The mission families below map the framework's domains to the six sectors and the eight scenarios of The Model, so each chapter can be read against the same model the sites publish. "A cycle gate is a programme decision. Where the text below reads as operation, read it as the designed cycle. * The canonical programme year runs through twelve phases in four quarters and gates G0 (annual programme authorised) to G7 (renewal reviewed), with eighteen handoffs between the six pillars. It connects simulation governance, public-good infrastructure, sovereign compute, AI-RAN, public authority learning, and finance-readiness in one institutional frame. This framework gives the section a clear systems view. It helps readers understand how governance intent, operating design, and implementation readiness fit together. ### What the framework covers * defines the structural frame for annual cooperation * connects governance, infrastructure, learning, and deployment readiness * supports lawful implementation, sovereign interoperability, and accountable coordination ### Core framework elements The Nexus Universe framework brings the main coordination layers into one view. * **Simulation governance** supports annual testing, benchmarking, correction, and renewal. * **Public-good infrastructure** keeps cooperation focused on resilient and accountable systems. * **Sovereign compute and AI-RAN** support interoperable digital infrastructure and national capacity. * **Public authority learning and finance-readiness** support evidence-based planning, diligence, and implementation readiness. ### How the framework works The framework links governance principles to operating structure.
