# FRAMEWORK

## Nexus Universe framework

The Nexus Universe framework defines the cooperation structure behind the annual operating cycle. It connects simulation governance, public-good infrastructure, sovereign compute, AI-RAN, public authority learning, and finance-readiness in one institutional frame.

This framework gives the section a clear systems view. It helps readers understand how governance intent, operating design, and implementation readiness fit together.
