# National Standards Council

The National Standards Council, the standards function of the National Nexus Consortium in the Nexus Standards governance: it decides whether and how the Nexus Standards are adopted or adapted in its

**Where this fits.** Governance in operation › national level · Standards pillar (national adoption records, handoff F08 to the Foundry) · the standards function of the National Nexus Consortium; GCRI Canada as Standards Secretariat · Readiness preparation (mission profiles), Correction and Docket review · canonical page.

{% hint style="info" %}
**Status.** The [Nexus Standards](/organization/institutions/nexus-standards.md) governance is **proposed**. The working model awaits ratification by the Global Standards Council at its inaugural session, under proposal NXS-STD-PC-000008. No National Standards Council is constituted. "Listing a country never means a National Standards Council exists there." The published governance on [nexustandards.com](https://nexustandards.com/governance/) governs; this page explains it.

## In brief

The **National Standards Council (NSC)** is "the standards function of the National Nexus Consortium". There is "one per country or territory that forms one". It "decides whether and how the Nexus Standards are adopted or adapted in that jurisdiction; owns the national profile, deviation register and national-language editions; nominates to the regional seats" (Nexus Consortium model, as published on [How Nexus Consortium works](https://therisk.global/consortium/)). Under the proposed Nexus Standards working model, it also charters National Working Groups and designates host institutions for the standards, and it records national objections in a global last call ([Governance](https://nexustandards.com/governance/)).

**Boundary.** A national decision is final for that jurisdiction. "The GSC has no veto over a national adoption, adaptation or decline." No national body decides a global adoption. No Nexus instrument "waives immunities, delegates sovereign powers or subjects a state to a foreign forum".

## Its place in National Nexus

The NSC sits in the [National Nexus Consortium](/organization/governance-in-operation/nnc.md), the institutional pillar of [National Nexus](/organization/governance-in-operation/national-nexus.md). "It is separate from personal National Leadership Council seats and from National Working Groups; membership of one does not confer a seat in another." The [NLC](/organization/governance-in-operation/nlc.md) proposes national priorities and working groups. The [NWG](/organization/governance-in-operation/nwg.md) draft national profiles and comments. The NSC decides. In the programme year, national adoption records travel with the mission profiles from the Standards pillar to the Foundry (handoff F08, readiness preparation). See [The programme year](/organization/programme/the-programme-year.md).

## Composition and constitution

**Composition.** "Set by the national host and anchor institutions under national law; minimum a chair, a public-authority liaison where one exists, and members from at least three stakeholder groups (government, academia, industry, civil society, communities); no seat is sold or tied to a contribution."

**Constituted** only when all of these are on record:

* written terms of reference adopted nationally;
* a named national host or anchor institution;
* a conflict-of-interest declaration;
* accession to the Participation Instrument, which is non-binding by default;
* a contact for sovereign and legal notices.

**States:** Exploration, Forming, Constituted, Active programme, Paused, Closed and Historical.

**Activation is by record.** "Until activated, the jurisdiction is global-only: anyone there takes part in the global process, and no national body, office, listing or claim exists" ([Governance](https://nexustandards.com/governance/)). The Secretariat records the activation of a jurisdiction (DR-18), and the Global Standards Council recognises a constituted National Standards Council (DR-19).

| Adapt | A national derivative standard under the nation's own identifier, mapped clause by clause; the derivative is the nation's and the Nexus Standard is credited | "National standard derived from NS-n vX" |
| Reference only | Used as a reference without adoption | "Referenced" |

| Declined | Not adopted; the reason is optional and may be withheld | None |

## Seven guarantees

1. A national decision is final for that jurisdiction. The Global Standards Council has no veto over a national adoption, adaptation or decline.
2. The Global Standards Council controls only the label. A derivative that departs from a normative requirement is described as derived from, not conforming to, the Nexus Standard.
3. National law, language and public-authority decisions prevail.
4. National data, records and decisions stay under national control. A national profile and its registry instance may be hosted on national infrastructure. "The commons remains usable without any Nexus-operated service."
5. National-language editions are authoritative in their jurisdiction for adoption purposes. The English edition is the reference for cross-border comparison.
6. Deviations are recorded, not hidden. Each names the global clause, the reason, the legal basis where public, and a review date.
7. Compatibility is not conformance. A profile or derivative may be fully compatible and still make no conformance claim.

**Escalation** runs from dialogue between the national council and the technical committee, to mediation by a regional member of the Global Standards Council from outside the dispute's countries, to an appeal to the Ethics, Conflicts and Appeals Panel on process only. "No binding arbitration is imposed on a sovereign entity." Two councils may record mutual recognition of each other's profiles or derivatives by a signed crosswalk. Recognition is bilateral and revocable.

These guarantees reflect established practice in international standardization. National bodies keep the final decision on national adoption, and identical or modified adoption is declared openly. For the Nexus Standards, the practice is written into the governance itself.

## Required notice on national profile pages

Every national profile page carries the national notice of the Nexus Standards:

> A national profile, adaptation or adoption is the decision and responsibility of the National Standards Council that issued it, under the law of its jurisdiction. Nexus does not control, approve or warrant national decisions, and a derivative that departs from a normative requirement is derived from, not conforming to, the Nexus Standard.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://docs.therisk.global/organization/governance-in-operation/national-standards-council.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
