# CHARTER

The **Nexus Acceleration Charter** defines the mission, scope, and operating logic of Nexus Acceleration.

It anchors **public-good systems acceleration** for **global risks** and **frontier innovation**. It centers **evidence**, **legitimacy**, **readiness**, **safeguards**, **national ownership**, and **lawful handoff**.

### Purpose

This charter establishes the constitutional baseline for Nexus Acceleration.

It defines what Nexus Acceleration is. It also defines what it is not.

It supports coordinated action across:

* Disaster Risk Reduction
* Disaster Risk Intelligence
* Disaster Risk Finance readiness

It also supports work across the **Water–Energy–Food–Health–Biodiversity** nexus.

### What this charter covers

This charter sets the basis for:

* public-good software and public authority learning
* sovereign compute, safeguards, and correctionability
* national deployment readiness and lawful institutional handoff

These terms matter because they guide how frontier systems move into public authority use.
