XI. RECORDS

Registers, records, and outputs used by the National Stewardship Council to control finance-readiness, insurance-readiness, donor relevance, public finance relevance, handoff limits, and correction.

This section defines the registers, records, and outputs that keep National Stewardship Council finance-readiness legible and controlled. It covers participation records, claims controls, room records, Nexus Universe outputs, handoff records, and correction pathways.

These records preserve boundary discipline after X. MOBILIZATION and before XII. CLAIMS. They keep readiness, relevance, and routeability separate from finance, insurance, donor commitment, public finance allocation, approval, and execution across Nexus Universe and Nexus Rails.

11.1 Core Records

11.1.1 National Stewardship Council participation register

11.1.1.1 The National Stewardship Council shall maintain a National Stewardship Council Participation Register as the authoritative record of persons and institutions admitted, invited, classified, restricted, suspended, archived, or otherwise recognized for participation in the Council.

11.1.1.2 The Participation Register shall identify, as applicable, the participant’s name, institution, jurisdiction, participation status, participation category, admission basis, subscription or participation standing where relevant, role classification, capacity classification, attendance history, contribution history, room access, confidentiality obligations, no-reliance acknowledgments, conflict status, claims permissions, safeguard obligations, correction history, and renewal status.

11.1.1.3 Participation in the Register shall not create investment authority, finance authority, insurance authority, donor authority, public finance authority, public authority status, procurement status, certification status, Project SPV authority, National Consortium Company authority, community consent, Indigenous consent, project approval, or execution authority.

11.1.1.4 The Register shall distinguish active participants, observers, guests, restricted participants, suspended participants, former participants, archived participants, and participants whose standing is pending correction or renewal.

11.1.1.5 The governing rule shall be:

The Participation Register proves participation status only; it shall not be read as approval, commitment, endorsement, finance, or authority.


11.1.2 Role Classification Register

11.1.2.1 The National Stewardship Council shall maintain a Role Classification Register for all participants, observers, guests, contributors, room attendees, leads, chairs, rapporteurs, advisers, institutional representatives, and interface participants.

11.1.2.2 The Role Classification Register shall classify each participant according to the participant’s recorded function, including capital reader, finance-readiness contributor, insurance-readiness contributor, reinsurance-readiness contributor, public finance relevance contributor, donor relevance contributor, philanthropic relevance contributor, development-readiness contributor, diligence-gap contributor, risk-to-capital contributor, Project SPV-readiness contributor, National Consortium Company interface participant, Nexus Rail finance-readiness contributor, AEP Passport finance-layer contributor, public authority finance-relevance learner, public authority observer, sponsor-linked participant, provider-linked participant, GRA-aligned contributor, GCRI evidence-interface contributor, GRF claims-interface contributor, observer, guest, or other approved classification.

11.1.2.3 Each role classification shall include scope, authority limits, claims permissions, conflicts, confidentiality class, no-reliance obligations, room eligibility, public-facing language limits, and reclassification triggers.

11.1.2.4 Role classification shall be reviewed whenever a participant’s affiliation, mandate, authority, conflict status, public authority role, finance role, provider role, sponsor role, Company role, SPV role, or participation purpose changes.

11.1.2.5 The governing rule shall be:

No participant role shall be implied where the Role Classification Register does not record it.


11.1.3 Capital-Reader Register

11.1.3.1 The National Stewardship Council shall maintain a Capital-Reader Register for persons or institutions classified to read national finance-readiness materials, attend Capital-Reader Rooms, review capital-readability questions, or contribute to finance-readiness inquiry.

11.1.3.2 The Capital-Reader Register may include capital readers, banks, institutional capital readers, infrastructure capital readers, family offices, insurers, reinsurers, donors, philanthropies, foundations, public finance readers, development finance institutions, MDB-linked or DFI-linked interfaces, guarantee-readiness actors, risk-transfer actors, and other capital-adjacent participants where classified.

11.1.3.3 The Register shall identify capacity, institutional authority, personal-capacity status where applicable, no-reliance acknowledgment, non-solicitation acknowledgment, non-transaction acknowledgment, confidentiality obligations, conflicts, competition-compliance obligations, materials accessed, room attendance, claims permissions, and correction history.

11.1.3.4 Inclusion in the Capital-Reader Register shall not imply capital commitment, investment interest, lending interest, insurance interest, underwriting interest, donor interest, public finance support, guarantee support, mandate, endorsement, approval, financeability, bankability, or transaction readiness.

11.1.3.5 The governing rule shall be:

A capital reader is registered to read readiness; registration is not capital.


11.1.4 Insurance-Readiness Participant Register

11.1.4.1 The National Investors Council shall maintain an Insurance-Readiness Participant Register for persons and institutions participating in insurance-readiness, reinsurance-readiness, risk-transfer, protection-gap, disaster-risk finance, exposure, data, model, or insurance-boundary work.

11.1.4.2 The Register may include insurers, reinsurers, risk-transfer experts, guarantee-readiness experts, catastrophe model contributors, disaster-risk finance actors, public finance readers, public authority insurance-interface learners, infrastructure risk contributors, cyber risk contributors, safeguard contributors, observers, guests, and other authorized participants.

11.1.4.3 The Register shall identify role, capacity, institutional authority, competition-sensitive status, confidentiality class, no-reliance acknowledgment, non-placement acknowledgment, conflicts, materials accessed, room participation, permitted claims, prohibited claims, and correction history.

11.1.4.4 Inclusion in the Register shall not imply insurance approval, reinsurance approval, underwriting, coverage availability, premium indication, insurability, risk-transfer approval, guarantee support, insurance advice, insurance placement, or institutional commitment.

11.1.4.5 The governing rule shall be:

Insurance-readiness registration records who may ask risk questions; it does not record insurance capacity or approval.


11.1.5 Public Finance Relevance Register

11.1.5.1 The National Investors Council shall maintain a Public Finance Relevance Register for participants, materials, rooms, and records relating to public finance relevance.

11.1.5.2 The Register may include public finance readers, public authority finance-relevance learners, public investment actors, public banks, public guarantee interfaces, budget observers, development finance interfaces, public authority observers, and other authorized participants or records.

11.1.5.3 The Register shall identify participant capacity, official or non-official status, public authority classification, public finance relevance theme, materials accessed, public authority dependencies, confidentiality class, no-public-finance-approval language, claims permissions, and correction history.

11.1.5.4 Inclusion in the Register shall not imply public finance allocation, budget approval, public grant, subsidy approval, public guarantee, concessional finance approval, procurement status, official position, government endorsement, public authority approval, or funding expectation.

11.1.5.5 The governing rule shall be:

The Public Finance Relevance Register records relevance and capacity, not allocation or authority.


11.1.6 Donor and Philanthropic Relevance Register

11.1.6.1 The National Investors Council shall maintain a Donor and Philanthropic Relevance Register for participants, rooms, materials, and outputs relating to donor, philanthropic, foundation, CSR, humanitarian, development-support, research-support, community-support, capacity-building, and mission-fit relevance.

11.1.6.2 The Register may include donors, philanthropies, foundations, CSR actors, humanitarian actors, development actors, mission-aligned support actors, research funders, capacity-building supporters, observers, guests, and other authorized participants.

11.1.6.3 The Register shall identify participant role, institutional authority, personal-capacity status where applicable, mission-fit classification, materials accessed, confidentiality class, no-commitment language, safeguard obligations, public-safe language restrictions, claims permissions, and correction history.

11.1.6.4 Inclusion in the Register shall not imply donor commitment, philanthropic commitment, grant approval, foundation approval, CSR commitment, pledge, award, allocation, sponsorship, development assistance commitment, endorsement, or funding expectation.

11.1.6.5 The governing rule shall be:

Donor and philanthropic relevance may be registered; donor and philanthropic commitment must be separately and lawfully recorded outside the Register.


11.1.7 Conflict Register

11.1.7.1 The National Investors Council shall maintain a Conflict Register for all actual, potential, perceived, financial, institutional, public authority, provider, sponsor, capital-reader, insurer, donor, public finance, advisory, legal, transaction, National Consortium Company, Project SPV, procurement, intellectual property, personal, family, employment, and other material conflicts.

11.1.7.2 The Conflict Register shall identify the conflicted participant, nature of conflict, affected matter, affected room, affected record, disclosure date, management measure, recusal requirement, access restriction, claims restriction, review status, correction history, and closure status.

11.1.7.3 Conflict measures may include disclosure, monitoring, recusal, restriction, room exclusion, independent review, claims limitation, handoff restriction, Docket entry, suspension, withdrawal, archive, or reinstatement.

11.1.7.4 The Conflict Register shall be handled with appropriate confidentiality while preserving enough transparency to protect the integrity of finance-readiness records.

11.1.7.5 The governing rule shall be:

A finance-readiness output is incomplete unless the conflicts affecting it are recorded and managed.


11.1.8 No-Reliance Acknowledgment Register

11.1.8.1 The National Investors Council shall maintain a No-Reliance Acknowledgment Register for all participants required to accept no-reliance, non-advisory, non-solicitation, non-transaction, non-placement, no-public-finance-allocation, no-donor-commitment, regulated-perimeter, competition-compliance, and related room conditions.

11.1.8.2 The Register shall identify participant name, institution where applicable, date, scope, room or activity covered, acknowledgment text or version, renewal requirement, exceptions if any, and status.

11.1.8.3 No participant shall participate in sensitive finance-facing, capital-reader, insurance-readiness, public finance relevance, donor relevance, SPV-readiness, Company interface, Nexus Universe, AEP Passport finance-layer, Nexus Rail, Docket, or handoff room unless the applicable acknowledgment is recorded or a narrow exception is documented.

11.1.8.4 The Register shall support correction where a participant later treats Council materials as advice, approval, commitment, finance, insurance, donor support, public finance, procurement, certification, authority, consent, project authorization, or execution.

11.1.8.5 The governing rule shall be:

No-reliance discipline is not effective unless the acknowledgment is recorded before reliance risk arises.


11.1.9 Claims Permission Register

11.1.9.1 The National Investors Council shall maintain a Claims Permission Register identifying what claims may be made by or about participants, rooms, outputs, records, Nexus Universe activity, National Model finance layers, AEP Passport finance-layer inputs, Nexus Rail finance-readiness inputs, Docket items, and handoff materials.

11.1.9.2 The Register shall identify permitted claims, prohibited claims, approved language, restricted language, public-safe language, controlled language, logo or name-use permissions, sponsor reference permissions, provider reference permissions, public authority reference permissions, capital-reader reference permissions, insurer reference permissions, donor reference permissions, public finance reference permissions, GCRI/GRF/GRA reference permissions, National Consortium Company reference permissions, Project SPV reference permissions, and correction obligations.

11.1.9.3 No claim shall be made unless the claim is supported by a competent record and permitted by the Claims Permission Register.

11.1.9.4 The Register shall prohibit unsupported claims of financeability, bankability, investment interest, insurance approval, donor commitment, public finance allocation, guarantee support, procurement status, certification, public authority approval, AEP Passport status, Nexus-ready status, Rail execution, Docket resolution, Company approval, SPV approval, project authorization, consent, or execution.

11.1.9.5 The governing rule shall be:

No claim travels farther than the Claims Permission Register allows.


11.1.10 Confidentiality and Publication Class Register

11.1.10.1 The National Investors Council shall maintain a Confidentiality and Publication Class Register for all Council materials, room notes, finance-readiness records, capital-reader materials, insurance-readiness materials, public finance relevance materials, donor relevance materials, SPV-readiness records, Company interface records, National Model finance layers, Nexus Universe materials, AEP Passport finance-layer inputs, Nexus Rail notes, Docket items, handoff materials, and correction records.

11.1.10.2 Publication classes may include public, public-safe, controlled, restricted, confidential, finance-sensitive, insurance-sensitive, donor-sensitive, public finance-sensitive, public authority-sensitive, safeguard-sensitive, provider-sensitive, sponsor-sensitive, community-sensitive, Indigenous or protected-knowledge-sensitive where applicable, cyber-sensitive, infrastructure-sensitive, health-sensitive, biodiversity-sensitive, not-for-publication, archived, and superseded.

11.1.10.3 The Register shall identify permitted circulation, prohibited circulation, external-sharing limits, AI-processing restrictions, recording restrictions, redaction requirements, public-safe review requirements, archive rules, and correction history.

11.1.10.4 Publication class shall not create authority. Public status shall not imply approval, and confidential status shall not imply stronger validity.

11.1.10.5 The governing rule shall be:

Every record must know how far it may travel before it travels.


11.1.11 Finance-Readiness Register

11.1.11.1 The National Investors Council shall maintain a Finance-Readiness Register for matters reviewed, referred, classified, deferred, restricted, Docketed, corrected, routed, handed off, archived, or renewed for finance-readiness purposes.

11.1.11.2 The Register shall identify the matter, source record, referring body, finance-readiness status, evidence basis, technical dependency, public authority dependency, governance dependency, legal pathway, procurement dependency, revenue and cost assumptions, lifecycle assumptions, risk allocation questions, insurance dependency, public finance relevance, donor relevance, philanthropic relevance, safeguard dependency, data and cyber dependency, Project SPV-readiness condition, National Consortium Company interface condition, Nexus Rail status, AEP Passport finance-layer status, Docket status, claims limits, confidentiality class, and correction pathway.

11.1.11.3 Finance-readiness status may include preliminary, under review, question-set only, gap-identified, restricted, deferred, Docketed, routeable, handoff-candidate, blocked, corrected, superseded, withdrawn, archived, or renewed.

11.1.11.4 Inclusion in the Register shall not imply financeability, bankability, investment readiness, capital commitment, lending approval, guarantee support, transaction readiness, public finance allocation, donor support, insurance approval, procurement status, public authority approval, consent, project approval, or execution.

11.1.11.5 The governing rule shall be:

The Finance-Readiness Register records readiness status, not finance status.


11.1.12 Insurance-Readiness Register

11.1.12.1 The National Investors Council shall maintain an Insurance-Readiness Register for matters involving insurance-readiness, reinsurance-readiness, risk-transfer questions, disaster-risk finance questions, protection-gap questions, exposure questions, infrastructure insurance, cyber insurance, public authority insurance interface, or related insurance dependencies.

11.1.12.2 The Register shall identify the matter, source record, insurance-readiness status, exposure questions, hazard questions, vulnerability questions, loss questions, resilience controls, data and model dependencies, insurance dependencies, reinsurance dependencies, public authority insurance dependencies, risk-transfer questions, protection-gap questions, confidentiality class, competition controls, claims limits, and correction pathway.

11.1.12.3 Insurance-readiness status may include preliminary, question-set only, gap-identified, under review, restricted, deferred, Docketed, routeable, handoff-candidate, blocked, corrected, superseded, withdrawn, archived, or renewed.

11.1.12.4 Inclusion in the Register shall not imply insurance approval, reinsurance approval, underwriting, coverage availability, premium indication, insurability, guarantee support, insurance advice, insurance placement, public finance approval, donor support, project approval, or execution.

11.1.12.5 The governing rule shall be:

The Insurance-Readiness Register records risk questions; it does not record coverage.


11.1.13 Diligence-Gap Register

11.1.13.1 The National Investors Council shall maintain a Diligence-Gap Register for unresolved, uncertain, restricted, incomplete, conflicting, or blocking matters affecting finance-readiness.

11.1.13.2 The Register may include evidence gaps, technical gaps, data gaps, cyber gaps, public authority gaps, legal gaps, regulatory gaps, procurement gaps, governance gaps, revenue gaps, cost gaps, lifecycle gaps, risk allocation gaps, insurance gaps, public finance gaps, donor gaps, philanthropic gaps, safeguard gaps, community protocol gaps, Indigenous protocol gaps where applicable, environmental and social gaps, provider-neutrality gaps, Company interface gaps, Project SPV-readiness gaps, Rail routeability gaps, AEP Passport finance-layer gaps, Docket gaps, and handoff gaps.

11.1.13.3 Each gap shall be classified by type, source, severity, affected pathway, blocking status, restriction status, owner or receiving pathway where applicable, evidence required, due review point where applicable, claims implications, and correction pathway.

11.1.13.4 Inclusion in the Register shall not constitute diligence completion, clearance, approval, certification, financeability, bankability, insurability, public authority approval, donor approval, public finance approval, procurement status, consent, project approval, or execution.

11.1.13.5 The governing rule shall be:

The Diligence-Gap Register protects the system by making unresolved matters impossible to hide.


11.1.14 Project SPV-Readiness Register

11.1.14.1 The National Investors Council shall maintain a Project SPV-Readiness Register for matters that may require future Project SPV consideration.

11.1.14.2 The Register shall identify the matter, source record, SPV-readiness status, governance questions, capitalization questions, revenue and cost questions, contracting questions, public authority dependencies, insurance questions, procurement questions, safeguard questions, data and cyber conditions, community and Indigenous protocol conditions where applicable, environmental and social conditions, lifecycle obligations, operator responsibility, National Consortium Company interface, Nexus Rail status, AEP Passport finance-layer status, Docket status, handoff conditions, conflicts, claims limits, and correction pathway.

11.1.14.3 SPV-readiness status may include preliminary, question-set only, gap-identified, under review, restricted, deferred, Docketed, routeable, handoff-candidate, blocked, corrected, superseded, withdrawn, archived, or renewed.

11.1.14.4 Inclusion in the Register shall not imply SPV approval, SPV formation, project approval, financeability, bankability, insurability, public authority approval, procurement status, provider selection, consent, certification, or execution.

11.1.14.5 The governing rule shall be:

The Project SPV-Readiness Register records possible future vehicle questions; it does not create the vehicle.


11.1.15 Nexus Universe Preparation Register

11.1.15.1 The National Investors Council shall maintain a Nexus Universe Preparation Register for finance-readiness activity connected to each annual Nexus Universe cycle.

11.1.15.2 The Register shall identify annual finance-readiness mandate review, national finance-readiness themes, National Model finance-layer preparation, Capital-Reader Room preparation, Insurance-Readiness Room preparation, Public Finance Relevance Room preparation, Donor and Philanthropic Relevance Room preparation, Project SPV-readiness preparation, Nexus Rail finance-readiness preparation, AEP Passport finance-layer preparation, safeguard and public authority dependency review, no-reliance and claims preparation, Nexus Core Build review, live-operation records, post-cycle debrief, corrections, supersessions, withdrawals, archive, and renewal.

11.1.15.3 Each preparation item shall identify owner or lead, source record, status, classification, room type, participant classification, materials, claims limits, public-safe status, unresolved gaps, Docket linkage, and correction pathway.

11.1.15.4 Inclusion in the Register shall not imply Nexus Universe approval, finance approval, capital-reader interest, insurance approval, donor commitment, public finance allocation, public authority approval, project approval, SPV approval, certification, consent, or execution.

11.1.15.5 The governing rule shall be:

The Nexus Universe Preparation Register organizes the annual surge without converting preparation into approval.


11.1.16 Correction Register

11.1.16.1 The National Investors Council shall maintain a Correction Register for all corrections affecting Council participation, role classification, capital-reader status, insurance-readiness participation, public finance relevance, donor relevance, conflicts, no-reliance acknowledgments, claims permissions, confidentiality class, finance-readiness records, diligence gaps, Project SPV-readiness records, Nexus Universe preparation records, National Model finance layers, Nexus Rail finance-readiness inputs, AEP Passport finance-layer inputs, Docket items, handoff materials, public-safe reporting inputs, and external communications.

11.1.16.2 The Correction Register shall identify the error, omission, overclaim, misclassification, outdated record, reliance risk, public authority ambiguity, finance overstatement, insurance overstatement, donor overstatement, public finance overstatement, safeguard omission, confidentiality issue, competition issue, provider overclaim, sponsor overclaim, Company overclaim, SPV overclaim, Rail overclaim, AEP Passport overclaim, Docket overclaim, handoff overclaim, or execution implication requiring correction.

11.1.16.3 Each correction record shall identify affected materials, correction action, date, correcting authority, affected participants, notification requirements, public-safe implications, confidentiality implications, claims implications, archive implications, and whether further review is required.

11.1.16.4 Correction actions may include amendment, clarification, role reclassification, claims narrowing, publication reclassification, public-safe clarification, controlled clarification, participant notice, room restriction, Docket entry, Rail restriction, Passport pathway correction, handoff restriction, withdrawal, supersession, suspension, archive, or renewal.

11.1.16.5 The governing rule shall be:

The Correction Register is the Council’s institutional memory against finance-facing drift.


11.2 Core Outputs

11.2.1 Finance-Readiness Gap Note

11.2.1.1 The National Stewardship Council may issue a Finance-Readiness Gap Note to identify unresolved gaps affecting the capital-readability, insurance-readiness, public finance relevance, donor relevance, philanthropic relevance, development-readiness, SPV-readiness, Rail routeability, AEP Passport finance-layer suitability, or lawful handoff of a national Nexus matter.

11.2.1.2 The Note shall identify the matter, source record, review basis, gap categories, evidence gaps, technical gaps, public authority gaps, legal gaps, procurement gaps, data and cyber gaps, safeguard gaps, insurance gaps, public finance gaps, donor gaps, philanthropic gaps, SPV-readiness gaps, Company interface gaps, Rail gaps, AEP Passport finance-layer gaps, Docket status, and handoff restrictions.

11.2.1.3 The Note shall state whether each gap is information-needed, evidence-needed, technical-needed, legal-needed, public-authority-needed, procurement-needed, finance-readiness-needed, insurance-readiness-needed, public-finance-needed, donor-needed, safeguard-needed, SPV-needed, Company-interface-needed, Docketed, restricted, handoff-blocking, correction-needed, or archive-relevant.

11.2.1.4 A Finance-Readiness Gap Note shall not be treated as completed diligence, finance approval, investment advice, insurance approval, donor approval, public finance approval, procurement clearance, certification, SPV approval, project approval, consent, or execution readiness.

11.2.1.5 The governing rule shall be:

A Finance-Readiness Gap Note is a protective output because it records what is not yet ready.


11.2.2 Capital-Readability Questions

11.2.2.1 The National Investors Council may issue Capital-Readability Questions to structure how capital readers may understand a national Nexus matter without creating finance, investment, insurance, donor, public finance, guarantee, transaction, or approval meaning.

11.2.2.2 Capital-Readability Questions may address public-good purpose, problem definition, evidence basis, technical status, governance, public authority dependency, legal pathway, procurement dependency, revenue and cost assumptions, lifecycle obligations, risk allocation, insurance-readiness, donor relevance, public finance relevance, safeguards, data and cyber conditions, community and Indigenous protocol conditions where applicable, environmental and social conditions, Project SPV-readiness, National Consortium Company interface, Rail routeability, AEP Passport finance-layer status, Docket status, and handoff limits.

11.2.2.3 Questions shall be framed as questions, not conclusions, approvals, commitments, ratings, recommendations, offering materials, insurance submissions, donor applications, public finance requests, procurement documents, project approvals, or execution instructions.

11.2.2.4 The Question Set shall carry no-reliance, non-advisory, non-soliciting, non-transactional, confidentiality, safeguard, claims, and correction language.

11.2.2.5 The governing rule shall be:

Capital-Readability Questions help capital ask correctly; they do not authorize capital to act.


11.2.3 Insurance-Readiness Questions

11.2.3.1 The National Investors Council may issue Insurance-Readiness Questions to identify what insurance actors, public authorities, Project SPV pathways, National Consortium Company interfaces, or lawful receiving actors may need to understand before any separate insurance consideration.

11.2.3.2 Questions may address exposure, hazard, vulnerability, loss history, asset values, operating responsibility, resilience controls, maintenance, cyber posture, data quality, model dependency, public authority insurance interface, contractual insurance requirements, lender insurance requirements, donor insurance requirements, infrastructure insurance, climate and disaster exposure, community conditions, and safeguard limitations.

11.2.3.3 Insurance-Readiness Questions shall not provide insurance advice, determine insurability, approve coverage, indicate premiums, underwrite risk, place insurance, approve guarantees, or approve risk transfer.

11.2.3.4 Questions shall be no-reliance, non-advisory, non-placement, competition-compliant, confidentiality-aware, claims-limited, and correctionable.

11.2.3.5 The governing rule shall be:

Insurance-Readiness Questions define what insurance actors would need to examine elsewhere; they do not provide insurance.


11.2.4 Reinsurance-Readiness Questions

11.2.4.1 The National Investors Council may issue Reinsurance-Readiness Questions where a national Nexus matter involves layered risk, pooled risk, catastrophe exposure, cyber aggregation, climate risk, infrastructure risk, sovereign risk, systemic risk, disaster-risk finance, or insurance-market capacity.

11.2.4.2 Questions may address exposure aggregation, portfolio concentration, catastrophe scenarios, model assumptions, data quality, trigger design, basis risk, primary insurance pathways, public finance interfaces, guarantee interfaces, resilience controls, regulatory constraints, and public authority dependencies.

11.3.12.4 The Note shall be implemented before the next cycle relies on superseded or incorrect records.

11.3.12.5 The governing rule shall be:

Post-cycle correction prevents annual visibility from becoming permanent overclaim.


11.3.13 Next-Cycle Finance-Readiness Renewal Note

11.3.13.1 The National Investors Council may produce a Next-Cycle Finance-Readiness Renewal Note for the next Nexus Universe cycle.

11.3.13.2 The Note may identify which finance-readiness themes, rooms, records, National Model finance layers, AEP Passport finance-layer inputs, Nexus Rail inputs, Docket items, Project SPV-readiness records, Company interface records, public finance relevance records, donor relevance records, insurance-readiness records, safeguard records, claims controls, and correction records shall be renewed, revised, restricted, retired, archived, or escalated.

11.3.13.3 Renewal shall account for new evidence, changed public authority status, changed law, changed finance context, changed insurance context, changed donor context, changed public finance context, changed safeguards, changed data or cyber status, changed community conditions, changed SPV-readiness conditions, changed Company interface conditions, and prior cycle corrections.

11.3.13.4 The Note shall not imply that renewed matters are financeable, bankable, insurable, donor-supported, publicly financed, project-approved, SPV-approved, Company-approved, public-authority-approved, consented, or execution-ready.

11.3.13.5 The governing rule shall be:

Next-cycle renewal updates readiness discipline; it shall not renew claims beyond the record.


11.4 Handoff Outputs

11.4.1 Handoff Candidate Finance-Readiness Note

11.4.1.1 The National Investors Council may issue a Handoff Candidate Finance-Readiness Note where a matter may be suitable for controlled consideration by a competent receiving pathway.

11.4.1.2 The Note shall identify source record, referring body, receiving pathway, purpose of proposed handoff, finance-readiness status, insurance-readiness status, public finance relevance, donor relevance, philanthropic relevance, development-readiness status, safeguard conditions, public authority dependencies, procurement dependencies, data and cyber dependencies, unresolved gaps, conflicts, claims limits, confidentiality class, no-reliance status, Nexus Rail status, AEP Passport finance-layer status, Docket status, and correction pathway.

11.4.1.3 The Note shall state what the receiving actor may and may not infer from the handoff.

11.4.1.4 The Note shall not imply handoff approval, finance approval, insurance approval, donor approval, public finance allocation, procurement status, certification, public authority approval, SPV approval, Company approval, project approval, consent, or execution authority.

11.4.1.5 The governing rule shall be:

A Handoff Candidate Note identifies a possible next review pathway; it does not transfer authority to that pathway.


11.4.2 National Consortium Company Finance-Interface Note

11.4.2.1 The National Investors Council may issue a National Consortium Company Finance-Interface Note for a matter that may later require Company-facing consideration.

11.4.2.2 The Note may identify public-good source record, National Council routing, Stewardship Board oversight where formed, finance-readiness dependencies, insurance-readiness dependencies, donor relevance, public finance relevance, public authority dependencies, safeguard dependencies, provider-neutrality requirements, conflicts, claims limits, enterprise-stack boundary controls, handoff conditions, Nexus Rail status, AEP Passport finance-layer status, Docket status, and correction pathway.

11.4.2.3 The Note shall not create Company approval, Company obligation, Company authority, finance approval, insurance approval, donor approval, public finance allocation, procurement status, provider selection, project approval, consent, or execution authority.

11.4.2.4 The Note shall not be used to direct, bind, market, or represent the National Consortium Company.

11.4.2.5 The governing rule shall be:

A Company Finance-Interface Note may prepare a question for Company-facing review; it shall not create Company action.


11.4.3 Project SPV-Readiness Awareness Note

11.4.3.1 The National Investors Council may issue a Project SPV-Readiness Awareness Note where a matter may later require project vehicle consideration.

11.4.3.2 The Note may identify SPV governance questions, capitalization questions, revenue and cost questions, contracting questions, public authority dependencies, insurance questions, procurement questions, safeguard questions, data and cyber conditions, community and Indigenous protocol conditions where applicable, environmental and social conditions, lifecycle obligations, operator responsibility, Company interface conditions, Rail status, AEP Passport finance-layer status, Docket status, handoff requirements, and correction pathway.

11.4.3.3 The Note shall not imply SPV approval, SPV formation, project approval, financeability, bankability, insurability, public authority approval, procurement status, provider selection, donor support, public finance allocation, consent, certification, or execution.

11.4.3.4 The Note shall be conflict-reviewed where future enterprise actors may benefit.

11.4.3.5 The governing rule shall be:

SPV-readiness awareness makes vehicle questions visible without making the vehicle real.


11.4.4 Public Authority Dependency Note

11.4.4.1 The National Investors Council may issue a Public Authority Dependency Note for any handoff candidate involving public authority status, public finance, procurement, regulation, permits, licences, public data, public utility, emergency-management, public safety, infrastructure, environmental, health, municipal, national, or other official-process dependency.

11.4.4.2 The Note shall identify the public authority dependency, relevant public authority capacity classification, official or non-official status, unresolved requirements, public authority-sensitive information, public-safe limits, and required receiving pathway.

11.4.4.3 The Note shall not imply public authority approval, government endorsement, public finance allocation, procurement status, permit, licence, policy adoption, official position, public warning, emergency command, public data authorization, or public authority consent.

11.4.4.4 Public authority dependency shall travel with handoff materials and shall not be removed to improve apparent financeability or project readiness.

11.4.4.5 The governing rule shall be:

A Public Authority Dependency Note records what public authority may need to decide elsewhere; it shall not decide for the public authority.


11.4.5 Procurement Dependency Note

11.4.5.1 The National Investors Council may issue a Procurement Dependency Note for matters involving public procurement, private procurement, Company procurement, SPV procurement, provider-neutrality, technical specification, vendor eligibility, bid integrity, anti-corruption, contract award, or procurement timing.

11.4.5.2 The Note shall identify whether procurement dependency is public, private, Company-related, SPV-related, provider-neutral, provider-linked, competitive-process-dependent, restricted, unresolved, Docketed, handoff-blocking, or correction-needed.

11.4.5.3 The Note shall not create procurement status, prequalification, preferred-provider status, tender status, contract award, purchasing approval, provider validation, procurement advice, public authority approval, or execution authority.

11.4.5.4 Provider-linked information shall be source-labelled and conflict-reviewed.

11.4.5.5 The governing rule shall be:

Procurement dependency may be handed forward only as dependency, never as procurement advantage.


11.4.6 Insurance Dependency Note

11.4.6.1 The National Investors Council may issue an Insurance Dependency Note for handoff candidates involving insurance, reinsurance, risk transfer, guarantee-readiness, disaster-risk finance, exposure, cyber insurance, infrastructure insurance, public authority insurance interface, or protection-gap questions.

11.4.6.2 The Note may identify coverage questions, insurable interest questions, asset questions, exposure questions, loss questions, resilience control questions, data and model dependencies, underwriting information needs, reinsurance questions, guarantee questions, public authority insurance dependencies, and safeguard restrictions.

11.4.6.3 The Note shall not imply insurance approval, reinsurance approval, underwriting, coverage availability, premium indication, insurability, guarantee support, insurance advice, insurance placement, or risk-transfer execution.

11.4.6.4 The Note shall carry confidentiality, competition-compliance, no-reliance, non-placement, and claims-limit controls.

11.4.6.5 The governing rule shall be:

An Insurance Dependency Note identifies what insurance must examine elsewhere; it does not insure the handoff.


11.4.7 Safeguard Dependency Note

11.4.7.1 The National Investors Council may issue a Safeguard Dependency Note for handoff candidates involving people, communities, Indigenous peoples where applicable, protected knowledge, data, cyber, privacy, environment, biodiversity, health, infrastructure security, accessibility, public authority sensitivity, finance sensitivity, donor sensitivity, insurance sensitivity, commercial sensitivity, provider sensitivity, sponsor sensitivity, or public-safe reporting limits.

11.4.7.2 The Note shall identify safeguard conditions, consent boundaries, protected-knowledge restrictions, public-safe limits, publication class, data restrictions, community conditions, environmental and social conditions, unresolved safeguard gaps, receiving pathway, and correction requirements.

11.4.7.3 The Note shall not constitute safeguard clearance, community consent, Indigenous consent, data authorization, publication authorization, environmental approval, social approval, finance approval, donor legitimacy, public finance approval, project approval, or execution authorization.

11.4.7.4 Safeguard dependencies shall travel with all handoff materials and shall not be stripped out for capital-facing or enterprise-facing convenience.

11.4.7.5 The governing rule shall be:

A handoff is unsafe if its safeguard dependencies do not travel with it.


11.4.8 Data and Cyber Dependency Note

11.4.8.1 The National Investors Council may issue a Data and Cyber Dependency Note for handoff candidates involving data rights, data quality, privacy, cybersecurity, sovereign data, AI processing, observability systems, digital twins, geospatial data, sensors, critical infrastructure information, public authority data, community data, protected knowledge, repositories, APIs, or operational systems.

11.4.8.2 The Note shall identify data source, data rights, data access limits, cross-border transfer limits, localization requirements, AI-processing restrictions, cyber controls, model dependencies, observability limits, dashboard limits, publication limits, incident-response obligations, confidentiality class, and safeguard conditions.

11.4.8.3 The Note shall not authorize data sharing, data processing, AI processing, public authority use, provider use, capital-reader use, insurer use, donor use, public finance use, commercialization, operationalization, publication, or handoff beyond the recorded limits.

11.4.8.4 Cyber-sensitive and infrastructure-sensitive material shall be restricted and shall not be simplified in public-safe materials where security risk exists.

11.4.8.5 The governing rule shall be:

Data and cyber dependencies must be explicit before a digital or observability matter can be safely handed forward.


11.4.9 Claims Limit Note

11.4.9.1 The National Investors Council may issue a Claims Limit Note for any handoff candidate, public-safe material, Nexus Universe output, National Model finance layer, AEP Passport finance-layer input, Nexus Rail finance-readiness input, Docket item, SPV-readiness note, Company interface note, sponsor material, provider material, donor-facing material, public finance-facing material, insurer-facing material, capital-reader material, or public authority-facing material.

11.4.9.2 The Note shall identify permitted claims, prohibited claims, required language, restricted language, no-reliance language, status labels, name-use limits, logo-use limits, participant-reference limits, public authority reference limits, finance reference limits, insurance reference limits, donor reference limits, public finance reference limits, provider reference limits, sponsor reference limits, Company reference limits, SPV reference limits, Rail reference limits, AEP Passport reference limits, and correction pathway.

11.4.9.3 The Note shall prohibit unsupported claims of financeability, bankability, investment readiness, capital commitment, insurance approval, insurability, donor commitment, public finance allocation, guarantee support, procurement status, certification, public authority approval, AEP Passport issuance, Nexus-ready status, Rail execution, Docket resolution, Company approval, SPV approval, project authorization, consent, or execution.

11.4.9.4 Claims limits shall travel with handoff materials and shall bind recipients as conditions of use.

11.4.9.5 The governing rule shall be:

A handoff without claims limits invites overclaim; a Claims Limit Note prevents it.


11.4.10 Handoff Restriction Note

11.4.10.1 The National Investors Council may issue a Handoff Restriction Note where a matter should not proceed, should proceed only in limited form, or should be routed only under specified conditions.

11.4.10.2 Restrictions may arise from unresolved finance-readiness gaps, insurance-readiness gaps, public finance ambiguity, donor ambiguity, public authority dependency, legal dependency, procurement dependency, safeguard dependency, data or cyber dependency, conflict, confidentiality issue, competition concern, SPV-readiness uncertainty, Company interface risk, Rail routeability issue, AEP Passport finance-layer issue, Docket issue, public-safe reporting risk, or overclaim risk.

11.4.10.3 The Note shall identify whether handoff is blocked, deferred, restricted, Docketed, limited to internal review, limited to controlled review, limited to public-safe summary, limited to specific receiving actor, or subject to correction before further movement.

11.4.10.4 A Handoff Restriction Note shall not be overridden by sponsor pressure, provider pressure, capital-reader interest, donor interest, public finance relevance, insurer interest, Nexus Universe timing, media interest, or project momentum.

11.4.10.5 The governing rule shall be:

Restriction is a valid readiness outcome when handoff would otherwise create reliance or harm.


11.4.11 Handoff Correction Note

11.4.11.1 The National Investors Council may issue a Handoff Correction Note where handoff materials, handoff claims, receiving-pathway references, recipient interpretations, public materials, sponsor materials, provider materials, Company materials, SPV materials, capital-reader materials, donor materials, public finance materials, insurer materials, or public authority materials misstate the nature or effect of a handoff.

11.4.11.2 The Note shall identify the incorrect statement or implication, affected handoff, affected recipient, reliance risk, required correction, public-safe implications, confidentiality implications, safeguard implications, claims implications, and follow-up action.

11.4.11.3 Correction may include claim narrowing, recipient notice, public-safe clarification, controlled clarification, publication reclassification, material withdrawal, Docket entry, Rail restriction, AEP Passport pathway correction, handoff restriction, supersession, archive, or participation restriction.

11.4.11.4 Correction shall be urgent where handoff overclaim may create investment expectation, insurance expectation, donor expectation, public finance expectation, provider advantage, sponsor advantage, public authority confusion, community harm, project momentum, or execution overclaim.

11.4.11.5 The governing rule shall be:

A Handoff Correction Note stops handoff from becoming hidden approval.


11.4.12 Archive or Renewal Note

11.4.12.1 The National Investors Council may issue an Archive or Renewal Note for any finance-readiness, insurance-readiness, donor relevance, public finance relevance, diligence-gap, SPV-readiness, Company interface, Nexus Universe, AEP Passport, Nexus Rail, Docket, handoff, public-safe reporting, claims, conflict, confidentiality, or correction record.

11.4.12.2 The Note shall identify whether the record is archived, renewed, superseded, withdrawn, restricted, corrected, continued, or scheduled for next-cycle review.

11.4.12.3 Archive status shall preserve record history, status, date, supersession history, correction history, confidentiality class, public authority status, safeguard conditions, claims limits, and reason for archive.

11.4.12.4 Renewal status shall identify what has changed, what remains valid, what requires revision, what remains restricted, what must be re-reviewed, and what claims may continue.

11.4.12.5 The final operating rule of this Part shall be:

Every finance-readiness output must either remain current, be corrected, be superseded, be withdrawn, be archived, or be renewed; no outdated record shall drift forward as current authority.
