16.1.1.2 Incorrect participation records may include erroneous inclusion, erroneous omission, outdated status, wrong institution, wrong role, wrong jurisdiction, wrong capacity, wrong room access, wrong contribution statement, wrong membership statement, wrong observer status, wrong guest status, wrong restriction status, wrong suspension status, wrong archive status, or wrong renewal status.
16.1.1.3 Correction shall distinguish clerical error from substantive misclassification, overclaim, conflict issue, claims misuse, or reliance risk.
16.1.1.4 No incorrect participation record shall be allowed to support a claim of membership, capital-reader participation, insurance-readiness participation, public finance relevance participation, donor relevance participation, Nexus Universe participation, AEP Passport contribution, Nexus Rail contribution, Project SPV-readiness contribution, Company interface contribution, authority, endorsement, finance, insurance, donor support, public finance, consent, or execution.
16.1.1.5 The governing rule shall be:
Participation exists for Nexus purposes only as correctly recorded, and incorrect participation records must be corrected before they travel.
16.1.2 Incorrect Role Classification
16.1.2.1 Incorrect role classification shall trigger correction where a participant’s role is wrongly stated, incomplete, outdated, ambiguous, overbroad, under-controlled, or inconsistent with the person’s actual capacity, institutional authority, public authority status, capital-reader status, insurer status, donor status, public finance status, sponsor status, provider status, Company status, Project SPV pathway status, community role, Indigenous or protected-knowledge role where applicable, or personal-capacity status.
16.1.2.2 Incorrect role classification may include treating an observer as a decision-maker, a capital reader as a capital reader with expressed interest, an insurer as an underwriter, a donor participant as a committed funder, a public finance reader as an allocating authority, a public authority learner as an official approver, a provider contributor as a validated provider, a sponsor as an agenda authority, a community participant as a consent authority, a Company-linked participant as Company authority, or an SPV pathway participant as SPV authority.
16.1.2.3 Correction shall include review of claims, access, confidentiality, no-reliance obligations, conflicts, room eligibility, public profile language, public-safe reporting references, and handoff materials affected by the incorrect classification.
16.1.2.4 Where incorrect classification created reliance risk, the correction shall be made public-safe, controlled, recipient-specific, or public as necessary to neutralize the overclaim.
16.1.2.5 The governing rule shall be:
A role misclassified is a boundary weakened; role correction restores the boundary before authority is implied.
16.1.3 Incorrect Capital-Reader Status
16.1.3.1 Incorrect capital-reader status shall trigger correction where a participant is wrongly identified as a capital reader, capital actor, bank, lender, institutional capital reader, infrastructure capital reader, family office, development finance actor, public finance reader, guarantee-readiness actor, risk-transfer actor, donor, philanthropy, or other capital-adjacent role.
16.1.3.2 Correction shall also be required where capital-reader status is used to imply investment interest, capital commitment, lending interest, financeability, bankability, guarantee support, transaction readiness, endorsement, approval, or funding availability.
16.1.3.3 The correction shall amend the Capital-Reader Register, affected room records, Nexus Universe records, public-safe reports, public profiles, website listings, media references, handoff records, AEP Passport finance-layer records, Nexus Rail inputs, Docket items, and National Model finance layers as required.
16.1.3.4 Where a capital-reader error created market signal, donor expectation, public finance expectation, sponsor advantage, provider advantage, project momentum, or public reliance, correction shall be urgent and externally visible to the extent necessary.
16.1.3.5 The governing rule shall be:
Capital-reader status must never be inaccurate, because capital-facing errors become market meaning quickly.
16.1.4 Incorrect Insurance-Readiness Status
16.1.4.1 Incorrect insurance-readiness status shall trigger correction where a matter, participant, room, output, National Model layer, AEP Passport finance-layer input, Nexus Rail record, Docket item, public-safe report, or handoff material incorrectly states insurance-readiness, reinsurance-readiness, risk-transfer relevance, guarantee-readiness, disaster-risk finance relevance, protection-gap status, exposure status, data and model dependency, or insurance dependency.
16.1.4.2 Correction shall be required where insurance-readiness is overstated as insurability, coverage availability, underwriting approval, reinsurance support, premium indication, guarantee support, risk-transfer approval, insurance advice, insurance placement, or insurance-backed status.
16.1.4.3 Insurance-readiness correction shall include confidentiality review, competition review, market-signal review, public-safe review, and claims review where insurer, reinsurer, guarantee, or risk-transfer references are involved.
16.1.4.4 Incorrect insurance-readiness status shall be corrected before external circulation, public-safe reporting, handoff, Nexus Universe presentation, AEP Passport pathway use, Nexus Rail routing, or SPV-readiness use.
16.1.4.5 The governing rule shall be:
Insurance-readiness records shall correct risk questions before they are mistaken for coverage answers.
16.1.5 Incorrect Public Finance Relevance Status
16.1.5.1 Incorrect public finance relevance status shall trigger correction where a matter is wrongly described as relevant, not relevant, under review, supported, approved, allocated, budgeted, guaranteed, granted, subsidized, procured, officially endorsed, or public authority-approved.
16.1.5.2 Correction shall be required where public finance relevance is overstated as public finance allocation, budget approval, public grant approval, subsidy approval, concessional finance approval, public guarantee, procurement status, government endorsement, official position, public authority approval, or funding expectation.
16.1.5.3 Correction shall review public authority capacity classification, public finance reader role, public-safe language, public authority-sensitive information, Nexus Universe references, Government Portfolio Showcase materials, National Model finance layers, AEP Passport finance-layer inputs, Nexus Rail notes, Docket items, and handoff materials.
16.1.5.4 Where incorrect public finance relevance status may affect public trust, budget expectations, donor expectations, market signals, media narratives, or public authority understanding, correction shall be urgent.
16.1.5.5 The governing rule shall be:
Public finance relevance must be corrected before relevance is misread as allocation.
16.1.6 Incorrect Donor or Philanthropic Relevance Status
16.1.6.1 Incorrect donor or philanthropic relevance status shall trigger correction where a matter, participant, room, output, public-safe report, National Model layer, AEP Passport finance-layer input, Nexus Rail note, Docket item, or handoff material wrongly states donor relevance, philanthropic relevance, mission fit, grant-readiness, development-readiness, foundation relevance, CSR relevance, humanitarian relevance, or support relevance.
16.1.6.2 Correction shall be required where donor or philanthropic relevance is overstated as donor commitment, philanthropic commitment, grant approval, foundation approval, CSR commitment, pledge, award, allocation, development assistance commitment, sponsorship, endorsement, funding pipeline, or project support.
16.1.6.3 Correction shall include review of donor and philanthropic references, public-safe reporting, sponsor materials, media materials, Nexus Universe room records, National Model layers, AEP Passport finance-layer records, Nexus Rail inputs, Docket items, and handoff records.
16.1.6.4 Where incorrect status may create public expectation, community expectation, donor confusion, philanthropic confusion, project momentum, or public-good narrative distortion, correction shall be prompt and visible to the affected audience.
16.1.6.5 The governing rule shall be:
Donor and philanthropic relevance must be corrected before possible fit becomes false funding.
16.1.7 Undisclosed Conflict
16.1.7.1 An undisclosed conflict shall trigger correction where a participant, institution, sponsor, provider, capital reader, insurer, donor, public finance actor, public authority participant, National Consortium Company participant, Project SPV pathway participant, adviser, expert, chair, lead, rapporteur, Secretariat actor, or other person failed to disclose an actual, potential, or perceived conflict relevant to Council work.
16.1.7.2 Undisclosed conflicts may relate to financial interests, institutional interests, public authority roles, capital-reader roles, insurer roles, donor or philanthropic roles, sponsor roles, provider roles, procurement interests, advisory roles, fiduciary roles, Company interests, Project SPV interests, community representation roles, Indigenous representation roles where applicable, protected-knowledge roles, family relationships, employment, compensation, grants, contracts, or expected future benefit.
16.1.7.3 Correction shall identify affected records, affected rooms, affected outputs, affected claims, affected handoff materials, affected public-safe reports, affected Nexus Universe materials, affected AEP Passport inputs, affected Nexus Rail inputs, affected Docket items, and affected decisions or recommendations.
16.1.7.4 Undisclosed conflicts may require retroactive record correction, participant notice, public-safe clarification, controlled clarification, recusal, restriction, independent review, withdrawal, supersession, suspension, archive, or reinstatement conditions.
16.1.7.5 The governing rule shall be:
An undisclosed conflict contaminates the record until the conflict is disclosed, classified, managed, and corrected.
16.1.8 Claims Overstatement
16.1.8.1 Claims overstatement shall trigger correction where any claim exceeds the record, exceeds the Claims Permission Register, omits limitations, omits no-reliance language, omits status labels, omits capacity classification, omits safeguard conditions, or uses language likely to create reliance.
16.1.8.2 Claims overstatement may occur in public profiles, website listings, press references, sponsor materials, provider materials, capital-reader-facing materials, insurer-facing materials, donor-facing materials, public finance-facing materials, public authority-facing materials, Nexus Universe materials, National Model materials, AEP Passport materials, Nexus Rail materials, Docket materials, handoff materials, room notes, emails, presentations, reports, social media, or verbal communications.
16.1.8.3 Correction shall narrow the claim to the exact recorded status, withdraw unsupported language, reclassify publication if needed, and notify affected audiences where reliance risk exists.
16.1.8.4 Claims overstatement shall be corrected regardless of intent, seniority, sponsor status, provider status, public authority involvement, capital-reader visibility, donor visibility, media value, or strategic convenience.
16.1.8.5 The governing rule shall be:
A claim is valid only to the extent the record supports it; everything beyond the record must be corrected.
16.1.9 Finance-Readiness Overclaim
16.1.9.1 Finance-readiness overclaim shall trigger correction where finance-readiness, capital-readability, risk-to-capital interpretation, diligence-gap mapping, public finance relevance, donor relevance, insurance-readiness, SPV-readiness, Company finance-interface, AEP Passport finance-layer contribution, Nexus Rail finance-readiness input, Docket status, National Model inclusion, Nexus Universe visibility, or handoff is described as financeability, bankability, investment readiness, financing approval, capital commitment, lending approval, transaction readiness, funding secured, capital-reader backing, or capital availability.
16.1.9.2 Finance-readiness overclaim may arise from language, visuals, diagrams, dashboards, room titles, public-safe summaries, website listings, sponsor statements, provider statements, media statements, public authority statements, capital-reader statements, donor statements, or handoff materials.
16.1.9.3 Correction shall include claims narrowing, no-reliance reinforcement, publication reclassification, public-safe clarification, controlled clarification, room correction, record amendment, Docket entry, Rail restriction, Passport pathway correction, handoff restriction, withdrawal, supersession, suspension, or archive as required.
16.1.9.4 Finance-readiness overclaim shall be treated as high priority where it may create market reliance, public finance expectation, donor expectation, sponsor advantage, provider advantage, media narrative, or project momentum.
16.1.9.5 The governing rule shall be:
Finance-readiness overclaim must be corrected before readiness becomes a false financial signal.
16.1.10 Insurance-Readiness Overclaim
16.1.10.1 Insurance-readiness overclaim shall trigger correction where insurance-readiness, reinsurance-readiness, risk-transfer questions, protection-gap analysis, disaster-risk finance questions, exposure review, data and model dependency review, insurer participation, reinsurer participation, or Insurance-Readiness Room activity is described as insurability, insurance approval, coverage availability, underwriting, premium indication, reinsurance support, guarantee support, risk-transfer approval, insurance advice, or insurance placement.
16.1.10.2 Correction shall address affected room records, public-safe reports, public materials, insurer references, reinsurer references, guarantee references, National Model layers, AEP Passport finance-layer inputs, Nexus Rail records, Docket items, SPV-readiness notes, Company interface notes, and handoff materials.
16.1.10.3 Correction shall include market-signal review and competition review where insurance or reinsurance actors are referenced.
16.1.10.4 Insurance-readiness overclaim shall be corrected before the claim influences capital readers, public finance readers, donors, public authorities, communities, sponsors, providers, or project actors.
16.1.10.5 The governing rule shall be:
Insurance-readiness must remain a question set until a separate lawful insurance process says otherwise.
16.1.11 Public Finance Overclaim
16.1.11.1 Public finance overclaim shall trigger correction where public finance relevance, public authority participation, public finance room discussion, Government Portfolio Showcase participation, public finance reader attendance, National Model inclusion, AEP Passport finance-layer input, Nexus Rail routing, Docket treatment, or handoff material is described as public finance allocation, funding approval, budget approval, grant approval, subsidy approval, public guarantee, concessional finance approval, procurement status, government endorsement, official position, or public authority approval.
16.1.11.2 Correction shall identify whether the overclaim affected public trust, public authority relationships, budget expectations, donor expectations, capital-reader interpretation, media reporting, sponsor materials, provider materials, or project momentum.
16.1.11.3 Correction may require public authority notice, public-safe clarification, controlled clarification, claims narrowing, material withdrawal, publication reclassification, Docket entry, Rail restriction, AEP Passport correction, handoff restriction, or archive.
16.1.11.4 Public finance overclaim shall be corrected with urgency because public money and public authority meaning can create high reliance and legitimacy risk.
16.1.11.5 The governing rule shall be:
Public finance overclaim must be corrected before public relevance is mistaken for public money.
16.1.12 Donor or Philanthropic Commitment Overclaim
16.1.12.1 Donor or philanthropic commitment overclaim shall trigger correction where donor relevance, philanthropic relevance, mission-fit review, grant-readiness discussion, donor room participation, philanthropic room participation, Nexus Universe visibility, National Model inclusion, AEP Passport finance-layer contribution, Nexus Rail note, Docket item, or handoff material is described as donor commitment, philanthropic commitment, grant approval, foundation approval, CSR commitment, pledge, award, allocation, sponsorship, development assistance commitment, funding pipeline, endorsement, or project approval.
16.1.12.2 Correction shall identify whether public expectation, community expectation, donor confusion, philanthropic confusion, sponsor narrative, provider narrative, media narrative, or project momentum has been created.
16.1.12.3 Correction may include donor-facing clarification, philanthropic-facing clarification, public-safe clarification, controlled clarification, revised language, material withdrawal, Claims Permission Register amendment, Docket entry, Rail restriction, Passport pathway correction, handoff restriction, suspension, archive, or renewal.
16.1.12.4 Donor or philanthropic commitment overclaim shall be corrected promptly to preserve trust, avoid false expectations, and prevent public-good narrative capture.
16.1.12.5 The governing rule shall be:
Donor and philanthropic overclaim must be corrected before relevance becomes false promise.
16.1.13 Project SPV-Readiness Overclaim

16.1.13.2 Correction shall identify whether the overclaim created enterprise momentum, capital expectation, donor expectation, public finance expectation, insurer expectation, public authority confusion, provider advantage, sponsor advantage, community concern, or project reliance.
16.1.13.3 Correction may include SPV-readiness note amendment, handoff restriction, Company interface correction, Rail restriction, Passport pathway correction, Docket entry, public-safe clarification, controlled clarification, claims narrowing, material withdrawal, suspension, archive, or referral to competent lawful project pathway.
16.1.13.4 SPV-readiness overclaim shall be corrected before it is used in any enterprise, capital-reader, insurer, donor, public finance, procurement, public authority, community, or project setting.
16.1.13.5 The governing rule shall be:
SPV-readiness overclaim must be corrected before a vehicle question becomes unauthorized project authority.
16.1.14 Public Authority Overclaim

16.1.14.2 Correction shall classify the public authority role accurately, including official, observer, learner, technical, public-safe reviewer, public finance reader, regulator observer, personal-capacity, no official position, not yet engaged, or other recorded status.
16.1.14.3 Correction may require public authority notice, public-safe clarification, controlled clarification, claims narrowing, publication reclassification, material withdrawal, room record amendment, Docket entry, Rail restriction, Passport correction, handoff restriction, archive, or escalation.
16.1.14.4 Public authority overclaim shall be treated as urgent where public trust, public finance expectation, procurement reliance, regulatory reliance, emergency reliance, public safety, or data authorization may be affected.

16.1.15.2 Safeguard omission may affect finance-readiness records, capital-readability question sets, insurance-readiness notes, donor relevance notes, public finance relevance notes, diligence-gap maps, risk-to-capital notes, SPV-readiness notes, Company interface notes, Nexus Rail inputs, AEP Passport finance-layer inputs, Docket items, Nexus Universe materials, National Model layers, public-safe reports, room records, and handoff materials.
16.1.15.3 Correction shall restore the safeguard, reclassify publication if necessary, restrict circulation, notify affected recipients where necessary, amend claims limits, and block or withdraw handoff where safeguard conditions are material.
16.1.15.4 Safeguard omission shall be urgent where harm, privacy breach, cyber risk, community harm, protected-knowledge exposure, infrastructure risk, public authority confusion, finance reliance, donor reliance, insurance reliance, or project momentum may arise.
16.1.15.5 The governing rule shall be:
A record missing safeguards is not merely incomplete; it is unsafe until corrected.
16.1.16 Public-Safe Reporting Error
16.1.16.1 Public-safe reporting error shall trigger correction where public-safe material misstates status, overstates readiness, omits limitations, omits safeguards, reveals sensitive information, creates capital signal, creates public finance signal, creates donor signal, creates insurance signal, implies public authority approval, implies public warning, implies sponsor control, implies provider validation, implies Project SPV approval, implies National Consortium Company approval, implies AEP Passport status, implies Nexus-ready status, or implies execution.
16.1.16.2 Public-safe reporting error may arise in reports, summaries, dashboards, visuals, decks, website materials, media materials, social media, public statements, public briefings, Nexus Universe materials, National Model summaries, AEP Passport summaries, Nexus Rail summaries, Docket summaries, or handoff summaries.
16.1.16.3 Correction may include public clarification, controlled clarification, revised report, withdrawal, supersession, archive, updated status label, participant notice, media notice, public authority notice, donor notice, public finance notice, insurer notice, capital-reader notice, sponsor notice, provider notice, Company notice, SPV notice, or Docket entry.
16.1.16.4 Public-safe reporting correction shall be visible enough to neutralize reliance while protective enough to preserve confidentiality and safeguards.

Public-safe reporting remains safe only when public-facing errors are corrected before they become public meaning.
16.2 Correction Measures
These measures define how the Council repairs the record without erasing auditability.
16.2.1 Record Amendment
16.2.1.1 Record amendment shall be used where a Council record is inaccurate, incomplete, outdated, unclear, misclassified, overbroad, under-controlled, or inconsistent with the correct status.

16.2.1.3 An amendment shall identify the prior record, amended text or status, reason for amendment, date, authority, affected records, notification needs, claims implications, publication implications, safeguard implications, and whether supersession or withdrawal is required.
16.2.1.4 Amendment shall preserve auditability and shall not erase prior error where correction history is needed for accountability.
16.2.1.5 The governing rule shall be:

16.2.2 Claim Narrowing
16.2.2.1 Claim narrowing shall be used where a claim is not wholly false but exceeds the record, lacks required limitation, omits status, omits no-reliance language, omits capacity classification, omits safeguard conditions, or could be reasonably misunderstood.
16.2.2.2 Claim narrowing may replace broad language with precise language, status labels, no-reliance language, contribution-only language, question-set language, relevance-only language, candidate language, under-review language, Docketed language, restricted language, deferred language, corrected language, superseded language, archived language, or renewal language.
16.2.2.3 Claim narrowing shall be applied to public profiles, website listings, decks, media statements, sponsor references, provider references, capital-reader references, insurer references, donor references, public finance references, public authority references, National Model references, Nexus Universe references, AEP Passport references, Nexus Rail references, Docket references, handoff references, Company references, and Project SPV references.
16.2.2.4 Where broad language has already travelled, claim narrowing shall be accompanied by clarification to affected audiences where necessary.
16.2.2.5 The governing rule shall be:
When a claim is too broad, the remedy is to narrow it to the record before reliance forms.
16.2.3 Public Clarification
16.2.3.1 Public clarification shall be used where an incorrect, overstated, incomplete, or misleading public claim has created or may create public reliance, market signal, public finance expectation, donor expectation, insurance expectation, public authority confusion, sponsor advantage, provider advantage, community concern, media misunderstanding, project momentum, or execution overclaim.
16.2.3.2 Public clarification may address public-facing materials, website listings, press references, media articles, social media, public reports, public-safe reports, public decks, Nexus Universe summaries, public participant statements, sponsor statements, provider statements, donor statements, capital-reader statements, public finance statements, insurer statements, public authority statements, Company statements, or SPV statements.
16.2.3.3 Public clarification shall state the correct status, withdraw or narrow the incorrect implication, identify no-reliance boundaries where appropriate, and preserve confidentiality and safeguards.
16.2.3.4 Public clarification shall be proportionate to the public reach and reliance risk of the original error.
16.2.3.5 The governing rule shall be:
Where the public meaning is wrong, the public correction must be clear enough to correct that meaning.
16.2.4 Controlled Clarification
16.2.4.1 Controlled clarification shall be used where correction is necessary but public disclosure would be unnecessary, disproportionate, confidentially restricted, safeguard-sensitive, public authority-sensitive, finance-sensitive, insurance-sensitive, donor-sensitive, commercially sensitive, community-sensitive, Indigenous or protected-knowledge-sensitive where applicable, cyber-sensitive, infrastructure-sensitive, or otherwise unsafe.

16.2.4.4 Controlled clarification shall not be used to hide a public error where public clarification is necessary to neutralize public reliance.
16.2.4.5 The governing rule shall be:

16.2.5 Publication Reclassification
16.2.5.1 Publication reclassification shall be used where a record’s publication class is incorrect, outdated, unsafe, overbroad, under-protective, over-restrictive in a manner that hides correction needs, or inconsistent with changed facts, safeguards, confidentiality, public authority status, finance sensitivity, insurance sensitivity, donor sensitivity, cyber sensitivity, market conduct risk, or public-safe reporting needs.
16.2.5.2 Reclassification may move material among public, public-safe, controlled, restricted, confidential, finance-sensitive, insurance-sensitive, donor-sensitive, public finance-sensitive, public authority-sensitive, safeguard-sensitive, provider-sensitive, sponsor-sensitive, community-sensitive, Indigenous or protected-knowledge-sensitive where applicable, cyber-sensitive, infrastructure-sensitive, health-sensitive, biodiversity-sensitive, not-for-publication, archived, or superseded categories.
16.2.5.3 Reclassification shall identify reason, authority, effective date, affected recipients, required notices, access changes, redaction requirements, onward-sharing restrictions, AI-processing restrictions, archive effects, and correction effects.
16.2.5.4 Material previously circulated under an incorrect class shall be recalled, corrected, narrowed, or recipient-notified where necessary.
16.2.5.5 The governing rule shall be:
A record’s travel permissions must change when its risk, truth, or sensitivity changes.
16.2.6 Role Reclassification
16.2.6.1 Role reclassification shall be used where a participant’s role, capacity, institution, authority, conflict status, public authority status, capital-reader status, insurer status, donor status, public finance status, sponsor status, provider status, Company status, Project SPV pathway status, community role, Indigenous or protected-knowledge role where applicable, or personal-capacity status changes or was previously misstated.
16.2.6.2 Role reclassification may affect room access, records access, claims permissions, public profile language, confidentiality obligations, conflict requirements, recusal requirements, no-reliance acknowledgments, Nexus Universe participation, AEP Passport finance-layer contribution, Nexus Rail contribution, Docket participation, handoff access, chairing roles, rapporteur roles, and leadership roles.
16.2.6.3 Role reclassification shall be recorded with reason, effective date, affected records, affected claims, affected outputs, and notification requirements.
16.2.6.4 Any claim made under the prior role shall be reviewed and corrected where necessary.
16.2.6.5 The governing rule shall be:
When the role changes, the rights, limits, claims, access, and records must change with it.
16.2.7 Conflict Management
16.2.7.1 Conflict management shall be used where an actual, potential, or perceived conflict affects or may affect Council activity.
16.2.7.2 Conflict management measures may include disclosure, classification, recusal, restriction, role separation, independent review, public or controlled disclosure where appropriate, record amendment, claims narrowing, publication reclassification, room exclusion, handoff restriction, Docket entry, Rail restriction, Passport pathway correction, suspension, withdrawal, archive, or reinstatement conditions.
16.2.7.3 Conflict management shall be proportionate to the seriousness of the conflict, affected record, likelihood of influence, public reliance risk, market conduct risk, safeguard risk, confidentiality risk, and trust risk.
16.2.7.4 Conflict management shall be documented in the Conflict Register and cross-referenced to affected outputs where appropriate.
16.2.7.5 The governing rule shall be:
Conflict management is a correction measure when independence must be restored by record, not by assumption.
16.2.8 Room Access Restriction
16.2.8.1 Room access restriction shall be used where a participant’s access to a room, materials, discussion, output, or record would create conflict risk, confidentiality risk, competition risk, market conduct risk, public authority risk, finance overclaim risk, insurance overclaim risk, donor overclaim risk, public finance overclaim risk, safeguard risk, provider advantage, sponsor advantage, Company capture risk, Project SPV capture risk, or claims risk.
16.2.8.2 Room access restriction may include denial of access, observer-only access, read-only access, clean-room-only access, controlled-room-only access, exclusion from specific agenda items, exclusion from drafting, exclusion from records, exclusion from outputs, or exclusion from handoff materials.
16.2.8.3 Access restriction shall be recorded with reason, scope, duration, affected room, affected materials, review date, and correction pathway.
16.2.8.4 Restricted access shall not be treated as punishment where it is used to preserve room integrity, confidentiality, competition compliance, or public-good trust.
16.2.8.5 The governing rule shall be:

16.2.9 Withdrawal of Finance-Readiness Note
16.2.9.1 A Finance-Readiness Note may be withdrawn where it is inaccurate, outdated, overstated, incomplete, affected by conflict, affected by safeguard omission, affected by public authority overclaim, affected by market conduct concern, affected by confidentiality breach, affected by finance-readiness overclaim, or no longer safe to use.
16.2.9.2 Withdrawal shall identify the withdrawn note, reason, effective date, affected records, affected recipients, claims restrictions, replacement record if any, archive status, and whether public or controlled clarification is required.
16.2.9.3 A withdrawn Finance-Readiness Note shall not be used as current support for capital-readability, finance-readiness, National Model status, AEP Passport finance-layer input, Nexus Rail routeability, Docket treatment, handoff, public-safe reporting, or external communication.
16.2.9.4 Withdrawal shall not erase the note’s existence where archive is required for audit, correction, or institutional memory.
16.2.9.5 The governing rule shall be:
A withdrawn Finance-Readiness Note stops being current even if it remains archived.
16.2.10 Withdrawal of Insurance-Readiness Note
16.2.10.1 An Insurance-Readiness Note may be withdrawn where it is inaccurate, outdated, overstated, incomplete, affected by data or model error, affected by insurer or reinsurer conflict, affected by competition concern, affected by confidentiality breach, affected by insurance-readiness overclaim, affected by safeguard omission, or no longer safe to use.
16.2.10.2 Withdrawal shall identify the withdrawn note, affected insurance-readiness records, affected room records, affected Rail inputs, affected AEP Passport inputs, affected National Model layers, affected handoff materials, claims restrictions, replacement record if any, archive status, and notification requirements.
16.2.10.3 A withdrawn Insurance-Readiness Note shall not be used to support insurability, insurance-readiness, risk-transfer readiness, reinsurance-readiness, protection-gap analysis, public-safe reporting, SPV-readiness, Rail routeability, AEP Passport finance-layer status, or handoff.
16.2.10.4 Withdrawal shall preserve necessary confidentiality and market conduct controls.
16.2.10.5 The governing rule shall be:
A withdrawn Insurance-Readiness Note shall not continue to signal risk understanding after its basis is no longer safe.
16.2.11 Withdrawal of Public Finance Relevance Note
16.2.11.1 A Public Finance Relevance Note may be withdrawn where it is inaccurate, outdated, overstated, incomplete, affected by public authority role error, affected by public finance overclaim, affected by budget or policy change, affected by safeguard omission, affected by confidentiality concerns, or no longer safe to use.
16.2.11.2 Withdrawal shall identify the withdrawn note, affected public authority references, affected public finance records, affected National Model layers, affected Government Portfolio Showcase materials, affected AEP Passport inputs, affected Rail inputs, affected Docket items, affected handoff materials, and required clarification.
16.2.11.3 A withdrawn Public Finance Relevance Note shall not be used as current support for public finance relevance, public authority dependency, public investment logic, public guarantee questions, public grant relevance, public-safe reporting, or handoff.
16.2.11.4 Public finance-related withdrawal shall be communicated carefully to avoid implying prior approval or present rejection unless those statuses are separately recorded.
16.2.11.5 The governing rule shall be:
A withdrawn Public Finance Relevance Note removes relevance language from current use without creating allocation or rejection by implication.
16.2.12 Withdrawal of Handoff Input
16.2.12.1 A handoff input may be withdrawn where it is inaccurate, outdated, unsafe, incomplete, overstated, affected by conflict, affected by safeguard omission, affected by confidentiality issue, affected by public authority overclaim, affected by finance overclaim, affected by insurance overclaim, affected by donor overclaim, affected by public finance overclaim, affected by SPV-readiness overclaim, affected by Company interface overclaim, or no longer suitable for receiving-pathway use.
16.2.12.2 Withdrawal shall identify the handoff input, receiving pathway, affected recipients, reason for withdrawal, effective date, replacement record if any, claims restrictions, required notices, archive status, and whether any materials must be returned, deleted, restricted, reclassified, or corrected.
16.2.12.3 A withdrawn handoff input shall not be used by receiving actors as current support for finance, insurance, donor support, public finance, procurement, public authority action, SPV formation, Company action, project approval, consent, certification, or execution.
16.2.12.4 Withdrawal of handoff input shall be urgent where receiving actors may otherwise rely on it.
16.2.12.5 The governing rule shall be:

16.2.13 Suspension of Participation
16.2.13.1 Suspension of participation may be used where a participant’s conduct, conflict, claims misuse, confidentiality breach, no-reliance breach, market conduct concern, public authority overclaim, finance overclaim, insurance overclaim, donor overclaim, public finance overclaim, sponsor control attempt, provider validation claim, SPV approval claim, Company authority claim, safeguard breach, public-safe reporting misuse, or refusal to cooperate with correction creates material risk.
16.2.13.2 Suspension may apply to Council participation, room access, records access, public claims, name or logo use, Nexus Universe participation, AEP Passport finance-layer contribution, Nexus Rail contribution, Docket participation, National Model contribution, handoff access, chairing roles, rapporteur roles, lead roles, or access to confidential materials.
16.2.13.3 Suspension shall be recorded with reason, scope, duration, affected rights or privileges, correction requirements, review date, reinstatement conditions, and notification requirements.
16.2.13.4 Suspension may be immediate where continuing participation would create harm, reliance, market signal, public authority confusion, safeguard harm, confidentiality risk, or public trust risk.
16.2.13.5 The governing rule shall be:
Suspension is the correction measure used when bounded participation is no longer safe without pause.
16.2.14 Reinstatement
16.2.14.1 Reinstatement may occur where the conditions for renewed participation have been satisfied after suspension, restriction, recusal, exclusion, withdrawal, or loss of standing.

16.2.14.3 Reinstatement shall be recorded with scope, date, limitations, conditions, affected records, claims permissions, access permissions, and review pathway.
16.2.14.4 Reinstatement shall not erase conflict history, correction history, suspension history, withdrawal history, archive history, or prior claims misuse where those records remain relevant to future governance.
16.2.14.5 The governing rule shall be:
Reinstatement restores bounded participation only where correction has made participation safe again.
16.3 Supersession, Withdrawal, and Archive
These rules control how outdated or unsafe materials stop functioning as current truth.
16.3.1 Supersession of Records

16.3.1.4 Superseded records shall not be used as current authority, current status, current claim support, current handoff material, current Nexus Universe material, current AEP Passport finance-layer input, current Nexus Rail input, or current public-safe reporting input unless the successor record expressly permits limited historical reference.
16.3.1.5 The governing rule shall be:

16.3.2 Withdrawal of Recommendations
16.3.2.1 A recommendation of the National Stewardship Council may be withdrawn where it is inaccurate, outdated, incomplete, unsafe, unsupported, conflict-affected, safeguard-deficient, overclaimed, rejected by competent receiving pathway, superseded by later record, or no longer consistent with the Council’s mandate.

16.3.2.3 Withdrawal shall identify the recommendation, reason, affected records, affected recipients, status after withdrawal, replacement if any, archive status, and claims limits.
16.3.2.4 A withdrawn recommendation shall not be presented as current Council input, receiving-pathway support, adopted position, approval, handoff condition, or readiness status.
16.3.2.5 The governing rule shall be:
A withdrawn recommendation no longer recommends, even though it remains part of the correction history.
16.3.3 Withdrawal of Finance-Readiness Outputs

16.3.3.3 Withdrawal shall state whether the output is withdrawn fully, withdrawn partially, superseded, restricted, archived, or renewed.
16.3.3.4 Withdrawn finance-readiness outputs shall not be used externally or internally as current status unless expressly preserved for historical or audit purposes.
16.3.3.5 The governing rule shall be:
A finance-readiness output that is no longer safe shall be withdrawn before it becomes reliance.
16.3.4 Withdrawal of Public Materials
16.3.4.1 Public materials shall be withdrawn where they are inaccurate, outdated, unsafe, overclaimed, under-protective, confidentiality-breaching, safeguard-breaching, public authority-confusing, finance-signalling, donor-signalling, insurance-signalling, public finance-signalling, provider-validating, sponsor-controlling, consent-overclaiming, project-authorizing by implication, or execution-implying.
16.3.4.2 Public materials may include public-safe reports, web pages, media releases, profiles, listings, slides, visual materials, event materials, Nexus Universe materials, public summaries, sponsor materials, provider materials, donor-facing public materials, public finance-facing public materials, insurer-facing public materials, public authority-facing materials, AEP Passport summaries, Nexus Rail summaries, National Model summaries, Docket summaries, and handoff summaries.
16.3.4.3 Withdrawal shall be accompanied by public clarification or controlled clarification where necessary to neutralize reliance created by the withdrawn material.
16.3.4.4 Withdrawal shall preserve archive copies where required for accountability, audit, legal, correction, or institutional memory purposes.
16.3.4.5 The governing rule shall be:
Public materials must be withdrawn when public meaning cannot be safely corrected by narrowing alone.
16.3.5 Archive of Inactive Records
16.3.5.1 Inactive records shall be archived when they are no longer current but must be preserved for institutional memory, audit, correction, learning, history, accountability, continuity, or future renewal.

16.3.5.3 Archive status shall identify whether the record is inactive, superseded, withdrawn, closed, expired, former, historical, restricted, confidential, not for publication, or eligible for renewal.
16.3.5.4 Archived records shall not support current claims unless a competent record expressly reactivates or renews them.
16.3.5.5 The governing rule shall be:
Archive preserves memory; it does not preserve current authority.
16.3.6 Archive of Former Participants
16.3.6.1 Former participants shall be archived when their participation ends, expires, is withdrawn, is suspended without reinstatement, is not renewed, is superseded by new role classification, or otherwise ceases to be current.
16.3.6.2 Former participant archive records shall identify participation history, role classification history, room access history, contribution history, claims permissions, confidentiality obligations that survive exit, no-reliance obligations that survive exit, conflict history, correction history, suspension history if any, and continuing restrictions.
16.3.6.3 Former participant status shall not be used to imply current membership, current standing, current capital-reader status, current insurance-readiness status, current donor relevance status, current public finance relevance status, current Nexus Universe role, current AEP Passport contribution authority, current Nexus Rail role, current handoff authority, or current Council authority.
16.3.6.4 Former participants may reference historical participation only where permitted by the Claims Permission Register and subject to accurate dates, status, limitations, and confidentiality.
16.3.6.5 The governing rule shall be:
Former participation remains historical unless renewed by current record.
16.3.7 Archive of Closed Room Records
16.3.7.1 Closed room records shall be archived after a Capital-Reader Room, Insurance-Readiness Room, Public Finance Relevance Room, Donor and Philanthropic Relevance Room, No-Reliance Room, controlled room, clean room, Nexus Universe room, AEP Passport finance-layer room, Nexus Rail room, Docket room, or handoff room has completed its purpose and post-room corrections have been addressed.
16.3.7.2 The archive record shall include room purpose, date, convening authority, participant roles, acknowledgments, confidentiality class, competition controls, materials reviewed, questions identified, outputs produced, restrictions, Docket items, corrections, withdrawals, supersessions, handoff status, and archive access rules.
16.3.7.3 Closed room archive records shall not be used as current room authorization, current participant access, current capital-reader commitment, current insurance signal, current donor signal, current public finance signal, current project status, current SPV status, or current handoff approval.
16.3.7.4 Room archive access shall be restricted according to publication class, confidentiality, market conduct risk, safeguard conditions, public authority sensitivity, and correction requirements.
16.3.7.5 The governing rule shall be:
A closed room record preserves what happened; it does not keep the room open by implication.
16.3.8 Archive of Prior Nexus Universe Cycle Records
16.3.8.1 Prior Nexus Universe cycle records shall be archived after completion of post-cycle review, correction, supersession, withdrawal, and renewal planning.
16.3.8.2 Prior cycle records may include annual finance-readiness mandate records, National Model finance-layer records, Capital-Reader Room records, Insurance-Readiness Room records, Public Finance Relevance Room records, Donor and Philanthropic Relevance Room records, Nexus Core finance-dependency notes, AEP Passport candidate finance-layer notes, Nexus Rail candidate finance-readiness notes, Docket finance-readiness notes, public-safe reporting inputs, post-cycle correction notes, and next-cycle renewal notes.
16.3.8.3 Archive shall identify which records remain historical only, which are superseded, which are withdrawn, which are renewed, which require continuing Docket treatment, which remain restricted, and which may inform next-cycle preparation.
16.3.8.4 Prior cycle visibility shall not be used to claim current participation, current finance-readiness, current insurance-readiness, current donor relevance, current public finance relevance, current Nexus Universe readiness, current AEP Passport status, current Nexus Rail status, current handoff status, current SPV-readiness, or current project readiness.
16.3.8.5 The governing rule shall be:
Each Nexus Universe cycle must leave an archive, not an uncontrolled afterlife of outdated claims.
16.3.9 Archive Access Rules
16.3.9.1 Archive access shall be governed by role, purpose, publication class, confidentiality class, safeguard conditions, public authority sensitivity, finance sensitivity, insurance sensitivity, donor sensitivity, public finance sensitivity, market conduct risk, correction status, and legal or institutional need.
16.3.9.2 Archive access may be public, public-safe, controlled, restricted, confidential, not for publication, participant-specific, receiving-pathway-specific, Secretariat-only, Stewardship Board-only where applicable, legal-review-only, safeguard-review-only, or otherwise limited.
16.3.9.3 Archive access shall not allow recipients to revive superseded, withdrawn, inactive, or historical records as current support for claims, handoff, finance-readiness, insurance-readiness, donor relevance, public finance relevance, public authority status, SPV-readiness, Company interface, project approval, consent, or execution.
16.3.9.4 Archive access may be denied, restricted, redacted, summarized, or conditioned where disclosure would create reliance, harm, confidentiality breach, market conduct concern, safeguard risk, protected-knowledge exposure, cyber risk, public authority confusion, or project overclaim.

16.3.10.3 Renewal shall result in a new current record, not an automatic revival of the archived record.
16.3.10.4 A renewed record shall identify what was renewed, what changed, what remains restricted, what remains archived, what was superseded, and what claims are now permitted.

16.4 Annual Renewal

16.4.3.4 Conflicts shall be reviewed not only for existence but for effect on records, claims, rooms, outputs, Nexus Universe visibility, AEP Passport pathways, Nexus Rail routing, Docket treatment, National Model layers, SPV-readiness, Company interface, public-safe reporting, and handoff.

16.4.4.3 Annual claims review shall identify overclaims, outdated claims, unsupported claims, overly broad claims, public authority ambiguity, finance signals, insurance signals, donor signals, public finance signals, provider validation signals, sponsor control signals, consent overclaims, project authorization implications, and execution implications.
16.4.4.4 Claims review may result in amended Claims Permission Register entries, public clarification, controlled clarification, profile updates, website updates, media corrections, material withdrawal, publication reclassification, suspension, archive, or renewal.
16.4.4.5 The governing rule shall be:

16.4.5 Annual No-Reliance Review
16.4.5.1 The National Stewardship Council shall conduct an annual no-reliance review.
16.4.5.2 The review shall examine no-reliance acknowledgments, non-advisory terms, non-solicitation terms, non-transaction terms, non-placement terms, no-public-finance-allocation terms, no-donor-commitment terms, regulated-perimeter controls, competition controls, room rules, participant acknowledgments, handoff language, public-safe reporting language, and Nexus Universe room protocols.
16.4.5.3 The review shall determine whether acknowledgments remain current, whether participants need renewal, whether room rules require revision, whether public-facing language has drifted, whether handoff materials preserve no-reliance, and whether any reliance overclaim requires correction.
16.4.5.4 No participant shall continue in sensitive finance-facing, capital-reader, insurance-readiness, public finance relevance, donor relevance, SPV-readiness, Company interface, Nexus Universe, AEP Passport, Nexus Rail, Docket, or handoff activities without current no-reliance discipline where required.
16.4.5.5 The governing rule shall be:

16.4.6 Annual Safeguard Review
16.4.6.1 The National Stewardship Council shall conduct an annual safeguard review.

16.4.6.3 Annual safeguard review shall examine whether safeguard conditions remain attached to records, handoffs, public-safe reports, Nexus Universe materials, National Model finance layers, AEP Passport finance-layer inputs, Nexus Rail inputs, Docket items, Project SPV-readiness notes, Company interface notes, and archive records.
16.4.6.4 Safeguard review may result in publication reclassification, access restriction, redaction, controlled-room requirements, handoff restriction, Docket entry, withdrawal, supersession, archive, or renewal.
16.4.6.5 The governing rule shall be:

16.4.7 Annual Nexus Universe Debrief

16.4.7.3 The debrief shall distinguish outputs from outcomes, questions from decisions, relevance from commitment, readiness from finance, visibility from approval, and handoff input from execution.
16.4.7.4 The debrief shall feed the next-cycle mandate without converting prior-cycle visibility into current status.

16.4.8.4 Updating the National Model finance layer shall not imply financeability, bankability, investment readiness, insurance approval, donor commitment, public finance allocation, SPV approval, Company approval, project approval, procurement status, public authority approval, consent, or execution readiness.

16.4.9 Annual Nexus Rail Finance-Readiness Update

16.4.9.3 The update shall not execute routes, approve finance, approve insurance, approve donor support, approve public finance, approve procurement, issue certification, approve public authority action, approve SPV formation, approve projects, approve consent, or authorize execution.
16.4.9.4 Rail inputs that are no longer accurate shall be corrected, restricted, Docketed, withdrawn, superseded, archived, or renewed.
16.4.9.5 The governing rule shall be:

16.4.10 Annual AEP Passport Finance-Layer Update

16.4.10.4 AEP Passport finance-layer inputs may be continued, corrected, restricted, Docketed, superseded, withdrawn, archived, or renewed according to the competent Passport pathway and Council records.

16.4.11.4 SPV-readiness records may be continued, corrected, restricted, deferred, blocked, Docketed, superseded, withdrawn, archived, or renewed.
