# National Leadership Council (NLC)

The National Leadership Council (NLC), the leadership pillar of a National Nexus programme: individuals selected in personal capacity, a structured first year and the Year-One Gateway. Selection comes

**Where this fits.** Governance in operation › national level › participation · Universe (missions), Standards (national priorities as proposals) · leaders in personal capacity; GRF leads leadership dialogue, GCRI supports host programmes · quarterly evidence; Year-One Gateway · canonical page.

{% hint style="info" %}
**Status.** No council is constituted. No national programme is recorded as constituted or active, and the current service level is R0, information and enquiries ([Leadership pathway](https://therisk.global/consortium/national/nlc/)).
{% endhint %}

## In brief

"The National Leadership Council (NLC) is the leadership pillar of a [National Nexus](/organization/governance-in-operation/national-nexus.md) programme. Its members are individuals, selected in personal capacity, who contribute through a structured first year." GCRI supports the host programmes. [The Global Risks Forum](/organization/institutions/grf.md) (GRF) leads leadership dialogue. "Selection comes before payment. A seat never buys office" ([Leadership pathway](https://therisk.global/consortium/national/nlc/)).

**Boundary.** Council standing does not buy office, employment, a board seat or restricted data. A year of service produces a reviewed next state, not an appointment. An NLC member does not represent a government unless that government says so in its own instrument. The NLC is not a standards authority. It does not adopt a standard, approve technical content, certify or vote in a national adoption.

## From nomination to the Year-One Gateway

"The selected individual is the member, in personal capacity." Leaders "are selected first and contribute through a structured first year: a Leadership Baseline, an Annual Leadership Contribution Plan, quarterly work, mentoring and mission contribution, and a Year-One Gateway" (Nexus Consortium model, as published on [How Nexus Consortium works](https://therisk.global/consortium/)). The pathway has seven steps:

1. Application or nomination
2. Leadership and capability diagnostic
3. Fit-and-proper and conflict review
4. Invitation and terms
5. Baseline and contribution plan
6. Quarterly evidence
7. Year-One Gateway: "a reviewed next state, not an automatic governance appointment"

**Boundary, as the model states it:** "Selection precedes payment. Council standing does not buy office, employment, a Board seat or restricted data, and an employer does not own a personal seat."

## The individual is the member

* **Personal capacity.** A seat belongs to the person, not to an employer, and an employer does not own a personal seat. An employer may nominate, but the seat does not transfer to the employer or a successor.
* **Defined term.** Each seat has a term set in the invitation. Renewal follows review, not automatic extension.
* **Declared interests.** Members declare interests and step back from matters where they are conflicted.

Decision references are to the proposed Nexus Standards working model; see [Decision rights](/organization/governance-in-operation/decision-rights.md). The NLC is consulted on national adoption (DR-20, DR-21) and on host institutions (DR-24). It never decides them.

The National Leadership Council is "the national leadership council of the programme, called the Leadership Council on some pages" ([Leadership pathway](https://therisk.global/consortium/national/nlc/)). GRF describes the same body on [National leadership](https://globalriskforum.com/leadership/national-councils/).

## Why selection comes before payment

Leadership councils that appoint for standing, meet rarely and leave no record give influence without accountability. GRF's council architecture sets the opposite defaults: a published scope, selection before any contribution, declared interests and published work ([Council architecture](https://globalriskforum.com/leadership/council-model/)). This follows the Council of Europe *Code of Good Practice for Civil Participation in the Decision-Making Process*, which GRF cites, and the OECD principle that critical risk governance be inclusive and transparent (OECD, 2014). No fee amounts are published until a schedule is bound with its issuer, currency, effective date and scope, and "no payment secures selection".

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/governance-in-operation/nlc.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
