### Part 19 — Conduct, Ethics, COI, Communications Integrity, IP/Brand, and Enforcement&#x20;

#### 19.1 Purpose, Scope, and Non-Executing Integrity Baseline

19.1.1 **Conduct as safety + legitimacy control.** Conduct rules exist to prevent harm, protect contestability, preserve neutrality, and keep outputs admissible under scrutiny.\
19.1.2 **System linkages.** This Part implements integrity constraints tied to Membership Rights (Part 0), Governance Wiring (Part 2), Handling/Security (Part 18), and Due Process/Sanctions (Part 22).\
19.1.3 **Voluntary baseline; obligation triggers.** Obligations attach when a member joins, accesses platform lanes, accepts any role marker, participates in convenings, or receives controlled materials.\
19.1.4 **Safeguards are supreme and non-regressive.** Safeguard weakening requires record-valid change control with notice + contestation; quiet relaxation is prohibited.

#### 19.2 Member Code of Conduct

19.2.1 **Respect and non-discrimination baseline.** Dignity, inclusion, and professional respect are minimum standards across all helixes and venues.\
19.2.2 **Harassment and coercion prohibited.** Bullying, intimidation, threats, coercion, and abuse of power are prohibited; escalation triggers apply.\

19.2.6 **Disruption and sabotage prohibited.** Bad-faith participation, brigading, flooding, and deliberate process sabotage are prohibited.\
19.2.7 **Scientific/review integrity.** No fabrication, falsification, plagiarism, undisclosed ghostwriting, or manipulation of review processes.\
19.2.8 **Controlled-lane discipline.** No copy-out, unauthorized sharing, or bypassing of handling controls; violations are sanctionable.\
19.2.9 **Cross-helix professionalism.** Respect public-sector ethics constraints, industry competition limits, academic integrity norms, community safety needs, and media independence requirements.

#### 19.3 Ethics Baseline and Do-No-Harm Discipline

19.3.1 **Ethics in measurement.** Harm analysis is a required field for sensitive domains; include who could be harmed and how.\
19.3.2 **Dual-use and misuse risk duties.** Members must escalate dual-use concerns, comply with redaction/partitioning requirements, and avoid operationalization.\
19.3.3 **Vulnerable populations protection.** Extra minimization, consent discipline, and safeguarding for vulnerable groups and high-risk contexts.\
19.3.4 **Human-rights-aware evidence practice.** Rights-impact awareness is informational and safety-driven; no partisan posture; focus is on harm prevention and contestability.\
19.3.5 **Duty to correct.** Members must support errata, supersession, and misquote correction processes for materials they authored, reviewed, or publicly cited.

#### 19.4 Conflicts of Interest Framework

19.4.1 **COI definitions.** Actual, potential, and perceived COI are all in scope; perceived COI is treated as legitimacy risk.\
19.4.2 **Disclosure triggers.** Employment, board/advisory roles, contracts, grants, equity/financial interests, litigation exposure, procurement proximity, advocacy roles, and close affiliations.\
19.4.3 **Heightened rules for integrity roles.** Reviewers, maintainers, stewards, program committees, safety reviewers, and enforcement roles have stricter disclosure and recusal duties.\
19.4.4 **Recusal mechanics.** Mandatory recusals are recorded; substitutions are reason-coded; “silent participation” after recusal is prohibited.\
19.4.5 **Cooling-off + rotation.** Cooling-off periods apply for sponsor-adjacent roles and post-contract situations; rotation reduces capture and review rings.\
19.4.6 **Sponsor relationships and influence indicators.** Sponsor adjacency is disclosed; concentration indicators trigger oversight; sponsor pressure is prohibited.\
19.4.7 **Public-sector ethics overlays.** Gift rules, travel/honoraria limits, procurement touchpoints, and mandate safety constraints are respected and default to stricter interpretation.\
19.4.8 **COI consequences.** COI concealment and repeated recusal breaches trigger sanctions; all outcomes are reason-coded and appealable.

#### 19.5 Independence and Neutrality Controls

19.5.1 **Non-partisanship baseline.** No party campaigning, electioneering, or partisan coordination using platform channels or role markers.\
19.5.2 **No advocacy capture / no bloc control.** No member, sponsor, or coalition may dominate agenda, review queues, or outputs; influence caps and rotation apply.\
19.5.3 **Competition/antitrust hygiene.** Prohibited topics include pricing, market allocation, bidding, customer restrictions, and coordinated competitive conduct.\
19.5.4 **Procurement neutrality.** No steering, vendor endorsement, shortlist creation, exclusivity, or “deal room” behavior.\
19.5.5 **Financial services neutrality.** No product promotion, solicitation, underwriting/placement discussions, or market-making coordination; MNPI protections apply.\
19.5.6 **No shadow institutions.** Role markers cannot be presented as public authority, regulator delegation, or emergency command.

#### 19.6 Communications Integrity

19.6.1 **Accuracy + uncertainty disclosure.** Public statements must include limitations, uncertainty, and reliance bounds; speculation is discouraged and may be restricted in incidents.\
19.6.2 **Attribution discipline.** Attribution requires permissioned, scope-bounded, expiry-bound consent; default is role-marker attribution or no attribution.\
19.6.3 **Role markers vs identity.** External comms must not imply identity unless consented; role markers never imply delegated authority.\
19.6.4 **Crisis comms and non-amplification.** No panic dynamics, rumor propagation, or targeting cues; safe summaries are default.\
19.6.5 **Misquote response protocol.** Rapid correction clocks, clarification templates, and redistribution reconciliation hooks apply.\
19.6.6 **Media engagement guidelines.** No implied endorsement, no operational instruction, no procurement influence; controlled-lane content stays controlled.\
19.6.7 **Social media boundaries.** Platform-to-public boundaries are enforced; controlled materials must not be referenced beyond allowed safe summaries.\
19.6.8 **Disputes/investigations comms.** Restrictive posture applies during active disputes; safe statements only; no retaliation or public pressure campaigns.

#### 19.7 Misrepresentation, False Claims, and Brand Laundering

19.7.1 **False node/chapter claims prohibited.** “GCRI node/chapter/office/official” claims are prohibited absent activation and record-valid mandate.\
19.7.2 **False certification/approval claims prohibited.** No “certified, approved, compliant, audited, regulator-recognized” statements unless explicitly and lawfully true—and never implied by badges.\
19.7.3 **False delegation claims prohibited.** No claims of delegated government authority, emergency command role, or intelligence mandate.\
19.7.4 **Badge misuse prohibited.** Scope abuse, expired badge use, altered markings, or selective quoting that changes meaning triggers takedown + sanctions.\
19.7.5 **Impersonation prohibited.** Impersonation of members/roles/councils—including synthetic identity abuse and deepfake attribution—is prohibited.\
19.7.6 **Takedown + clarification workflow.** Public-safe clarification is default; takedown requests are logged; correction links are attached; escalation applies for refusal.\
19.7.7 **Repeat misrepresentation aggravates.** Repeat behavior escalates sanctions and may trigger cross-platform revocation and public-safe notices.

#### 19.8 Intellectual Property, Licensing, and Contribution Hygiene

19.8.1 **Inbound rights baseline.** Contributors warrant they have rights to contribute; minimum rights must be sufficient for review, archiving, and permitted publication.\
19.8.2 **Inbound license grant + attestations.** Default inbound grant for platform use; attestations confirm no unauthorized copying and no restricted leakage.\
19.8.3 **Outbound licensing posture.** Non-restricted artifacts default to open licensing policy (as defined by platform rules); restricted artifacts remain handling-bound.\
19.8.4 **Contamination prohibition.** Restricted-to-open contamination is prohibited; clean-room and separation rules apply for sensitive sources.\
19.8.5 **Third-party content rules.** Cite sources; obtain permissions; no unauthorized copying; handle copyrighted material with strict controls.\
19.8.6 **Trademarks/logos/naming rights.** Rules define allowed descriptive use vs prohibited endorsement or confusing similarity; reserved names are protected.\
19.8.7 **Patents and defensive publication.** Where applicable, rules prevent stealth appropriation; defensive publication options are supported without implying legal advice.\
19.8.8 **Data licensing and privacy constraints.** Dataset cards must document rights, provenance, restrictions, and privacy posture; PII is prohibited by default.\
19.8.9 **AI-generated content disclosure.** Where required, AI assistance is disclosed; provenance tagging supports review integrity; synthetic media must not impersonate.

#### 19.9 Brand, Marks, and Public Trust Surfaces

19.9.1 **Use of names and marks.** GCRI and Platform names/marks are used only under recorded permissions; scope-limited and expiry-bound by default.\
19.9.2 **Guild and “Future Innovation Labs” naming rules.** Naming conventions prevent false affiliation and ensure council anchoring; reserved labels are protected.\
19.9.3 **Event branding and co-branding.** Co-branding requires non-endorsement language, handling compatibility, and no implied procurement preference.\
19.9.4 **Sponsor/partner acknowledgements.** Disclosure minima apply; acknowledgements cannot imply influence; concentration caps and neutrality checks apply.\
19.9.5 **Prohibited associations.** Marks cannot be used with illegal, deceptive, extremist, hateful, or violent content; immediate revocation applies.\
19.9.6 **Revocation + takedown.** Brand permissions are revocable-by-record; takedown workflows include notice, time-box, and escalation.

#### 19.10 Member Safety and Safeguarding

19.10.1 **Protected participation.** Anti-retaliation is binding; protected reporting channels exist; safety accommodations are available where feasible.\
19.10.2 **Safety exceptions to anonymity.** Unmasking only for credible threats, lawful requirements, or due process; two-person rule applies.\
19.10.3 **Harassment response supports.** Routing, participation shielding, moderation actions, and safe re-entry options; victim support posture is documented.\
19.10.4 **Safety planning for public contributors.** Attribution opt-outs, role-marker defaults, and minimization guidance; public exposure is never required.\
19.10.5 **Youth/vulnerable safeguards.** If permitted at all, participation is constrained, supervised, and handling-elevated by default.

19.11.3 **Trigger events.** Handling breaches, harassment, COI violations, misrepresentation, sabotage, fraud/gaming, IP contamination, and repeated correction failures.\
19.11.4 **Evidence basis standards.** Minimum evidence thresholds, reason codes, and documented basis; anonymous reports may be actionable with corroboration.\
19.11.5 **Interim restrictions.** Time-boxed holds, access downgrades, role suspensions pending review; always record-valid and appealable.\
19.11.6 **Sanctions ladder linkage.** Consistency rules align with Part 22; similar cases should produce comparable outcomes; deviations must be explained by record.\
19.11.7 **Cross-platform enforcement.** Badge revocation, role-marker revocation, access restrictions, and distribution revocations propagate as allowed by record.

19.15.3 **Employer/professional codes.** Members remain bound by their employer policies and professional codes; platform does not override them.\
19.15.4 **Referrals to lawful authorities.** Limited, safety-only triggers; no operational coordination; referrals are recorded and minimized.\
19.15.5 **No legal advice.** Nothing in platform rules constitutes legal advice; members are responsible for lawful conduct.

#### 19.16 Survival, Exit, and Post-Exit Obligations

19.16.1 **Survival of obligations.** Handling, confidentiality, IP hygiene, and misrepresentation prohibitions survive exit.\
19.16.2 **No continued badge use.** Post-exit use of badges/marks/role markers is prohibited unless explicitly permitted by record; expired badges must not be displayed.\
19.16.3 **Return/destruction attestations.** Where applicable, controlled/restricted materials require return/destruction attestations; access revocation is recorded.\
19.16.4 **Continuing duty to correct.** Bounded duty to cooperate on corrections for released artifacts authored or materially influenced by the member.\
19.16.5 **Re-entry conditions.** Re-entry requires re-attestation, PoC refresh where relevant, and integrity review for prior sanctions or exits under dispute.
