supervision questions reach every constituency without making financial institutions a governing bloc. GRA's own industry councils are separate from these national councils ([Industry councils](https://globalriskalliance.com/membership/industry-councils/)).

## From enquiry to terms

"The institution is the member." Entry has five steps:

1. Institutional enquiry
2. Due diligence and authority check
3. Contribution plan
4. Terms for the applicable programme
5. Separate Council nomination where relevant

**Boundary, as the model states it:** "Institutional membership does not create a Council seat, and no contribution decides a technical conclusion, public authority or procurement treatment."

## Rules

* Cooperation with public bodies never depends on buying a membership tier.
* Precompetitive work never shares competitors' confidential information.
* A claimed identity is not representative authority until it is checked.
* No member institution can influence a report: findings are accepted on method by conflict-managed reviewers.
* No fee amounts are published until a schedule is bound with its issuer, currency, effective date and scope. Public bodies never need to buy a tier to cooperate.

These rules apply the anti-capture principle of the proposed [Nexus Standards](/organization/institutions/nexus-standards.md) working model. No stakeholder group may hold more than one third of any decision, and no organisation with its affiliates more than one quarter. "Funding never buys a seat or a vote."

## What the NNC does in the programme year

| -------------------- | --------------------------------------------------------------------------------------------------------------------------------------- |
| Formation | Named counterparts and institutions take part in the formation dossier: ownership model, first risk questions, safeguards and resources |
| Planning (Q1, G0) | Its constituency councils bring material questions through the National Desk into the annual agenda |
| Each quarter | Quarterly alignment with the NLC on priorities and on the country edition of [Nexus Reports](/organization/programme/reports.md) |
| Action Week (Q3, G4) | Member institutions take exercise roles within their mandates; operators remain responsible for their own systems |
| Renewal (Q4, G7) | Its councils review the year's findings and the next priorities |

See [A national mission](/organization/governance-in-operation/a-national-mission.md) for one mission across the year.

## The NNC and its standards function

The **National Standards Council (NSC)** is "the standards function of the National Nexus Consortium". It decides whether and how the Nexus Standards are adopted or adapted in the jurisdiction. "It is separate from personal [National Leadership Council](/organization/governance-in-operation/nlc.md) seats and from [National Working Groups](/organization/governance-in-operation/nwg.md); membership of one does not confer a seat in another." See [National Standards Council](/organization/governance-in-operation/national-standards-council.md).

## Earlier texts

Earlier pages of this documentation describe the NNC as the whole national coordination layer, including enterprise vehicles and a national investor council. Those structures are read under [Lawful handoffs](/organization/finance-readiness/lawful-handoffs.md) and [Councils](/organization/governance-in-operation/councils.md). The earlier consortium texts use "Helix Council" in an earlier sense, with their own council structure. That usage is mapped in [Councils](/organization/governance-in-operation/councils.md). The six Helix councils above are the current ones.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/governance-in-operation/nnc.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
