# CHARTER

## Nexus consortium charter

The Nexus consortium charter defines the governing charter for global, regional, and national consortium governance across the Nexus Ecosystem. It sets the rules for public-good coordination, lawful implementation, sovereign-compatible handoff, and multistakeholder participation.

This charter guides how consortium institutions operate across identity, architecture, activation, operations, safeguards, records, correction, and federation. It supports accountable implementation, national ownership, and durable public-good governance.

### What the Nexus consortium charter covers

* Consortium identity, institutional architecture, and governance across global, regional, and national layers.
* Participation, gateways, bureau functions, partner institutions, and operational activation pathways.
* Safeguards, records, claims discipline, independence, correction, boundaries, and federation rules.

### Why the Nexus consortium charter matters

The Nexus consortium charter turns consortium cooperation into a governable institutional system. It connects public-good coordination, sovereign-compatible governance, lawful implementation, and accountable handoff in one charter framework.
