# STEWARDSHIP

The **National Stewardship Council** is the national gateway for finance-readiness and capital-readability within the Nexus Consortium architecture.

This section explains how national priorities become legible to stewardship participants, insurers, donors, public finance actors, and development partners without creating finance, investment approval, insurance approval, donor commitment, public finance allocation, or project authorization.

It covers the National Stewardship Council identity, position, standing, functions, procedure, readiness, records, claims, safeguards, conflicts, boundaries, correction, and statement controls.

It also frames diligence-gap review, Project SPV-readiness, Nexus Rails, AEP Passport inputs, and lawful handoff conditions in capital-readable terms.
